UN agency in the field of migration, works closely with governmental, intergovernmental and

Context:
Project Context and Scope

The IOM Diaspora Mapping Toolkit presents a systematic, comprehensive yet very flexible and
agile approach to conducting diaspora mappings in differing contexts. By following the clear
guidance on how to collect and analyse data on diaspora communities, decision makers will
have the possibility to create more strategic and evidence-based policies empowering diaspora
members to contribute and engage thus maximizing their contributions to development.

This innovative Toolkit is the first global guidance tool bringing together a myriad of experiences
from the field, the expertise of practitioners and high scientific rigour. This methodology,
successfully piloted in Ecuador, Eswatini and Senegal, covers all possible data collection
methods, starting from qualitative studies based on key informants and focus groups all the way
to capturing substantial amounts of quantitative data on diasporas.

This Toolkit crystalizes IOM’s commitment to developing effective, inclusive, and data-based
policies. Each component reflects a rigorous and standardized approach to policymaking, taking
into consideration the specificities of each territory, the dynamics on the ground and the multiple
stakeholders interacting with transnational communities.

The Toolkit comprises specific indicators and questions split into five modules including a Core
Module and four Objective-Specific Modules. Each module provides users with a list of
indicators and corresponding survey questions that can be directly used or adapted to collect
information. The survey questions are available for users to be implemented. Nevertheless, IOM
is currently aiming to conduct a comparative analysis of 4-5 different potential online survey
tools to make the five modules available online for users with the aim to provide users the
possibility to deploy their own diaspora mapping survey online in an open access and flexible
tool. Furthermore, the online survey tool should allow for the consolidation of the storing of the
data collected in one central database which will permit the analysis of data across diaspora
communities as well as on the regional or even global level.

Organizational Department / Unit to which the Consultant is contributing:

The consultant(s) provides a detailed report summarizing the outcomes of the inventory and
assessment, major gaps, strengths and limitations of the tools, and recommendations for a
preferred solution for a diaspora mapping online survey tool. The report will also include a
description of the basis used to compare the tools (including description of the basic
characteristics and objectives). Analysis of pre-identified tools that meet the selection criteria in

line with the parameters mentioned in the previous section (under objectives) and synthesis of
the information on each tool into a matrix.

Under the guidance of IOM’s HQ and relevant thematic specialists, the contractor will take the
responsibility to conduct a detailed comparative analysis of the 4-5 survey tools.

Core Functions / Responsibilities:


Tasks to be performed under this contract

1. Identify existing online survey tools that are being used or are under development.

2. Identify 4 to 5 platforms which could be used to develop an online survey tool (including Kobo
and Drupal 9) to conduct the comparative analysis.

3. Conduct consultations with relevant IOM staff to understand how platforms may or may not
be compatible with existing tools and platforms.

4. Provide a detailed description of the different instruments in terms of: technology; type of
survey purposes and scope of the questionnaires, availability of different question types, online
vs offline data collection applications; tools available for creating forms (e.g., form designer, XLS
forms upload); stage of development of the tools and methodologies (e.g. pilot testing;
finalization, etc.); field implementation (including pre-testing and validation studies, adoptability;
user friendliness; ethical protocol/procedure; availability, clarity and comprehensiveness of
survey documentation; sustainability of use including ownership and/or licensing consideration;
costs; data storage options including the security and accessibility thereof; availability of data
analysis module; dashboard and/or other forms of visualization; and data quality module.

5. Provide a critical assessment of each potential online survey tool using agreed-upon criteria
to highlight strengths and limitations.

6. Identify knowledge gaps and lay the foundation for the identification of a subset of tools for
which a more in-depth data quality assessment will be conducted.

7. Present initial recommendations regarding the preferred solution to IOM specialists and
integrate feedback into final report.

Tangible and Measurable Outputs of the Work Assignment

a. Outline of the methodology of the project and identification and justification of the 4-5 tools to
be analysed (Kobo and Drupal 9 must be part of the assessment) – 20%
b. Draft final report recommending a preferred solution – 30%
c. Final Report incorporating feedback and inputs from IOM specialists – 50%

Delivery Schedule

2 days - Outline of the methodology and justification : Develop the methodology of the project
and identification and justification of the 4-5 tools to be analysed (Kobo and Drupal 9 must be
part of the assessment).
8 days - Draft final report : Test and assessment of the survey tools. Tests should be tailored to
the diaspora mapping toolkit.
5 days - Final report of the study : Present initial recommendations and incorporate feedback.

Performance indicators for evaluation of results

• Analyse 4 to 5 potential online survey tools (including Kobo and Drupal 9).
• Assess the features of each of the tool and provide a clear analysis on its advantages,

limitations, and gaps.
• Produce a report that provides a clear comparative analysis on the tools and critically analysis
its advantages and disadvantages.
• Generate specific recommendations on the most appropriate tools to collect, compile, store,
and analyse data for the diaspora mapping toolkit in an agile and flexible way.

Required Qualifications and Experience:


Education

• Master’s degree in Computer Science, Software Engineering, Interaction Design or equivalent


design-related field from an accredited academic institution with five years of relevant
professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience with a range of qualitative methods including but not limited to interviews,
contextual inquiry, concept testing, and diary studies;
• Experience conducting detailed analysis and reporting and working closely with users and
stakeholders to gather requirements;
• Minimum of 5 years of knowledge of and experience working with different online survey tools
including KOBO and Drupal 9;
• Experience with data visualization would be an advantage.

Skills

• Ability to create a research plan and comparative analysis;


• Good understanding of data collection tools;
• Good problem-solving skills with attention to detail.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Notes

The consultancy will cover 15 working days over a period of one month.

The consultant must adhere to the International Organization for Migration (IOM) Data
Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all
given assignments for accurate translation.
