I. PURPOSE

To give details of and to obtain Engineer’s approval for the method to be carried out
for the DEWA HV cable shifting as described here under.

II. SCOPE OF WORK

The scope of this document is to lay down a step by step procedure to be followed
for cable laying & relocation works. Shop drawings and Method statements to be
approved by PARSON and DEWA prior to execution of work.

Shop drawings
Shop Drawings showing existing cable location & proposed new location with cross
section.

IV. SPECIFICATIONS

As per DEWA Specifications

V. INSPECTION AND TESTING

All materials used at site shall confirm to DEWA Specification requirements


All testing equipment to be used shall be calibrated as per the requirement of
Relevant authorities/Consultant

VI. RESPONSIBILITY

Project/Site Engineer – The Site/Project Engineer shall organize and manage all
Activities relating to construction mentioned in the scope of works. He shall be
Responsible for planning and overall supervision and execution of all works .He is
Responsible to facilities all inspection requests and coordinate with consultant. He is
responsible to ensure that the HSE measures have been carried out for the
particular activity.
Site Supervisor/ Foreman – He shall arrange, prepare and follow up activities on
site. He shall manage and control the Machinery, Operators, Drivers and workers
on site.

VII. MANPOWER AND EQUIPMENT

 Excavator will be used to excavation of new trench and without any
existing services.
 Cable Detectors confirming to safety standards.
 Hand Shovel.

 Plate compactors
 Machinery transport trailers
 Light vehicles
 Tipper Truck

VIII. WORK PHASES


a) Survey requirements and verification from relevant authorities, trial pits &
Cable Detector has to be used for checking the location of
Existing live lines.
b) Preliminary clearance of trenches should be done by hand shovel.

IX. WORK PERMITS


Work permit as required to be approved by WPS.
No activities shall commence prior to issuance of NOC'S from regulatory
authorities / approval from engineer.
Shop drawings and Method statement to be approved from PARSONS and
DEWA prior to execution of work.

X. METHOD STATEMENT

All the site works are to be carried out in the presence of DEWA supervision;

a) By using cable detectors and trial pits to identify the existing cables.

b) Manually excavate the trench .If allowed use excavator for top hard layer
removal
c) Excavate up to warning tape level and remove warning tape
d) Further excavate up to HDPE protection tile level and collect tiles not to be
reuse Contractor to hand over to DEWA.
e) Excavate further down carefully and expose the existing cables DEWA
inspector to inspect the existing cables.
f) Manually or by machine Excavate (in parallel) new trench for re laying.
(slewing) the cable (if find any joints/ damage the cable complete the job as
per DEWA instructions).
g) If Duct Banks are there, they should be ready in the new trench formation
and trench details to be inspected by DEWA.
h) After the cable manually laying (diversion) to new trench.
i) After Laying(diversion) the cable backfilling with soft sand surround and
level the trench for entire length.
j) Install HDPE tape and continue backfilling with existing soil without
stones.
k) Carryout rest of the backfilling in layers with excavated soil by Skid loader
and place warning tape at 300mm below FGL, water and compact
mechanically

XI. HEALTH, SAFETY & ENVIRONMENT

a) All operations will be carried out in a safe working manner, and in each and
every stage , execution shall be adopted full accordance with the approved
“Health, safety and Environment Policy” manuals.

b) Whenever necessary, additional safety precautions shall be adopted in


accordance with the instruction from the Engineer.
c) All the activities taking place to be executed after preparing the risk
assessments.
d) The risk scores for the sub activities to be kept medium by adding the
control measures.
e) Cable Detector to be used under the supervision of competent
Foreman/Engineer.

f) The Concerned area Foreman /Supervisor has to keep the approved


NOC drawing with him at all times.
g) Additional Toolbox training to be given who are involved in these activities.

XII. RISK ASSESMENT AND PREVENTIVE ACTION

Fall into the excavated trench

Preventive step to be taken: Excavation perimeter will be provided with


Barricades, Cones and warning tapes. The barricade will be kept at a
minimum of 1 meter from the edge of the trench. Any unforeseen is noticed, it
will be reported to the concerned authority immediately.

Equipment Related Accidents

Preventive step to be taken: Regular check and maintenance of equipment


shall be implemented to ensure their proper function. Spotters shall be
deployed on all heavy equipment operations to assist operators in moving the
equipment / materials safely and alert workers nearby of the ongoing activity.

Damage to existing Electric Cable & Other Utilities


Preventive step to be taken:

a). Use cable detector to identify the existing cables.


b). Take trial pits to identify cable route.
c). Manual Excavation up to cable marker.
d). Risk assessment to be provided in detail and to be reviewed by Contractor
safety engineer.
e). Inspection test plan.
