Deen Dayal Upadhyaya Railway Division, Block-Niyamtabad, Dist-Chandauli; and ‘Application No. 6062525, dated: 08.07.2022 of the proponent for establish Goods Sheds (Railway Siding) Ismailpur Railway Station, AtOumra, P.S.- Tekari, Dist-Gaya (Bihar) for loading of Sand, Stone Chips & Bagged consignment by both manually and mechanically from railway wagon to trucksitractors/other heavy vehicles & transportation activities. Railway Siding is owned and operated by the Railways Authorities Railway Siding for loading of Sand, Stone Chips & Bagged consignment. 3061 MT/month (1 Rake/month). AFTER CONSIDERING: (i) (ii) (ii) The facts stated in their application; Bihar State Pollution Control Board's Notification No. 26 dated 08.11.2003; Provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 NOC IN FAVOUR OF THE PROPONENT AT THE SAID SITE IS HEREBY ACCORDED SUBJECT TO THE FOLLOWING CONDITIONS: @ ii) (iy) (iv) ™) wi) (vii) The proponent shall obtain ‘Consent-to-Operate’ under sections 25 & 26 of The Water Act, 1974 and Section 21 of The Air Act, 1981 prior to commissioning of the railway siding from Bihar State Pollution Control Board; That, they shall comply with provisions (whichever applicable) of The Water Act, 1974, The Air Act, 1981, The Environment (Protection) Act, 1986, Rules and notifications issued there under; That, the effluent (Domestic or Trade) and emission if any, shall conform to the standard prescribed under The Rules; That, all internal roads including approach roads and loading/unloading areas must be paved (e.g. Concrete or bitumen) and cleaned regularly to avoid dust generation & its fugitive emission; That, the railway siding must have covered shed to store materials as far as possible; That, a boundary wall of at least 3 meter (10ft) height shall be constructed along the periphery of the siding area (except in entrance); That, the height of material within storage area must be kept below the height of the boundary wall all times to prevent the material air borne; Page | of 3 viii) (ix) (x) (xi) wii) (xii) (xiv) (xv) (xvi) (xvii) (ili) That, all material storage area containing fine or dust material must be either covered with tarpaulins when not in use, or fitted with automatic, water sprinkling/Dry fog system etc.; That, fixed water sprinklers must be provided along periphery of the boundary & along material storage area for suppression of dust particles as well as mobile water sprinklers to use during unleading/loading & handling of loose materials from which there is possibility of particulate matter emission in ambient air during activities; That, dust suppression arrangement should be provided to all internal roads and approach road by using water sprinklers/mobile water tanker and they must maintained in operational condition for all times: That, heavy vehicle operating in the railway siding must have valid "Pollution under Control"certificate under provision of the Motor Vehicle Rules, 1989 and as amended on date. Use of high pressure horns and overloading of vehicles shall be avoided; That, they shall ensure that the truck shall have sufficient free board to avoid spillage of material on the roads; That, effective & proper house-keeping at the material storage area, loading & dispatched areas, service facilities, etc shall be practiced; That, they shall submit an action plan based on the 'State-of-Art Technology’ for installation of comprehensive enclosure(s) to cover the places of unloading of loose materials, the equipment of their transferring, the places of loading of materials etc for prevention of fugitive emission and shall install such inbuilt system(s) that have facilities for in-house dust collection and undergo cleaning of air and then clean air should go out. They must implement mechanical sweeping machines with floor wetting system also; That, a garland drain is to be provided along the boundary wall for collection of storm wateriwash water with treatment in a sedimentation tank for further use inside the premises of green belt or water sprinkling etc to ensure that pollutants and sediment are not carried into the nearby water bodies; That, best practice of solid waste management shall be maintained The railway authority must develop the facility for storage and segregation of bio-degradable/organic waste and non-biodegradable wastes, if any. They shall provide different colors bins for different categories of waste and ensure complete segregation of bio- degradable and non-biodegradable wastes. They shall make necessary arrangement for bio-composting of bio-degradable/organic waste at suitable & appropriate place and non-biodegradable waste shall be handed over to the authorised re-cycler; That, environmental monitoring (AAQ including noise) shall be undertaken by the siding authority on periodic basis to ensure no impacts in around the siding area. They must ensure facilities for such activities and AAQ including noise should conform to prescribed standard; That, green belt of maximyfiy possible width shall be developed immediately all around the perjphery of material storage and loading areas; Page 2 of 3 (xix) That, they must organize awareness programmers for workers, transporters involve in the activity & local people from time to time and a compliance report must be submitted to the Board; (xx) That, regular safety check-up of workers engaged in such activities (supply of personal protective equipments, helmet, gloves, masks etc) must be ensured by the railway authority; (xxi) That, ground water should not be abstracted without prior permission of the competent authority (CGWA); (xxii) That, the proponent must practice rainwater harvesting to recharge groundwater on regular basis; (xxii) That, the railway siding shall have D.G. Set(s), if any; of the standard as laid in the Environment (Protection) Rules, 1986 and shall install it (them) within acoustic enclosure(s) and shall keep the height of stack for exhaust of D.G. Set(s) as per norms of CPCB; (xxiv) That, they shall make provisions for display of data outside main factory gate about quantity and quality of water discharge and air emissions along with solid waste generated within the premises; (xxv) That, not withstand any thing stated above, the applicant unit shall abide by all the provisions of the environmental laws including policies and guidelines made there under; and (xxvi) That, this CTE (NOC) is granted on basis of affidavitJundertaking up- loaded by the applicant and it is subject to the condition that in the event of any information/documents submitted by the proponent are found false or misleading at any stage, the NOC granted, shall be revoked and legal action shall be initiated. The above condition for water & air pollution controlfaciliies etc must be ensured by the railway authority. NOTE: 1. Bihar State Pollution Control Board reserves the option to revise or add other conditions, if necessary, for protection of Environment in general and for Pollution Control in particular, 2. The present NOC should not be construed as an assurance for the grant of ‘Consent-to-Operate’ the proposed project but shall be subject to compliance of all the conditions indicated above; and 3.
