FOR EMPANELMENT OF PR AGENCY

1. Tender cost and earnest money can be deposit in HDFC Bank and the website is
https://lda.procure24x7.com. Tender cost of bid is Rs. 650/- + Rs. 117/- GST (Total
Rs. 767/-) in "Tender fee" account and Rs. 10,000/- (Rupees Ten Thousand only) in
EMD Account.

3. For participating in e-Bid through the e-tendering system, it is necessary for the
bidders to be the registered users of the e-Procurement website
http://etender.up.nic.in. The bidders must obtain a User Login Id and Password
by registering themselves with www.ldaonline.co.in if they have not done so
previously for registration.
4. The Firm must have an experienced of 3 years working as social media agency.
Agency should attach the experience certificate of the same.
5. Agency will manage the media hub of the Lucknow Development Authority.
6. Agency will provide dedicated personnel (at least having an experience in Master in
Mass Communication with minimum 8 years in print/electronic media/social media) in
the office for the day to day affairs of LDA.
7. Agency shall be responsible for verification (Blue Tick) of all social media handles
that will improve the effectiveness of digital media communication campaigns of the
LDA.
8. Agency will redesign & develop as well as manage the Twitter handle, Facebook
Page, Instagram and Youtube Profile of the department.
9. Agency must understand the content, context, purpose, style and tone of the
message to be communicated.
10. Agency will create visual designs and graphic products such as info graphics, gif
videos, based on the themes, testimonials, promotions, etc. to the audience. The
same shall be posted on timely basis. which are appropriate in communicating the
message to the audiences on various social media platforms.
11. Agency will engage professional staff to take other backend responsibilities for their
assigned role as and when required.
12. Agency should be able to reply to all frequently asked questions (FAQ) by the public.
13. The agency shall create multimedia contents to be promoted on various digital

platforms. The content shall be created based on topics, events, situations, concepts
and overall direction of designated officials of the department with prior consent.
14. Multimedia content shall be the most profusely created content and shall be made
with multiple options for each intended use.
15. The agency shall edit the video feeds provided by the client or its related
organizations to be promoted on digital platforms. The videos may need simple
cutting, editing, captions, voice-overs etc. These shall be small videos which shall be
promoted on digital platforms.
16. The Agency shall keep a vigil on the activities of the natives on its digital platforms.
The response may be coordinated with the Client officials. The report of such
responses shall be provided to client on a weekly basis.
17. Agency shall be monitor the services of -
Detection - Analyze various activities on social media / creating capabilities for entire
social media segment including paid and private media data / Social Media Trend
Sentiments / Monitoring Social Media Sentiments / Indicators wise monitoring of
social media / Tracking of trends to the Government related activities / Social
Campaigns and Event Monitoring / Social Media Tracking / Early Warning System /
Generating Analytical Reports.
18. Agency must have their registration in Gem Portal.

19. Agency would be responsible for enhancement of the reach of messages and other
schemes of Government on various social media platforms through non-paid
(organic) and paid (Inorganic) means, upon due approval from the department
authority, so that the content would reach to the last mile on the internet domain in
real time basis. The agency should have the capability to multiply the reach of
content and promote content.
20. If any laxity found in work, Vice Chairman/Secretary, LDA has full authority to cancel
the agreement of the PR Agency with a prior notice of one month.
