In the G.O. 1st read above orders were issued bifurcating the Panchayat

Raj Engineering Services into Panchayat Raj Engineering Services and Rural Water

Supply Engineering Services and a new Engineering Department of Rural Water Supply

and Sanitation was formed.

In the G.O. 2nd read above orders have been issued that the Rural Water

Supply and Sanitation Department shall be deemed to have been created with effect

from 01.04.2008.

Further, in the reference 3rd & 4th cited, the Engineer-in-Chief, PR,

Vijayawada has communicated the Confirmed Integrated State Wide Seniority of

Graduate Deputy Executive Engineers, PR upto 31.03.2008 (ie., before bifurcation of

RWS&S Department).

Later, the A.P. State was bifurcated in to AP & Telangana States on

02.06.2014, the following officers who belongs to Zone-V & VI were allotted to A.P. in

RWS&S Department in the State Cadre Post i.e., Executive Engineer only as per the

report of A.P. State Reorganization Committee vide G.O. 5 th cited and also not covered

in the confirmed seniority lists communicated vide references 1st & 2nd cited.

(1)Sri D.Venkata Ramana, Executive Engineer (Zone-VI)

(2) Sri N.Lakshmipathi Rao, Executive Engineer (Zone-V)
(3) Sri T.Srinivasa Rao, Executive Engineer (Zone-VI)
(4) Sri N.V.V.Satyanarayana, Executive Engineer (Zone-VI)
 Accordingly, to protect the seniority of above individuals who are belongs

to Zone-V & VI in the State Cadre Post ie., Executive Engineer in the Residual State of

Andhra Pradesh as per the orders issued in the G.O. 5th cited, they were included in the

appropriate panel year in the cadre of Deputy Executive Engineer (RWS&S).

Based on aforesaid facts and also as per the confirmed Integrated State

Wide Seniority of Graduate Deputy Executive Engineers and Non-Graduate Deputy

Executive Engineers, PR of Zone-I to IV upto 31.03.2008, the Provisional Integrated

State Wide Seniority list of Graduate Deputy Executive Engineers and Non-Graduate

Deputy Executive Engineers, who were opted to RWS&S Department as on 01.04.2008

duly including the above (4) Officers who were allotted to the Residual State of Andhra

Pradesh was communicated vide this office memo. 6th cited and

In response to the said provisional seniority list communicated vide

memo.6th cited, the objections of the following officers are received.

1) Smt. K.V.Nagajyothi, Executive Engineer (RWS&S)

Objection:- She has requested to consider her seniority from the date of joining
as Deputy Executive Engineer on 26.01.2004 in Zone-III and inclusion of her
name in appropriate place in the integrated seniority list communicated duly
considering the Engineer-in-Chief, PR, Hyderabad Letter No. D(4)/8250/11, Dt.
04.06.2012 addressed to the Principal Secretary to Government, PR&RD and
GO.Ms. No.154, Dt. 21.05.2012 as per rules.

Reply to the objection:- The integrated state wide seniority of Deputy

Executive Engineers, PR (Zone-I to IV) upto 31.03.2008 (ie., unified P.R.
Engineering Department) was already confirmed by the Engineer-in-Chief, PR,
Vijayawada vide A.P. Gazette Notification No. 22, Part-VII Extraordinary
published on 12.07.2018 & Memo. No.G.Section/9622/2013, Dt. 30.06.2020 &
06.01.2021. Her name was not included in the said confirmed seniority list.
Based on the said confirmed seniority list, the State wide provisional seniority list
of Dy.E.E (RWS&S) upto 31.03.2008 was communicated. However, the individual
has filed Writ Petition No. 12182/2021 in Hon'ble High Court, AP which is also
pending. Hence, the objection of the individual is not considerable at this
juncture.

2) Sri N.V.V.Satvanaravana, Executive Engineer (RWS&S)

Objection:- He has requested to mention his zone as VI, Designation as

Executive Engineer & date of regularization as 26.08.1995.

Reply to the objection:- The present designation of the officer is changed as

Executive Engineer in RWS&S Department and mentioning of Zone-VI does not
arise as he is considered against Zone-II and also allotted to A.P. by the A.P.
State Reorganization Committee in the cadre of Executive Engineer, RWS&S.
Accordingly, he was placed in the appropriate place in the cadre of Deputy
Executive Engineer, RWS&S against the local Zone-II. Hence, the date of
regularization of 26.08.1995 was tentative and not considerable at this juncture.

3) Sri B.Sreekant, Executive Engineer, (RWS&S)

Objection:- The individual has proceeded on leave in different spells from the
year 2012 and pending finalization of leave period joined duty on 06.04.2021. He
has requested for deletion of remarks in the Provisional State wide Integrated
Seniority List of Deputy Executive Engineers communicated vide Memo
No.G.Section/RWS&S/Seniority/2021, Dated:01.07.2021.

Reply to the objection:- The request of the individual is considered and the
remark mentioned in the Column is deleted.
 Therefore, the Provisional State Wide Integrated Seniority List of DEEs,

RWS&S upto 31.03.2008 communicated vide this office memo. 6th cited is hereby

confirmed and annexed to this memo. Subject to final outcome of OAs/WPs/SLPs

pending if any before Hon'ble Courts.

This memo alongwith its Annexure is available in the website of Rural

Water Supply & Sanitation Department at https://rwss.ap.gov.in. No separate seniority

list will be communicated to each officer.
