1. PURPOSE
The aim of this procedure is to outline the work method statement for new drainage construction
work and to dismantle existing drainage at new proposed TES Tank area.

2. SCOPE & OBJECTIVE


The scope covers the all drainage work at TES Tank area boundary including excavation, laying
& jointing of pipe, backfilling and other related activity. The objective of this method statement is
to establish the rules to be applied during all the drainage construction works to ensure that all
the works are properly executed in accordance with project specifications and applicable
standards.

3.3 Technical specification

4. DEFINITION

CONTRACTOR Means TNB ENGINEERING CORPORATION SDN. BHD

INDEPENDENT Means person(s) appointed by OWNER to act as an independent


ENGINEER engineer for the purpose of contract

SUBCONTRACTOR Means the person(s) named as SUBCONTRACTOR in the letter of


award accepted by the SUBCONTRACTOR –SEGATRANS SDN BHD.

NOMINATED Mean any person or company approved by SUBCONTRACTOR to


SUBCONTRACTOR whom part of the work is subcontracted by SUBCONTRACTOR

PLANT OPERATOR Means person appointed as operator for KLIA GAS District Cooling
Plant - MAKHOSTIA SDN BHD

PROJECT Means CONCESSION AGREEMENT IN RESPECT OF THE

WORK SITE Means construction area for the project as described where the
equipment to be installed and additional areas as may be allocated or
accepted by SUBCONTRACTOR for temporary use such as
transportation, storage and offloading.

5. RESPONSIBILITIES

C&S Engineer Supervise operations in accordance with the approved Method


Statement, shop drawings, specifications, material submission and
schedules to achieve the acceptance of the project deliverables.

Site Supervisor Supervise closely the activities designated to workers and ensure that
all instructions and safety procedure are followed and strictly adhered
to. Site supervisor also have to ensure that technical, quality, safety and
purchase order requirements are met.

Safety & Health Officer Ensure enforcement of safety procedures in accordance with the
approved HSE Plan. SHO will be closely monitoring the C&S engineer’s
strict implementation of the Method of Statement and Risk Assessment,
the use of proper tools and equipment to maintain safety, certifications
of equipment and their adherence to safety regulations, reporting of any
unsafe work.

6. PREPARATION WORKS

6.1 Subcontractor shall ensure that all work permits, vehicle entry permits, tools, materials for
safety precautions, manpower and equipment are available before commencement of
work.
6.2 The site team shall make sure that access roads are always clear from any obstruction
and site is always accessible.
6.3 All materials and machineries must be checked prior to start work. Every material must
follow approved datasheet specification.
6.4 Permit to Work (PTW) to be issued to Receiving Authority Representatives (RAR) with
valid Yellow Pass by Approving Authority (AA) prior to start work. The Site Supervisor will
then conduct a toolbox meeting with all personnel involved in the activity and brief the
sequence of work involved and the hazards that may arise.

8. MATERIALS

9. METHOD STATEMENTS

9.1 Drainage construction work


a. Setting out and pegging work for drainage line shall be establish by surveyor.
b. Road cutting work should be done by using road cutting machine before excavation
starts.
c. The foundation bed for pipe culverts shall be excavated true to the lines and grades
shown on the drawing.
d. The bedding shall be sand or granular material passing 5.6mm sieve. Specified
thickness of granular material bedding shall be provided below the pipes as per the
approved drawing. The bed shall be compacted or rammed with adequate water.
e. The arrangement for lowering the pipes in the bed shall be done carefully so as not to
cause damage or undue strain to the pipes
f. The pipes shall be joined by flush joint. The ends of the pipes especially shaped to
form self-centering joint with a jointing space 13mm wide. The jointing space shall be
filled with cement mortar 1:2 sufficiently dry to remain in position. The jointing shall be
made with care so that the interior surface is smooth & consistent with the interior
surface of the pipe. The joints shall be kept damp for at least four days till the joints
are sufficiently hardened.
g. Pipe encasing shall be carried out as per the approved drawing.
h. Trenches shall be backfilled after the completion of jointing and encasing.
i. Filling of the trench should be carried out simultaneously on both sides of the pipe in
such a manner that unequal pressures do not occur. This procedure shall be followed
for the whole depth of drain section.

9.2 Dismantle Existing Drainage Line


a. Before dismantle the existing drainage system, the new drainage system must be fully
functional in order to prevent site from flood.
b. Dismantle existing drainage line by backfill with approved fill material.
c. Compact the entire area with compactor machine.
