 To acquire knowledge and skills on how to diagnose and repair
electrical system circuits, starting systems, charging systems,
lighting systems, and automotive accessories including power
windows, blower motors, and windshield. Thus, they will be able

to demonstrate the knowledge and ability to perform preventive
maintenance to ensure the roadworthiness and reliability of
General Dispatch Vehicles to support the administrative and
operational activities of the PNP.
 Participants will enhance their capacity and knowledge on Basic
Automotive Trouble Shooting;
 Understand shop equipment;
 Identification & proper usage of automotive hand tools;
 Identify & use basic automotive measuring tools;
Outcome  An introduction to major automotive systems;
 Understand how to perform basic inspection procedures on cars
and light trucks that serve as Technical Inspection Team for
Mobility Assets of the PNP; and
 Understand how to perform maintenance on cars and light
trucks.
Output  Capable to perform periodic inspection and routinely conducting
preventive maintenance report;
 Provide a pool of mechanic personnel that would also serve as
instructor for all PNP personnel assigned as General Dispatch
Vehicle driver, RSPNPCOs, and other personnel perform
logistics related functions;
 Curriculum for Basic Automotive Maintenance Training; and
 Action Plan for Basic Automotive Maintenance Training.

 KOICA CPS Supporting the development of Automotive Shop
for the PNP with readily available equipment as well as
personnel with “know how” skills to handle such equipment or
technology;
 KOICA Country Program Strengthening capabilities through
collaboration to address training needs of the PNP particularly
on the field of transportation and Automotive Maintenance
Training; and
 KOICA Mid-term Strategy for Transportation Promoting the
Utilization of all available and serviceable equipment to cater
the transportation requirements of the PNP.
 Provide flexible training systems that enable PNP personnel
specifically assigned as Automotive Mechanic to keep up with

SECTION 2. PROGRAM RATIONALE
SI SITUATION ANALYSIS & JUSTIFICATION FOR INTERVENTION:
1. The Logistics Support Service is one of the National Support Unit of the
Philippine National Police (PNP). One of the core functions of this Unit is to
provide logistical requirements in support to the administrative and operational
activities of the PNP, specifically, the transportation services. To properly carry
out its mission, this Unit ensures that all General Dispatch Vehicles (GDVs) are
in good condition and its roadworthiness. Routinely conduct of Technical
Inspection prior dispatch is observed to address the noted defects and fix
immediately to avoid road accident. However, there are some uncontrollable
instances that we encounter mishaps on the middle of the road and
troubleshooting it by the driver is the only way, that’s why the knowledge of
“technical know-how” is very important skill that must be possess by every
driver/user of such GDVs.

2. This Unit also aims to enhance the knowledge and skills of Transport
Maintenance Division Personnel particularly the Mechanic through participating
training at Technical Education Skills and Development (TESDA) to keep them
abreast on the current trends in the field of automotive.

3. The LSS also endeavors to acquire equipment in order to cope up and address
the needs and services to the PNP Organizations. These are the least to least
to procure: Vehicle lift, Oil drain and oil caddy, Engine Hoist, Brake Lathe, Strut
Compressor, Air Conditioning Machine and Press. This initiative will simplify as
well as enhance the capability and responsiveness of this Unit in fulfilling its
mandates.

SECTION 3. PROGRAM DESCRIPTION


Expected Result
Objective
PNP Basic Automotive Maintenance Course is designed for the participants to
apply theory and practice in automotive engine repair, including operating
principles component identification and diagnosis process of engine failures,
plus, enabling them to perform preventive maintenance, repair and care on the
PNP issued mobility assets so as to prolong its serviceability and ensures its
roadworthiness.
Outcome
Acquiring such knowledge, skills and innovations from KOICA’s training program
will benefit the country’s endeavor in upgrading its service to the citizenry.
Graduates may impart their knowledge and may serve as mentor of this country
also as they acquaint with the advance technologies around the world, adept
instructors and skilled demonstrators.
Output
This program will surely produce a following benefits:
 Personnel that may serve as instructor/mentor on the specific field;
 Learn innovations and acquaint with the advance technologies;
 Develop a leadership skill;
 Enhance our service to the people towards highest customer satisfaction;
