SECTION 2. PROGRAM RATIONALE
SI SITUATION ANALYSIS & JUSTIFICATION FOR INTERVENTION:
1. The Logistics Support Service is one of the National Support Unit of the
Philippine National Police (PNP). One of the core functions of this Unit is to
provide logistical requirements in support to the administrative and operational
activities of the PNP, specifically, the transportation services. To properly carry
out its mission, this Unit ensures that all General Dispatch Vehicles (GDVs) are
in good condition and its roadworthiness. Routinely conduct of Technical
Inspection prior dispatch is observed to address the noted defects and fix
immediately to avoid road accident. However, there are some uncontrollable
instances that we encounter mishaps on the middle of the road and
troubleshooting it by the driver is the only way, that’s why the knowledge of
“technical know-how” is very important skill that must be possess by every
driver/user of such GDVs.
2. This Unit also aims to enhance the knowledge and skills of Transport
Maintenance Division Personnel particularly the Mechanic through participating
training at Technical Education Skills and Development (TESDA) to keep them
abreast on the current trends in the field of automotive.
3. The LSS also endeavors to acquire equipment in order to cope up and address
the needs and services to the PNP Organizations. These are the least to least
to procure: Vehicle lift, Oil drain and oil caddy, Engine Hoist, Brake Lathe, Strut
Compressor, Air Conditioning Machine and Press. This initiative will simplify as
well as enhance the capability and responsiveness of this Unit in fulfilling its
mandates.
POLICIES AND STRATEGIES:

Ensure fast, available, and modern technology for a repair and maintenance of
all mobility assets of Philippine National Police and the different Units/Offices;
To acquire/establish a government owned repair shop with
sophisticated/advanced equipment necessary for a fast and quality production
of transportation services;
Strengthen relationship with other partner countries to support the training
needs, career development and progression of this country; and
Improve productivity through best-practice sharing and collaboration.

Allotment of budget for the improvement and development of PNP Automotive
Shop;
Promote career pathways that encourage training participation in the
automotive industry to reduce skill shortage;
Build on existing skill sets to enhance management and leadership within the
organization;
Train the existing workforce in new technological requirements;
Support skills utilization in a workplace setting; and
Promote best practice leadership and management practices to support a high
performing and innovative workforce.

Supporting the development of Automotive Shop for the PNP with readily
available equipment as well as personnel with “know how” skills to handle such
equipment or technology.

Strengthening capabilities through collaboration to address training needs of the
PNP particularly on the field of transportation and Automotive Maintenance
Training.
KOICA Mid-term Strategy for Transportation
Promoting the Utilization of all available and serviceable equipment to cater the
transportation requirements of the PNP.
Other relevant program information, including training history from KOICA
or other organizations on related issues within the last 5 years
Provide flexible training systems that enable PNP personnel specifically
assigned as Automotive Mechanic to keep up with technology advancements
and changing workplace practices;
Increase the number of women participating and completing their training as
additional workforce of the organization; and
Continue to research and utilize technology opportunities to support
development of qualifications, programs and training delivery.
