Method Statement

Based on the objectives of the study, the tasks specified in the bidding document and contract
negations, the Contracting Entity (CE) will begin execution of the project in three phases. These
phases are:

 Phase 1: Mobilization;
 Phase 2: Project Scoping;
 Phase 3: Field Investigations;

Phase 1: Mobilization

The mobilization of the CE team will commence on the receipt of the letter to commence, issued
by the Client. This letter will be regarded as the official commencement of the assignment.
During the mobilization period the CE will carry out the following:

 Hold a meeting with the Client to:


o Confirm the assignment programme, including the dates of deliverables;
o Confirm the key personnel to be implored;
o Confirm the assistance to be provided by the Client;
o Obtain letters of introduction from the Client to be used during contact with
other Departments and institutions;
o Arrange transport, accommodation in the field and logistical support for team.

Phase 2: Project Scoping

During this phase, a detailed review will be of all documents and information received
pertaining to the study. This information will be used to compile an overview of the road
section in the project framework, a framework for the field data collection, a programme for the
field data collection, and also to analyze design standards.

Phase 3: Field Investigations

This task entailed the development of a framework and programme for performing the field
investigations. The framework for the field investigations are developed to capture specific
variables, describing the current condition and main deficiencies of the road. These variables
included the following:

 Rate of vegetation growth;


 Condition of existing road furniture, signage etc;
 Condition of culverts, bridges and other crossings;
 Condition of existing drains;
Methodology for site Activities

Earthworks
Earthworks will mainly include excavation, backfilling, transportation, unloading and/or
trenching. If the materials don't meet the quality of the specifications, they will be transported
to the spoil ground. Excavation shall be operated from top to bottom, and from inside to outside
on the same elevation. Approved suitable material will be used for backfilling. Compaction
standard shall be employed in the execution of this work.

Vegetation Control

Vegetation will be cleared in accordance with the allowable minimum height of 200mm.
Method for clearance will be done by hand slashing in two teams on both sides of the carriage
way.

Desilting of Culverts

For desilting culverts, we will use rods with housings on the ends depending on the culvert
internal diameter. Silt will be pushed through to the other end then collected and will be
disposed of. We will then flush the culvert with running water to rid it of any excess silt.

Cleaning and Maintenance of Drains/Mitres

After assessing the condition of the drains, we will then clear them of all dirt and dispose of it.
Any drains that will need reshaping and/or reinstatement will be prioritized.

Traffic Management

The traffic management on site will be supervised by the Safety Officer and achieved by the
following aspects.

Temporary Traffic Control Facilities

 Traffic-control signs shall be erected in accordance with the requirements of the


Traffic Police and to the satisfaction of the Engineer and in accordance with “Safety
Road works”.
 Provide improved refuges and arrangements for pedestrians, including appropriate
designed crossings.
 Provide safe visible area for road-side stalls, parking and pick-up areas for semi-
collective transport services.
 Limit speed to a maximum of 40 km/h within all working areas or as contained in the
Traffic Control Plan.
Measures for Quality Control

1. Measures for Quality Guarantee

Every department should arrange special person to be responsible for the quality
management. The division of the work should be clear and responsibility should be directly
allocated to individuals.

The contractor will work out a project test plan, which will aid in;

 Work out the plan for checking and rechecking according to the specifications, type
and lot number of the rough material, end product and half-end product.
 Work out the test plan of concrete samples, sand pulp sample and steel welded
sample of every monomer construction according to the construction process and
the amount of the reinforcing steel bars in the concrete setting.
 Make every test personnel know the various materials and the function of every
part. And no leakage should occur.
Before starting every procedure, it should be submitted to the supervision engineer, and
construction can only be done with the agreement of the supervisor. After this procedure,
self-checking should be done. And when the self-checking is qualified, it will be submitted
to the supervisor for check and acceptance. Documents issued by the supervisor should be
carried out strictly.

2. Measures of Guarantee for Completion of the Project

Three steps will be followed: quick to enter the site, quick to settle down and quick to start.
We will organize experienced engineers and high-skilled workers to participate on the
project. We will set up an organization and engage a project manager within one week after
being awarded.

3. Safety Programme

Local laws for labor will be followed and protective measures for labor will be
implemented. Security person will be set and security checking will be done periodically.
The project will be supervised according to safety procedures in order to reduce risk.
