1. PURPOSE
The aim of this procedure is to outline the work method statement for TES tank foundation work.

2. SCOPE & OBJECTIVE


The scope covers all construction work for foundation and base of TES tank and other related
activity. The objective of this method statement is to establish the rules to be applied during all
the drainage construction works to ensure that all the works are properly executed in
accordance with project specifications and applicable standards.

4. DEFINITION

CONTRACTOR Means TNB ENGINEERING CORPORATION SDN. BHD

INDEPENDENT Means person(s) appointed by OWNER to act as an independent


ENGINEER engineer for the purpose of contract

SUBCONTRACTOR Means the person(s) named as SUBCONTRACTOR in the letter of


award accepted by the SUBCONTRACTOR –SEGATRANS SDN
BHD.
NOMINATED Mean any person or company approved by SUBCONTRACTOR to
SUBCONTRACTOR whom part of the work is subcontracted by SUBCONTRACTOR

PLANT OPERATOR Means person appointed as operator for KLIA GAS District Cooling
Plant - MAKHOSTIA SDN BHD

PROJECT Means CONCESSION AGREEMENT IN RESPECT OF THE


OPERATION, MAINTENANCE AND UPGRADE OF A DISTRICT
COOLING CO-GENERATION PLANT

WORK Means ENGINEERING, PROCUREMENT, CONSTRUCTION AND


COMMISSIONING OF IMPROVEMENT WORKS AND CONVERSION
WORKS OF THE DISTRICT COOLING COGENERATION AT KUALA
LUMPUR INTERNATIONAL AIRPORT

WORK SITE Means construction area for the project as described where the
equipment to be installed and additional areas as may be allocated or
accepted by SUBCONTRACTOR for temporary use such as
transportation, storage and offloading.

5. RESPONSIBILITIES
C&S Engineer Supervise operations in accordance with the approved Method
Statement, shop drawings, specifications, material submission and
schedules to achieve the acceptance of the project deliverables.

Site Supervisor Supervise closely the activities designated to workers and ensure that
all instructions and safety procedure are followed and strictly adhered
to. Site supervisor also have to ensure that technical, quality, safety
and purchase order requirements are met.

Safety & Health Officer Ensure enforcement of safety procedures in accordance with the
approved HSE Plan. SHO will be closely monitoring the C&S
engineer’s strict implementation of the Method of Statement and Risk
Assessment, the use of proper tools and equipment to maintain
safety, certifications of equipment and their adherence to safety
regulations, reporting of any unsafe work.

6. PREPARATION WORKS

6.1 Subcontractor shall ensure that all work permits, vehicle entry permits, tools, materials
for safety precautions, manpower and equipment are available before commencement of
work.
6.2 The site team shall make sure that access roads are always clear from any obstruction
and site is always accessible.
6.3 All materials and machineries must be checked prior to start work. Every material must
follow approved datasheet specification.
6.4 Permit to Work (PTW) to be issued to Receiving Authority Representatives (RAR) with
valid Yellow Pass by Approving Authority (AA) prior to start work. The Site Supervisor
will then conduct a toolbox meeting with all personnel involved in the activity and brief
the sequence of work involved and the hazards that may arise.

All materials to be used must be comply with the specification requirement.

9. METHOD STATEMENTS

9.1 Piling work


a. Setting out and pegging work for the tank area shall be establish by surveyor. Setting
out will comply with the pile layout plan as per construction drawing.
b. The pile will be driven until the intended set is achieved. The starter pile length shall
be as starter earlier. If extension pile is necessary, the starter piles will be driven until
about 0.5m above ground level.
c. The extension piles will be then welded onto the starter pile. After welding, the joint
will be let cool. Piling then recommence until the set is achieved.
d. When the pile installation has satisfied the specification requirements, the concrete of
the head of the pile shall be cut off to the level specified. Reinforcing bars projecting
above this level shall be as specified. Care shall be taken to avoid shattering or
otherwise damaging the rest of the pile. Any cracked or defective concrete shall be
cut away and the pile repaired to provide a full and sound section to be cut-off level.

9.2 Excavation Work


a. Excavation will generally be executed in open cut to the size and elevation shown in
the construction drawings.
b. Excavation will be carried out with excavator and the excavated material loaded
directly into dump truck and transported to temporary stockpile area.

9.3 Foundation Construction Work


a. The bottom level of the excavation should be dry and compacted with 150mm thick
crusher run to a uniform level before pouring the 50mm thick G10N lean concrete.
b. Rebars will be cut and bent on site in line with the approved construction sequence.
c. All the rebar installation must follow as per construction drawing.
d. Suitable concrete spacers will be used to achieve the desired covers thickness and
additional rebar spacers will be installed to maintain support of top steel.
e. Location, spacing, verticality and cover shall be inspected by joint inspection during
installation process.
f. All formwork installation must be followed exactly as per designed and shall have
adequate bracing and support to carry the concrete load during concreting.
g. Ready mix concrete of G30N will be used for the concreting work. Trial mix for the
design mix approved must be done before starts any concreting work.
h. The concrete will be transported by transit mixer and pumped to the locations.
Maximum allowable transport duration for ready mix concrete shall be in accordance
with the related standard and technical specifications.
i. The operation placing and vibrating the concrete are independent and will be carried
out almost simultaneously. They are most important for the purpose of ensuring the
requirements of strength, impermeability and durability of the hardened concrete in
the structure.
j. Slope of gradient 1:120 shall be control from center to side of the tank.
k. Once the concrete achieves the required strength, the formwork shall be dismantled.
The minimum duration for dismantling of formwork shall be in accordance with the
standards and civil work specification.
