1. Purpose

The method statement for Civil Works including laying of concrete foundation for
underground works, excavation, installation of concrete poles, installing underground
ducting for cables, etc.

Installations will be located as shown on the approved construction drawings and as


detailed in the applicable specifications.

2. Scope
This method statement details the:
Methodology and sequence for the Civil Works including laying of concrete foundation for
underground works, excavation, installation of concrete poles, installing underground
ducting for cables etc. under contract to allow the system to be fully functional and
compliant with standards, contract specifications, and approved drawings.
3. Risk Assessment
Hazard risk assessment and control measures for all activities involved in the Civil works
have been carried out in accordance with the project HSE plan.

6. Responsibilities
Project Manager / Supervisor

a. Project Manager (MEP) will be responsible for managing, execute complete and handover
the construction activities within approved budgets and resources in compliance with
requirements as specified in project specifications. He will be overall in charge of
implementing the method statement for fibre optic cable installation per QA/QC and HSE
requirements.
b. Responsible for controlling the project’s entire activities & for the overall coordination
with the consultant/client.
c. Ensure that adequate welfare facilities and equipment are provided to the project to
avoid injury, health impairment, or damage & to ensure providing quality works within the
planned time scale.
d. All responsibilities stated in the Project’s Quality Assurance Plan.

QA/QC Manager

a. Responsible for the work of entire quality assurance, quality control & inspection
programs.

b. Produce all quality-related documents & reports necessary as requested by the


Owner/Consultant/Engineer.
c. Provide written procedures & coordinate in formalizing the Method Statement for fibre
optic cable installation with the Project Manager to describe the job-specific work for each
stage/activity.

d. All responsibilities stated in the Project’s Quality Assurance Plan.

HSE Manager
a. Manage Safety Officers to be in strict conformance with project policies and procedures.
b. Must ensure safe work method as stated in MST and RA is fully implemented during
activity.

c. Responsible for controlling HSE personnel for effective monitoring of work.


d. Oversee site safety orientations/inductions, toolbox talks, safety training certifications,
job site inspections, working at heights, scaffolding tagging systems are fully functional,
rigging, etc.

e. Report to Project Manager all personal injuries and near-miss incidents (aligned with
Safety Officers) as well as property damages immediately. Produce investigative reports and
summaries to senior management.

Technician
a. Carry out Installation work as per the concerned foreman’s instructions with all the safety
requirements.
b. The workforce to attend daily toolbox talks, morning task briefs prior to starting any
works EHS (Environment Health Standard) plans and policies.
c. Carry out their work in such a way that they don’t create for themselves or any other
person risk to health safety, and don’t impact the environment to the maximum extent
possible or affect the quality of work.

7. Resources

This resource and manpower are not limited as above mentioned but will be increased and
improved as project requirement to implement the work without delay, with quality control
and safety of personnel.

8. Sequence of the Works-Method Statement For Civil Works and poles installation

• All storage materials must be kept at least at a distance of 1.2 meters from the edge
of the excavation unless other distance is defined by an authorized engineer.
• Vehicle movement must be kept at a distance of 2 meters from the edge of the
excavation.
• Crane operations will be according to hand signals OSH standards.
• Foundation works will be executed according to Environmental requirements
referring to SRCCCL HSE Plan.
• All the concrete poles will be checked for verticality parameters by topographer
according to the design.
Preparation for Excavation The excavation area will be defined and marked on the ground
by the topographer according to the relevant project drawing.
Excavation
Excavation will be performed by excavator or backhoe loader. The area will be excavated
until providing the bottom level in the project. After final checking the measurements of the
foundations it will be ready for stone backfilling and blinding concrete.
The maximum depth of the excavation will be according to the design.
Fixing of Concrete Poles with Crane

A boom truck with crane with be used for fixing the concrete poles.
Stones Backfilling
Stones backfilling will perform after which concrete poles will be fixed with boom truck.

Concrete Works

General
SRCCCL shall supply all labour, materials and equipment required
a) Excavators, Transport of materials and all the additional equipment.
b) Mix, transport, place, compact, finish and cure all concrete;
c) Embed as required all items, whether supplied and erected by itself or by other
Contractors, all in accordance with these specifications and approved drawings.
d)Testing procedures will be in accordance with QMP (Quality Management Plan)

Cement

The cement to be used shall be approved by the TSTT. It shall be delivered to the site in bulk
cement containers or in sealed bags clearly marked with the maker's name and shall be
carefully stored in a water proof shed with a raised floor or in a silo of approved design.
Each consignment of cement shall be stored apart from earlier consignment and the cement
shall be used in the order in which it is delivered. Any consignment, which has become
caked or otherwise adversely affected, shall not be used and shall be removed from site
immediately.
Fixing of line accessories on the concrete poles
The steeps of fixation for accessories that hold the conductor on the concrete poles will be
as follows.
1.Fixation of support of cross arms

4. Fixation of phase conductors on the concrete poles
5. At the final concrete pole if recommended according to the design then will be reinforced
with support concrete pole according to the Design;
6. Fixation of grounding accessories when required according to the design.
