Temporary access road works at the 220/33kV Substation at Towayya and related
220kV cable works
2. PURPOSE AND SCOPE
The purpose of this Method Statement is to describe the logical sequence of
activities involved in Temporary access road works. This method statement is
applicable for all activities related to the Temporary access road (Diversion of old
road to the substation, with reference to the Key plan attached) works in N-15558,
Supply and Installation of New 220/33kV Substation at Towayyah and related
220kV cable works.

 Prepare method statement and risk assessment.


 Responsible to orient the workers on safety requirements of project.
 Monitor and inspect the site on a daily basis and provide advice and
instructions to improve EHS in the work.
 Ensuring the necessary work permit from TRANSCO prior to proceed any
activity.
 Task specific Pre- task briefing (an extract of applicable work from the
method statement and risk assessment) shall be completed by the
engineer prior to start of work and ensure evidences are recorded.

b) Surveyor:

 Perform survey works under the direction and guidance of the Engineer in
charge.
 Check the accuracy of established primary horizontal and vertical control
points including reference points and references ties for re-establishing the
points in the field.
 Perform regular checks of the setting out to verify proper execution and
accuracy.
 Maintain equipment in proper condition and perform frequent calibration
checks.
 Ensure that the works are being constructed to the latest construction and
shop drawings.
 Record all measurements and calculations etc. neatly and accurately in
field books as the work progress.
 Check completed work for conformance to the line and grade required by
the project plans in coordination with the inspector assigned in the work.

c) QA/QC Engineer:

 Review the method statement and ensure compliance with specification


requirement.
 Prepare inspection and test plans.
 Prepare the format of check lists.
 Conduct audits for ensuring the system effectiveness and find the scope
for improvement.

d) HSE Engineer:

 Shall ensure the pre task briefing (PTB) by engineers and supervisors.
 Check for the work permit and complete PPE.
 Monitor the work location periodically to advise the site team for safe work
execution.
 Review risk assessment and monitor during execution of works.

e) Construction Manager:

 Prepare daily, weekly and monthly schedule as per 3 months look ahead
program in consultations with planning engineer.
 Responsible to prepare & get approval of method statements from
Consultant/Client.
 Allocate resources as per the request from site engineer/supporting team.
 Control and monitor the progress.
 Ensure work is carried out as per approved Project EHS plan.
 Always follow current documents and identify superseded & separate the
same.
 Authorized to review the QMS and Non- Conformities identified in the
processes, materials & decided disposal action on time.

f) Project Manager:

 Overall responsible for execution of project.


 Organize ad mobilize all resources as per plan.
 Overall responsible for the implementation of Project EHS & quality plan.
 Liaison with customer, country and local authorities.
 Responsible to correspond with employer and attend meetings, take
necessary actions to implement the decisions.
 Ensure preparation, submissions and implementations of various plans &
reports as per contract.
 Lead the emergency team.

g) Supervisor/Foreman:

 Supervise and manage the workers.


 Assign task to workers.
 Arrange materials & tools to work site.
 Ensure the use of proper PPE observing the safe working practices.
 Task specific foreman pre –task briefing to the work force will be
completed prior to the beginning of each shift and prior to starting any
activity during the course of a shift.

8 Managing Change

 During execution of project the following area has the potential of changes. All
kind of changes shall be carefully included in all method of statements and Risk
assessments to eliminate any potential hazard arise because of changes.

9 Environmental Impacts

Following Procedures will be followed to eliminate adverse impact on environment.

9.1 DUST CONTROL

 Excavation works to be managed to control the dust. Wet the earth by water
spray and limiting the height of the material dumping.
 All vehicles engaged at site shall follow the speed limit 20 KPH.
 Construction Materials which shall fly due to wind shall be properly covered.
 Accumulation of flying materials shall be avoided.

9.2 LAND PROTECTION

 Fuel, oil storage shall be done to prevent leak of oil, penetration to ground.
 Drip trays to be used for prevent the oil/chemical spill.
 Maintenance of vehicle shall be done in the designated area.
 Oil, waste etc., shall be disposed as per the environmental norms.
 Sewage shall be browsed as per the regulations.

9.3 NOISE CONTROL

 EHS Engineer should conduct noise survey, Identify the high noise activity,
measuring the noise level using sound meter. The effect of the noise on
workmen and surrounding. The existing noise level and the allowable exposure
time is should be within the below given table.

9.4 NUISANCE CONTROL


The project Engineer should identify the other different cause of nuisance i.e.
exhaust of diesel & petrol engines, materials which contains fiber particles,
silicon, and nuisances due to external agency (ie nearby other works, local
peoples) etc. and analyze the effect of the nuisance. EHS Engineer should find
out remedy along with EHS committee members and recommend actions to
avoid nuisance. The recommendation should be adopted to avoid nuisance.
10. Waste Management

The waste generation & disposal of waste material shall be monitored by the Project
management. Waste material shall be classified as below
1. Municipal waste.
2. Non- hazardous Waste.
3. Hazardous Industrial Waste
Proper disposal of waste shall be insured by the project management as per the Federal
Environment Law (24) 1999.

11. Sequence of works (Methodology)


1. Preparation of formation i.e NGL
2. Excavation from NGL in 220kV cable route
3. Placing the precast concrete slab in 220kV cable route
4. Laying and compaction of 200 mm thick road base

11.1 Preparation of Formation

 The formation shall be rolled to an even and uniform surface and Rolling
shall be carried out with power driven roller.

11.2 Excavation

 Where ever 220kV cable route available, manual excavation to be done


at a depth of 200mm from the formation (NGL- Natural Ground level)
level for the width of 1m additional from Concrete trough or concrete
cable protection tiles.
 Note: Please find attached the Proposed Diversion from the old road
and the Protection for 220KV Cable by concrete slab under tiled road.
Protection for 220KV Cable circuit : NZAK-D09 – DHMG-D00 (Circuit-1)
 The protection of cable is already available in old road.

11.3 Placing of Precast concrete slab

 Precast concrete slab details


 Size of the precast slab 1000*500*150mm
 Reinforcement -16mm dia -150 c/c at both direction.
 Cover -75mm
 Concrete grade C40/20 (MSRC+55%GGBS)
 Cured min 7days.
 After completion of curing period precast slab to be placed in 220kV
cable route for the width of the concrete trough and also 1m additional
from each side (pls refer attached drawings)

11.4 Road Base laying and Compaction.

 Road base to be mixed with sufficient water before laying


 200 mm thick laying of road base to be provided on the Formation area
and precast concrete slab in access road.
 The access road is leveled, graded, properly compacted with appropriate
rollers and surfaced, to ensure that the finished road is suitable for the
maximum foreseeable imposed loads, which can be expected from
vehicles transporting the various items of plant and electrical equipment.

12. TRAINING
The following EHS training shall be delivered to the workers & supervisors but not
limited to:
1. Awareness about emergency response.
2. Safety working procedure for the equipment and power tools.
3. Method statement and Risk assessment Briefing.
4. Safe disposal of waste.

14 FIRST AID / MEDICAL FACILITY / EMERGENCY RESPONSE / MAJOR


HAZARD

 Available first aiders, with ready access to first aid boxes kept at site shall be
ensured at worksite.

 All the emergency numbers including the nearby hospital will be displayed at
working site.

 Procedures of L&T’s emergency response arrangements will be followed.

14.1 In case of Personal Injury / Insect bite / Electric Shock:

 An employee is injured / bite by insect / electrocuted, he shall be given first aid at


the work site.

 To stabilize their condition and prevent deterioration. Site Male Nurse / First
Aider decide whether the worker needs additional diagnosis and treatment,
then the injured person shall be initially transferred to the local accident and
emergency unit.

 When cases are complicated as in severe injuries/medical emergencies the


patient must to be transported to the hospital immediately by the emergency
vehicle or Ambulance for further treatment.

14.2 In case of a minor spill:

 Quickly control the spill by stopping or securing the spill source.


 Follow Spill response procedure.
 Put spill material and absorbents and secure in a hazardous waste bin.
 Maintain and dispose the spilt material as per the waste management plan.
 Immediately inform to the CM /HSE manager.

14.3 If the spill is uncontrollable: (Such as bursting of tanks and


flowing of fuels in an uncontrollable manner the response action
will be)

 Evaluate the area outside the spill.


 Engines and electrical equipment near the spill area will be turned off. This
eliminates various sources of ignition in the area
 Report immediately to PM /HSE manager who will to report to PMC /Employer
immediately.
 External Emergency shall be called by Project Manager.

14.4 Actions In case of Fire:

 If you discover a fire, alert the people in the area and need to evacuate.
 Activate the nearest fire alarm.
