1. INTRODUCTION
This work consists of backfilling the sub-base and base materials from natural sub-
grade up and before surfacing section. The necessary plants, equipment and hand
tools are to be used for backfilling up to the required volume for each specific
sections for the quality work. The sub-base and base materials must be well
managed on site in an environmentally friendly working site atmosphere. The safety
for the employees, materials, machineries and the natural environment is paramount
for CWYC. The waste materials must be dumped in a designated area authorized by
engineers.
2. OBJECTIVE
This method statement covers the sub-base and base materials to be used for CW2
sector by CWYC, from Henganofi Bridge to Mangiro Bridge and Miunde Bridge to
Kagamuka, Mt Hagen. The purpose of the base and the sub-base materials are to
reduce the stress applied to the sub-grade layer and providing drainage for the
pavement structure and main load-bearing layer of the pavement, it spread the load
evenly over the sub-grad respectively. This detail guide will provide the clear steps
undertake to complete the process of the site activity in a safe systematic and
efficient manner in compliance to statutory and environment requirements.
3. Sub-base
This is the secondary load-spreading layer underlying the roadbase. For sub-base,
CWYC will use a material of satisfactory quality than that used in the roadbase such
as unprocessed natural gravel, gravel-sand, or gravel sand-clay. This layer will serve
as a separating layer preventing contamination of the roadbase by the subgrade
material and, under wet conditions, it has an important role to play in protecting the
subgrade from damage by construction traffic. The senior engineer and site engineer
will supervise in sub-base work.
4. Base or Roadbase
This is the main load spreading layer of the pavement. CWYC will use crushed stone
or gravel, or of gravelly soils, decomposed rock, sands and sand-clays stabilized with
cement, lime or bitumen. The senior engineer and site engineer will supervise in
base or roadbase works.

5. Base and Sub-base work


CWYC will carry out quality base and sub-base work on site according to the DOW
standard. The sketch diagram below shows the cross section accumulation of the
base and sub-base work.

The base and sub-base work will be done under close supervision of CWYC Engineer and
the Site Engineer.
6. Base and Sub-Base Materials
The materials that CWYC will use for the sub-base and base works are as listed
below on the table 6a. and 6b.

7. PROJECT RISK ASSESSMENT


Safety is paramount to CWYC when carrying any work given, for that purpose project
must be assessed before caring it out.
 CWYC shall carry out work in line with health and safety, control, monitoring
and inspection plan.
 Risk assessment sheet of each activity will be prepared by specialist before
commencing any activity.

8. SAFETY RISK ISSUES


Assessment of risk issues will be carried out responsible officer of CWYC before
commencing of work.
 Flying objects during work
 Flying objects caused by car passing by
 Accidents between workers
 Live line during work

9. SAFETY EQUIPMENT / PPE TO BE USED


As required by CWYC safety equipment must always be worn.
 Glasses / goggles, high pressure resistant gloves, protective clothing.
10. HEALTH AND SAFETY REQUIREMENT
CWYC emphasizes more safety that occurrence of site accidents should be kept to a
minimal. Health, Safety and environmental plan will be provided at site to ensure
smooth running of work in a safer manner taking into consideration the following
precautions.
1. CWYC ensure that all safety precaution and recommendations outlined in the risk
assessment have been applied
2. Make sure that;
I. All personal including third party are safety inducted prior to site entry.
II. Workers are trained and competent in their duty
III. Operators are qualified, hold license for machine operation and train in
maintenance of machinery.
3. Provide First Aid Treatment in working site in case of minor injury treatment.
4. Placing warning sign and barricades, lighting or fences at relevant location such as;
I. Critical excavation
II. Pedestrians
III. Main road where traffic road is disturbed by work, use signal man wearing
high visible cloths to arrange
IV. Demolition areas, produce structural engineer assessment to ensure a safe
demolition process
5. Arrange with the owners of third-party services like telephone lines, cable, pipe lines
or other types of utilities, to make secure the use and operation of the utilities.

Consider all cable as “live” unless otherwise indicated and adopt a safe system of
work when such cables cannot be terminated.
6. Contact authorities to determine the presence of explosives or an unexploded bomb
or upon finding any suspected danger.
7. Investigate fall prevention method to identify the presence of any abandoned wells or
drainage system to avoid personal from falling in it.
8. Check, cover and secure all materials

11. ENVIRONMENTAL REQUIREMENT


 Site storage for sub-base and base materials will be stored according with
requirements as described in the contractor’s management and monitoring
plan, taking into consideration the following precautions
12. PUBLIC ROAD DISTURBANCE
CWYC ensures to cut down all disturbance whilst working on base and sub-base
works along the road corridor of the highland’s highway.
 All materials removed drainage must be placed in neat order for removal.
 Ensure that the site is kept in a tidy condition at all time and ensure that the
waste generated by the works is cleared from the site.
 Do not burn combustible material removed from drain on site without the
written consent of engineer; otherwise it shall be disposed of as spoil.
 Collect debris containing used chemicals and engine oils in appropriate
container, prohibiting its discharge to land or surface waters
 Store all removal items which are to be preserved on site in safe location and
manner appropriate to their nature
 Protect all trees, shrubs, walls, buildings and other items that are to be
preserved from injury or damage
 Nesting bird are not to be disturbed as far as practicable
 Install all required drainage measures to prevent erosion and wash out
caused by surface during times of inclement weather conditions.
12.1. Disturbance Beyond the Right Way
 Minimize disruption caused by pouring of sub-base and base materials.
 Prevent trespassing beyond the range of work for any personal or equipment
 Avoid or minimize the land damage caused by the operation of vehicles
 Protect all ecological areas or archeological site from any damages
 Report any complain by the public to the community relations officer

13. PUBLIC DISTURBANCE


I. Carry out appropriate site investigation prior to construction activities on sub-
base and base that will be used to access Range of Work. Following
notification and approvals received by community relations officer.
II. Reinstate any damages caused by pouring of base and sub-base materials.
III. Minimize the project footprint at the range of work and any access road.

14. PROTECTION OF THE ENVIRONMENT


14.1. Water Quality
 CWYC ensures to prevent any interference with the supply to or abstraction
from or the pollution of water resources (including underground percolating
water) as a result of the execution of the Works.
 All water and other liquid waste products arising on the Site are collected and
disposed of at a location on or off the Site and in a manner that does not
cause either nuisance or pollution.
 CWYC will not discharge or deposit any matter arising from the execution of
the works into any waters except with the permission of the Engineer and the
regulatory authorities concerned.
 CWYC will make sure to protect all watercourses, waterways, ditches, canals,
drains, lakes and the like from pollution, silting, flooding or erosion as a result
of the execution of the Works.
 CWYC Ensures to submit details of his temporary drainage work system
(including all surface channels, sediment traps, washing basins and discharge
pits) to the Engineer for approval prior to commencing work.
14.2. Air Quality
 CWYC ensures to devise and implement methods of working to minimize
dust, gaseous or other air-borne emissions and carry out the Works in such a
manner as to minimize adverse impacts on air quality.

14.3. Noise
 CWYC ensures to consider noise as an environmental constraint in his
planning and execution of the Works.

 Take all necessary measure that the operation of all mechanical equipment
and construction processes on and off the Site does not cause any
unnecessary or excessive noise, taking into account applicable environment
requirements.
 CWYC will use all necessary measures and maintain all plant and silencing
equipment in good condition so as to minimize the noise emission during
construction works.
14.4 Control of waste
 CWYC ensures to control the disposal of all forms of waste generated by the
construction operations and in all associated activities. No uncontrolled
deposition or dumping is permitted. Waste to be so controlled includes, but
is not limited to, sewerage, all forms of fuel and engine oils, bitumen,
cement, surplus concrete, surplus aggregates, gravels etc.
 CWYC ensures to make specifies provision for the proper disposal of these
and any other waste products, conforming to local regulations and
acceptable to the Engineer. In the event of any spoil or debris or silt from the
Site being deposited
on any adjacent land, the Contractor immediately remove all such spoil
debris or silt and restore the affected area to its original state to the
satisfaction of the Engineer.
