Professional Interview Secretariat April 2015 ‘These guidance notes are intended for the IEM Secretariat under the Membership Application Board (MAB) in charge of processing MIEM/PI application. The purpose i8 to check administratively whether the Applicant ot intending Candidate has submitted all the necessary forms and supporting documents duly dated and signed for his application. ‘The MAB Secretariat should check and ensure that the Applicant has submitted the following forms: 2.1. PI Application Form detailing the academic qualification(s) and professional training and development. 52. PI Portfolio of Evidence Form giving a profile of the required and defined competencies in support of the application. 23, PI Technical Report highlighting the specific technical expertise pertaining to Competency Categories A & B. The MAB Secretariat will then check the submitted PI Application Form according to the checklist in the said form, and in particular ensure that the following supporting documents are submitted: 341. A eemtfied true copy of registration with the Board of Engineers, Malaysia (BEM), 52. A certified true copy of the accredited Engineering Degree and higher education certificate(s) and academic transcripts. ‘The Secretariat shall contact the Applicant to supply missing items, ifany. The MAB Secretariat will check and ensure that all the required forms are duly signed and dated by: a1 The Applicant on the Application Form, the Portfolio of Evidence Form, and the Technical Report. 42, The Supporters on the Application Form especially the career history. ‘organization chart and professional development. 43. The Supporters on the Portfolio of Evidence Form covering all the five (5) Competency Categories. 4.4. ‘The Supporters on the Technical Report. Page 1 of 3 10. In rare cases where the Inquiry Form is required by the Eligibility Assessors to provide farther reference, the IEM MAB Secretariat should contact the Supporters of the application to retum their Inquiry Forms. The Applicant should be advised to help speed up this process as any delay in getting the form will detay the process of his application. ‘The MAB Secretariat should also check and ensure that the following fees are paid: 6.1. The MIEM Application Fee, 6.2. The Professional Interview Fee. “The MAB Secretariat shall electronically scan the Application Form, the Portfolio of Evidence Form, and the Technical Report using suitable anti-plagiarism software, if available. They shall inform the Assessor Pancl in MAB regarding evidence of plagiarism, if any. ‘The MAB Secretariat will complete all administrative checks on all forms and documentations before forwarding them to the Assessor Panel in MAB to vet and assess the eligibility and readiness of the Applicant to sit for the Professional Interview. For Applicants who are not ready to sit for the Professional Interview, the MAB Secretariat will help communicate with the Applicant to provide additional information needed by the Eligibility Assessors regarding the PI Applic n Form, and/or the Portfolio of Evidence Form, and/or the Technical Repost. The Applicant should be clearly ‘formed that additional information should be provided within 30 days, failing which his application will lapse and a new application should be made with interview fees, When the Applicants are assessed to be eligible or ready to sit for the Professional Interview, they become PI Candidates. The MAB Secretariat will prepare @ list of PI Candidates eligible to sit for the Professional Interview and forward it to the Standing Committee on Admission and Practical Training (APT) for endorsement before it is published in the Monthly Bulletin of IEM JURUTERA) for public information and Page 2 of 3 TEM PT 1100 THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for Membership Application Board Professional Interview Secretariat April 2015 scrutiny. Any objection to any of the PI Candidacies should be raised within one (1) month with reference to the date of publication. LI. After the due process of publishing the list of Pl Candidates, the MAB Secretariat will forward the scrutinized list to the Professional Interview Board for further action. 12. The MAB Secretariat shall provide administrative support to the Assessor Panel that is set up to manage eligibility assessment of PI Application. 13. Adhering to BEM Timeline for PAE Cases BA 13.2. Since EM is conducting the Professional Assessment Examination (PAE) for the Board of Engineers, Malaysia (BEM), IEM must mest the related KPIs mandated by BEM. ‘The overall time frame for processing and concluding each PAE case must not exceed time stipulated by BEM, starting from the date of receiving the Application from BEM. 14, General Preparation & Improvement 14.1 14.2. Read, understand and intemelize all forms, procedures end guidance notes related 10 Professional Interview. Propose changes / modifications to Membership Application Board if deemed beneficial and necessary. Becoming a MIEM is a route to gotting registered with BEM as a Professional Engineer (PE). ‘The Professional Interview will be conducted by two (2) experienced ieM Corporate Members who are trained for this purpose. ‘The IEM Secretariat will normally help in arranging for the interview by coordinating with both the Interviewers and the Candidate on arranging the date, time and location for the interview. Alternatively, the Interviewers have an option to do this by themselves. Once the date for Professional Interview hes been agreed and fixed, the Candidate shell have to abide by it. Candidate may request for postponement of the interview iff he can provide valid reasons that are acceptable to the Interviewers. However, postponement can only be considered if it will not prevent the interview from being eonducted within two (2) months with reference 10 the original interview date, Postponement of more than two (2) months shall render the interview null and void; and the Candidate shall have to make a new application. 2. Conflict of Interest 1 ‘The Candidate should not be interviewed by the follow} 2.1.4. The Supporters for his application. 2.1.2, The MIEM or PE who have verified Candidate's application form. 2.13. Apperson employed in the same or related organization as he Candidate. 2.1.4, A person who has close family relationship with the Candidate. 2.1.5. A person who is a close friend of the Candidate. 2.1.6. Acperson who has commercial relation with the Candidate 2.1.7, Any person who may have a conflict of interest, ether for or against the Candidate. It is your ethical duty to request for a change of Imerviewer(S) before the Interview if one or more of the above-mentioned conditions exist. Format of the Interview “The Professional Interview will consist of two parts, namely: 3.1.1. The Oral Interview 3.1.2. The Written Examination ‘The Candidate must complete the two parts in order to satisfy the Professional Inierview’s requirements ‘The Candidate should have chosen to sit for the Professional Interview in either Pnelish or Bahasa Malaysia in the Application Form. Upon making the choice, the Professional Interview shall be conducted in the selected language, including Oral Interview and the Written Essays. 4. Oral Interview 4d. 42. 43. 44, ‘The Oral Interview will normally be allocated about one (1) hour and forty five (45) minutes for each Candidate. ‘You should arrive atthe interview location at least 15 minutes before the start of the interview to allow time to settle down and get ready. While there is a need to be flexible in the interview, the format is typically arranged as follows: 43.1, Introduction 43.2. 15 Minute Presentation by Candidate 43.3. 60-90 Minutes Q&A Session 43.4. Opportunity for Final Evidence 43.5. Conclusion ‘The interview will be conducted in the language, currently either English or Bahasa Malaysia, as chosen by you. You will be asked to show some form of photo identification at the Interview. ‘This is to ensure that the right Candidate is imerviewed! Page 2 of 6 IEM PI.C100 THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for Professional Interview Candidates April 2015 Presentation & 5.6. 57. 5.8. ‘The presentation atthe start of Oral Interview will be allocated 15 minutes: You are advised to take no more than 15 minutes so that the Oral Interview can finish on time. “The purpose of the presentation is to provide you with the opportunity 19 introduce yourself, give an indication of the work you are javolved in, highlight the areas of your work deemed important, and give some appropriate examples. “The content of the presentation should be based on a piece of work oF project from your Training & Experience Report (Portfolio of Evidence Form) that best demonstrates Competency Categories A and B. This should be concise, enough to give key points of your personal technical eontibution to the work or projec: presented. ‘The presentation will normally be delivered to the Interviewers around the interview table. You should discuss with the Interviewers whether you wish 10 receive questions during the presentation. ‘The presentation format is your choice. This may involve one oF more of the following: 55.1. A computer-based presentation such as PowerPoint presentation 5.5.2. A paper based presentation 5.53. A verbal presentation without any other aids. itis important that you disouss with the PI Sceretaiat to help arrange the use of visual aids, IEM may not be able to guarantee facilites to support all audio, visual or IT requirements. If you choose to give PowerPoint presentation, you will be asked to limit your presentation 10 five slides, allowing about three minutes per slide. You are required to bring three paper copies of their presentation materials (maximum A3 size) to the interview, one of which will be retained by TEM and the other two will be passed to the Interviewers. Please ensure that animation created by the computer-based presentation will not hinder eligibility when the hard copies are printed out. Interviewers will generally use the career history of your application form as an agenda for the interview. They will encourage you to talk about your experience in chronological order to draw out evidenee of competence during the discussion. You should be prepared to explain the technical content of your work as the Interviewers will probe specific competence areas. You should also be prepared to expand other aspects of your work including leadership & management, communication & interpersonal skills, professional commitment, ete Matters related to commercial sensitivity or governed by the Official Secrets Act are unlikely 10 be an essential part of the interview. You will not be expected to divulge them. Interviewers will normally cover the full range of competencies by the end of the Oral Interview. They will ask questions in a clear and concise manner. You will have to make sure that you understand the questions first before attempting to give your answer. ‘You should bring @ copy of your Development Action Plan (DAP) to be presented on a separate form towards the end of the Oral Interview. This plan isa demonstration of your commitment to maintaining professional competence, offen referred to as Continuing Professional Development (CPD). This does nat have te be linked to an organization. It can be self-managed. This is a plan for future with the short and long term goels, and how you are going to achieve them. 7. Opportunity for Fina! Evidence Tae ‘Atthe end of the Oral Interview, you will be given the opportunity to: TALL, Raise any points which you feel have not been covered during the discussion. 7.12. Give any evidence which you feel may help the assessment of your ease 7.13. Ask any questions you may have. End of Oral Interview 81 82. ‘You will NOT be allowed o change the engineering diseipine on which you have been interviewed, to the one thought to be more appropriate. Similarly, the Interviewers are not allowed to do so. 9. Written Examination OA 9.2. 94. At the end of the Oral Interview, you will be asked to proceed to the second part of the Professional Interview, namely the Written Examination which consists of two sections. 9.1.1, Section A is the Technical Essay. 9.1.2. Section B is the Ethical Essay- Each essay will be allocated one and a half (1.5) hours to complete. In section A, Interviewers wil normally set two questions, of which you choose cone to answer. The set questions are typically related to the technical aspects of your work in which you have gained substantial experience. In section B, Interviewers will choose two questions from the official list of printed questions related to the IEM Regulations on Professional Conduct, of which you choose one to answer. It is generally intended to test how you think about the role ofthe engineer in society vis-i-vis the Regulations of Professional ‘Conduct. ‘You are required to answer the questions in both sections in writing by hand. You are not allowed to bring in any form of reference materials, or use electronic devices with content accessibility such as note book, portable computer or mobile phone, etc. during essay writing. You are not allowed to spend the total of three (3) hours for written examination ftexibly by using more than one and a balf (1.5) hours for one paper at the expense of the other paper. 10. Identify and determine which of your experiences best demonstrate the required range of competencies. Highlight your personal contribution. 10.3, You are required to bring the following to the interview: please check to ensure you have the following: 103.1. A copy of your completed PI Application Form. 103.2. A copy of your completed Training & Experience Report (Portfolio of Evidence Form) Form. 10.3.3. Three paper copies of your presentation materials. 10.3.4, A copy of your Development Action Plan. 1035. Photo identifieation, such as NRIC, driving license with photo, passport or other valid documents. 10.4, In rare cases where the Candidate has physical writing impairment, he should communicate with the IEM_ ‘Secretariat to check if, special arrangement could be made. JEM may not be able to give any guarantee 11. Post Interview TLL. The Interviewers will NOT indicate to you the result ofthe interview on the day of your interview. 112, Atte end ofthe interview, the Interviewers will make report to the Professional Interview Board. Signature : Date Page 1 of 1 e TEM PI 3100 ‘THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for Professional Interview Board April 2015 | The Professional Interview (PI) is carried out on behalf of the TEM Council under the Regulations for the Professional Interview to ascertain whether the Candidate for election + transfer to Corporate Membership (MIEM) has taken advantage of the practical training and experience to attain the range of competencies ata level appropriate 10 be admitted as a Corporate Member, and subsequently to become a Professional Engineer. “There are wwo essential stages of the professional interview registration process, namely 2.1.The documentary evidence review 2.2.The face-to-face interview Whi le the PI Assessors review the documentary evidence, the PI Interviewers conduct the face-to-face interview. General Application Process 3.1, The Applicant must submit the PL Application Form detailing the academic qualification(s), ttaining, practical experience and professional development. 32, The Applicant must also submit the Portfolio of Evidence Fonn giving a competency profile to prove the attainment of defined and required ‘competencies in support of his application. 3.3. The Applicant must submit a Technical Report or Project Report together with the PL Application Form to highlight specific technical expertise and show full preparedness for the Professional Interview. 34. ‘The IEM Secretariat will then check the submitted Pl Application Form, the Portfolio of Evidence Form, and the Technical Report according to checklist. The Applicant will be contacted to provide the missing items. 35. The IEM PI Eligibility Assessors of Membership Application Board (MAB) will aseess the eligibility of the Applicant basing on the documentary evidence presented in the following documents: 3.5.1. PL Application Form 3.5.2. Pl Portfolio of Evidence Form PI Technical Report. 3.5.4. Pl Inquiry Form. if any. Page 1 of 10 36. 37. 38. 3.10. The PI Application Supporters will only be requested to give feedback if further reference is deemed necessary during the eligibility assessment. ‘The Eligibility Assessors will recommend the candidacy of the Applicant 10 proceed for the Professional Interview ifthe documentary evidence shows @ prima facie case that the Applicant is ready for the Professional Interview. If there is doubt about the evidence presented, the Assessors will advise the Applicant on further requirements. “The status of the Applicant changes to PI Candidate when he is assessed by the PL Eligibility Assessors to be eligible and ready to sit forthe Professional Interview, |s list of Candidates eligible to sit forthe Professional Interview will be forwarded by the IEM Secretariat to the Standing Committee on Admission and Practical ‘Training (AP) for endorsement before itis published in The Monthly Bulletin of IEM QURUTERA) for public information and scrutiny. Any objection f0 any of, the PI Candidacies should be raised within one (1) month with reference to the date of publication. The Interviewers should have substantial experience in the relevant engineering discipline. ‘The appointment must comply with IEM & BEM requirements of the day on the umber of years as MIEM and PE. “The IEM Secretariat may help in arranging for the interview by coordinating with oth the Interviewers and the Candidate on fixing the date, time and location for the interview. Alternatively, the Interviewers can do this by themselves. . Preparing For Interview 4a. ‘All Intending Candidates applying for Corporate Membership of IEM (MIEM) are required to sit for a Professional Interview (P1)- Page 2 of 10 JEM PI 3100 THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for Professional Interview Board ‘April 2015 |42:The Candidate may choose to sit for the Professional Interview in either English or 44, 46. Bahasa Malaysia, Upon making the choice, the entie Professional Interview shall be conducted in the selected language, including the various forms, technical report, oral interview and the written essays. ‘The necessary documents will normally be sent to the PI Interviewers at least two (2) weeks before the agreed date of the interview. PI Interviewers are advised 10 check to ensure that they have the following: 43.1. The PI Application Form 4.3.2, The Portfolio of Evidence Form 43.3. The Technical / Project Report. 43.4, The Assessor Summary Report This summary report shows the Candidate's readiness for the Professional Interview, and may highlight the Competency Categories that need further probing and examination, if any. 435, The Inquiry Form, if any. This form is not a standard requirement, “There is no need for the PI Interviewers to re-assess the documents forwarded to them since the documentary evidence has been assessed and scrutinized by the PI Eligibility Assessors. ‘The main role of the Interviewers js to draw out information from the Candidate during the interview to verify the contents of the Pl Application Form, the Portfolio of Evidence Form, and the Technical Report ‘The Interviewers must determine if the evidence demonstrates that the Candidate has attained the range of competencies at a level appropriate to be admitted as @ corporate member of IEM (MIEM), and subsequently to become & Professional Engineer. 5. Defining Professional Interview Sa 52. ‘All Candidates applying for MIEM/PE must sit for the Professional Interview after they have been assessed to be eligible and ready. “The format of Professional Interview will consist of two parts, namely 5 5.2.2. Fifteen (15) Minutes Presentation by Candidate 5.3.3. Sixty (60) to ninety (90) Minutes Q&A Session 5.3.4. Opportunity for Final Evidence Introduction 5.3.5. Conelusion ‘At the end of the Oral Interview, Interviewers should proceed to the second part of the Professional Interview, namely the Written Examination which consists of wo sections. Sal, Section A is related to Candidate's submitted Technical Report / Drawings or an expertise area included in the Portfolio of Evidence. 5.42. Section B is based on the official list of printed questions related to the IEM Regulations on Professional Conduct. Each section will be allocated one and a half (1.5) hours to complete, The Candidate is required to use a separate answer book for the essay in each section. |A duplicate of the questions for each section must be attached withthe respective answer books. In section A, Interviewers should set two questions, of which the Candidate chooses one to answer. The set questions are typically related to the technical report or the portfolio of evidenee on Competency Categories A and B submitted by the Candidate, It is intended to test candidate's knowledge on the subjects on which he has gained substantial experience. In section B, Interviewers would choose two questions from the official list of printed questions related to the IEM Regulations on Professional Conduct, of Which the Candidate chooses one to answer. Attempts should be made to select ‘two Interviewers who will complement each other. To become a Pl Interviewer, the person should fulfil the following conditions: 63.1, He has attended the Professional Interview Training / Certification. 63.2. He has undergone the required practical training. 63.3. He has made himself thoroughly conversant with the current Guidance Notes for the Interviewers and other related parties. Do not select the interviewers from the following: 6.4.1. The Supporters of Candidate’s application 64.2. A person employed in the same or related organization as the Candidate. 6.4.3. A person who is a close family member of the Candidate. 6.4.4, A person who is a close friend of the Candidate. 6.4.5. A person who might have conflict of interest in the interview. Page 5 of 10 6.6. API Board Member who is directly involved in appointing Interviewers for the Candidate. 6.4.7. A PI Assessor who is directly involved in assessing the Candidate's eligibility to sit for the Professional Interview. PI Board should monitor and ensure that the appointed Interviewers do the following: 6.5.1. Confirm the acceptance of appointment and declare no conflict of interest by retuming the signed Interviewer Acceptance and Declaration Form. 6.5.2. Conduct the Professional Interview and return the Professional Interview Report within the stipulated time frame. PI Board may re-appoint the Interviewers for any particular case, if need arises. . Examining PI Results 7. 14. Ensure that the Professional Interview Report submitted by the Interviewers contains the overall recommendation of PASS or FAIL based on the results of both the Oral Interview and the Written Examination. Examine the Professional Interview Report to ensure that: 7.2.1. ‘The marking of Oral Interview and Written Essays follows the respective rubrics. 72.2. The justification for the marking is based on the demonstrated or observed evidence of competencies. 7.23. The marking and justification are consistent with the standard interpretation of the threshold levels. 7.2.4. There is no discrepancy and obvious subjectivity. If the PI Board agrees that it is a CLEAR PASS, the case should be forwarded to the Standing Committee on Examinations and Qualifications (B&Q) for endorsement / approval. Ifthe PI Board agrees that it is a CLEAR FAIL, the case should also be forwarded to the Standing Committee on Examinations and Qualifications (E&Q) for endorsement with the following: Page 6 of 10 TEM PI 3100 THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for Professional Interview Board April 2015 7.4.1. A summary on the reasons of failure so that the Candidate is able to acquire further competencies before applying for a re-sit in the Professional Interview. 7.42. A recommendation of a time frame by which the Candidate is allowed to reapply to sit for the Professional Interview. The recommended time frame should be consistent in all cases. 75, If the case is 2 MARGINAL PASS or MARGINAL FAIL case, the PI Board should send the Professional Interview Report back to the Interviewers to review their own marking. Normally the revised marking should show a CLEAR PASS or CLEAR FAIL. In rare cases where the interview results still remain unclear, a Review Interview or part thereof may be needed. The Candidate will not be asked to pay for such review. 8. Managing Appeal Cases 8.1. The Candidate has the right of appeal against the interview result of a FAIL case. {Fthe Candidate appeals, the Pl Board must ensure that the Candidate does so by submitting the PI Result Appeal Form complete with reasons and justifications. 82. If the ground for Appeal is acceptable and the appeal is justified, the PI Board can consider the following in sequence: 8.2.1. First send the Professional Interview Report back to the Interviewers to review their own marking based on the reasons given by the Candidate. 82.2. Ifthe original Interviewers maintain their judgment, then appoint the two (2) suitably qualified and experienced Reviewers to reassess the Appeal case. 9. Reviewing Marginal or Appeal Cases 9.1. ‘There are basically two scenarios where it is necessary for TEM to review the Professional Interview results: 9.1.1. MARGINAL FAIL or PASS cases for which IEM has to conduct internal review to confirm CLEAR FAIL or PASS Page 7 of 10 94. 95. 96. 97. 98 99. APPEAL cases in which the Candidate was informed of his failure in Professional Interview (CLEAR FAIL), but he has decided to appeal against the PI result For the Marginal/Appeal cases, the Review has two Procedural Options, namely: 9.2.1, The current IEM practice 9.2.2. The current BEM practice. For Marginal/Appeal cases that follow IEM practice. the Reviewers should: 9.3.1. Reassess the written essays and give their marking, if the Matginal/Appeal case involves failure in only the Written Examination result. 932. Conduct the Oral Interview and give their marking, if the Marginal/ Appeal case involves failure in only the Oral Interview result 9.3.3. Conduct a fresh new Professional Interview, if the Marginal/Appeal case involves failure in both the Oral Interview result and the Written Examination result For Marginal/Appeal cases that follow BEM practice, the Reviewers should conduct a fresh new Professional Interview, regardless of whether the Candidate fails either one part or both parts of the Professional Interview. PI Board should appoint two (2) suitably qualified and experienced Reviewers for ‘Marginal/Appeal cases and ensure that they do the following: 9.5.1. Confirm the acceptance of appointment and declare no conflict of interest by returning the signed Acceptance and Declaration Form. 9.5.2. Conduct the Professional Interview and retum the Professional Interview Report within the stipulated time frame. PI Board should not appoint Reviewers who were the Interviewers of the original interview or the subsequent re-sit interviews of the same Candidate. The Reviewers should ensure that they provide clear and unambiguous markings to give a CLEAR PASS ora CLEAR FAIL. ‘The verdict of the Reviewers in the Appeal case is accepted as final and the Candidate is not allowed to appeal for the second time. ‘The CLEAR PASS or CLEAR FAIL cases resulted from the Review should be forwarded to the E&Q Standing Committee for endorsement. Managing PI Re-Sit 10.1 10.2. 10.3. ‘The Candidate in the CLEAR PALL case can apply to re-sit for the Professional Interview after the time frame indicated by IEM. 10.1.1. The IEM PI Applicant is allowed to re-sit either partly or wholly. 10.1.2. The BEM PAE Applicant is only allowed to re-sit wholly. For existing IEM practice, the conditions on re-sits are: 10.2.1. The Candidate is allowed to re-s the failed part(s) of professional interview for three (3) times. 10.2.2. The Candidate is required to re-sit the whole Professional Interview if: 10.2.2.1. He cannot pass the failed part(s) of professional interview after the three (3) attempts; 10.2.2.2. His last attempt to re-sit part(s) of the professional interview failed and lapsed for 5 years. This means that the successful part(s) of his professional interview is valid for 5 years only 10.2.2.3. He fails to re-sit “anytime” for the written paper(s) within two (2) years with reference to the date of notification. There is no limit to the number of times the Candidate can apply to re-sit the whole Professional Interview. For existing BEM practice, the re-sit shall mean a fresh new Professional Interview, regardless of whether the Candidate fails either one part or both parts of the Professional Interview. PI Board shall specify the conditions under which a re-sit is allowed, including the types of documentation the re-sit Candidate must re-submit. ‘The Candidate who fails the Professional Interview may seck guidance from the PI Advisory Panel before he re-applies. |All the applications for te-sit should be sent direct to the PY Secretariat for checking and processing. The re-sit Candidate should meet all the conditions specified by the Pl Board for re-sit before the case can be processed. 11. Guidance Notes for Professional Interview Board April 2015 M1, Any request for a change of discipline after passing the Professional Interview should be treated as a new PI application that must go through the whole due process. 11.2, Such a request should be forwarded to the Membership Application Board (MAB) to be processed as new PI application. 12. Adhering to BEM Timeline for PAE Cases 12.1. Since IEM is conducting the Professional Assessment Examination (PAE) for the Board of Engineers, Malaysia (BEM), IEM must meet the related KPIs mandated by BEM. 12.2. The overall time frame for processing and concluding each PAF case must not exceed the time stipulated by BEM from the date of rec from BEM. 13. Collecting & Analysing PY Data 13.1. Collect the P! data to support the need for relevant analysis. 13.2. Automate the data collection and analysis. 14. Reviewing PI Effectiveness & Efficiency 14.1. Check the effectiveness of PI Process regularly. 142. Check the efficiency of implementing PI Process regularly. 14.3. Check the aging report of PI cases regularly. 15. Prepare a list of Candidates eligible to sit for the Professional Interview after it has been endorsed by the Standing Committee on Admission and Practical ‘Training (APT), and published in the Monthly Bulletin of IEM (JURUTERA). 12. Ensure that there is an Assessor Summary Report duly signed by two PI Eligibility Assessors for each eligible Candidate, together with the following documents: 1.2.1. The Pl Application Form 1.2.2. The Portfolio of Evidence Form 1.2.3. ‘The Technical Report 1.24. The Inquiry Form, if any. 13. Prepare a case file for each PI Candidate to track and manage the subsequent processes. 2. Appointing Interviewers 2.1. Facilitate the appointment of Interviewers by preparing and updating a list of qualified PI Interviewers who have fulfilled the following conditions: 2d. Attended the Professional Interview Ts 2.1.2. Went through the required practical training. 2.1.3. Number of years as MIEM / PE currently required by IEM and BEM. 2.2. Communicate with the Interviewers appointed by the PI Board to obtain their ing / Certification. consent to interview the Candidate, before sending to them the Acceptance and Declaration Form. 2.3. Monitor and ensure that the appointed Interviewers confirm the acceptance of appointment and declare no conflict of interest by returning the signed Interviewer Acceptance and Declaration Form within stimulated time. 2.4, The above guides shall apply to appointing PI Reviewers. 3. Confirming PI Logisties 3.1. Help in arranging for the interview by coordinating with both the Interviewers and the Candidate on fixing / confirming the date, time and location for the Interview. If the Interviewers “opt to do the above by themselves, get the necessary information and track the situation to ensure that the Professional Interview does take place as planned within two (2) months from the date of acceptance. 3.3. Coordinate with the Interviewers to find out if the arrangement of PI logisties is in any way affected by the postponement made by either the Interviewer or the Candidate. 3.4. Check that any postponement of the Professional Interview shall not prevent the Interview from being conducted within two months (2) with reference to the original interview date. Note that postponement of more than two (2) months requested by the Candidate shall render the scheduled Interview null and voids and the Candidate shall make a new application. 3.5. Inform the Candidate that the interview is cancelled and EM will not refund the interview fee if the postponement is more than two (2) months. Appeal will not be entertained unless itis supported by valid reasons. 4. Preparing PI Interviewers 4.1. Send the following documents to the Interviewers at least two (2) weeks before the agreed date of the interview: 4.1.1, ‘The Pl Application Form 4.1.2. ‘The Portfolio of Evidence Form 4.1.3. ‘The Technical Report. 4.1.4. The Inquiry Form, if any. 4.1.3. ‘The Assessor Summary Report. 5. Preparing PI Candidate 5.1. Send the following documents to the Candidate upon confirming the assignment of Interviewers and the agreement of the interview date: 5.1.1. The Guidance Notes for the PI Candidate 5.1.2. The Interviewers should have substantial experience in the relevant engineering discipline. ‘The IEM Secretariat will help in arranging for the interview by coordinating with both the Interviewers and the Candidate on arranging the date, time and location {for the interview. Alternatively, the Interviewers have an option to do this by themselves. A PI Assessor who is directly involved in assessing the Candidate's eligibility to sit for the Professional Interview. ‘The selected Interviewers should decline the appointment if one or more of the above-mentioned conditions exist. ‘The Interviewers will have to read all the documents carefully and take note of the following: 4.7.1, Those aspects which appear satisfactory and they are likely to simply require verification during the interview. Those aspects where more detailed questioning and probing are needed to confirm the adequacy of certain competencies including those highlighted in the Assessor Summary Report. The Interviewers should communicate with the PI Secretariat if there are any comments or queries at this stage. ‘The date of Professional Interview is either arranged by the [EM Secretariat or the Interviewers. Once the date for Professional Interview has been agreed and fixed, the Candidate shall have to abide by it. The Interviewers may consider the request for postponement by the Candidate ‘with valid reasons provided that the interview can still be conducted within two months (2) with reference to the original interview date; failing which, the Interview shall become null and void. The Interviewers shall return all documents to the IEM Secretariat. The two (2) Interviewers should communicate between themselves to make sure that they have discussed all relevant issues pertaining to the Interview, and taken necessary actions. If everything is in order, the Interviewers should conduct the Professional Interview within six (6) weeks from the date of acceptance and declaration. The Interview 3 5.2. 53. ‘The Professional Interview will consist of two parts, namely: The Oral Interview The Written Examination ‘The Candidate must complete the two parts in order to satisfy the Professional Interview’s requirements. ‘The Candidate should have chosen to sit for the Professional Interview in either English or Bahasa Malaysia in the Application Form. Upon making the choice, the Professional Interview shall be conducted in the selected language, including the Oral Interview and the Written Essays. Oral Interview 1, 6.1. 62 63. 64. 65. “The Oral Interview will normally be allocated about one (1) hour and forty five (45) minutes for each Candidate, “The Interviewers should arrive at the interview room at Teast 15 minutes before the stat of the interview to allow time to briefly discuss the ease and agree on the format for the interview. While there is a need to be flexible in the interview format, itis recommended that the Interviewers should agree on a general format to maintain consistency: 63.1. Conclusion One Interviewer should agree to take the lead in opening and closing the Interview. They should also identify any key areas which should be explored further, and agree who will lead questions on which subjects / topics. The aim of the Oral Interview is to draw out information from the Candidate to verify the contents of the App tion Form, the Portfolio of Evidence Form and the Technical Report to ascertain that the Candidate has attained the range of competencies at a level appropriate to be admitted as a Corporate Member of TEM, and subsequently to become a Professional Engineer. Introduction 7 For many candidates, the interview is an important part of their carcer development and the outcome may affect their future, The first task of the Interviewers should be to put the Candidate at ease before the interview ‘The interview should be conducted in a relaxed and friendly atmosphere. It is important to start the interview on time as delays ean unsettle the Candidate who may already be nervous. Ifa delay is unavoidable, let the Candidate know the reason for the delay and how long it will take to start the interview. Candidate is asked to show some form of photo identification at the Interview. This is to authenticate his identity before the interview. Page 5 of 16 74. 75. Interviewers should check if the Candidate is still in the same job as when the application was made. If the Candidate has changed job after making PI Application, ask him to update the relevant information, including orgunization chart and accountability diagram. Please refer to Item 8 of the Guidance Notes for Pl Application. Presentation Bi. 83. 84. 86. “The first 15 minutes is allocated to a presentation by the Candidate, who will be advised to take no more than 15 minutes so that the Oral Interview can finish on time. ‘The purpose of the presentation is to provide the Cendidate with the opportunity to introduce himself, give an indication of the work he is involved in, highlight the areas of his work deemed important, and give some appropriate examples. The presentation will also help the Interviewers to assess Competence Category D ‘The content of the presentation should be based on @ piece of work or project from the Candidate's portfolio of evidence that best demonstrates Competency Categories A and B. This should be concise, enough to give key points of the Candidate's personal technical contribution to the work or project. ‘The presentation will normally be delivered to the Interviewers around the jimterview table. Interviewers should discuss with the Candidate whether he wishes to receive questions during the presentation. The Candidate may choose the format in which he wishes to present, which may wolve one or more of the following: 8.5.1. A computer-based presentation such as PowerPoint presentation 8.5.2. A paper based presentation 8.5.3. A verbal presentation without any other aids. ‘The PI Secretariat will coordinate with the Candidate to help arrange the use of visual aids. EM may not be able to guarantee facilities to support all audio, visual or IT requirements. Page 6 of 16 8.8. Check to ensure that il animation created by the computer-based presentation will not hinder e when the hard copies are printed out. 9. Question & Answer o.. 94. Interviewers will generally use the career history of the application form as an agenda for the interview. They will encourage the Candidate to talk about experience in chronological order to draw out evidence of competence during the discussion. Interviewers should ensure that they cover the full range of competencies by the end of the interview. They may find it helpful to structure the interview along the lines of the Competency Framework, covering the five (5) Competency Categories sequentially. Interviewers should resist the temptation to air at length a personal opinion or a pet topic, The Candidate should be allowed to give their answers without unnecessary interruption. Interviewers may find it useful to : 9.4.1. Discuss the Candidate's past and present work to establish the duration, extent and level of experience. 9.42. Try to draw out information that indicate the degree of professionzlism involved in reaching decisions that requires the exercise of professional judgment. 9.4.3. Ask questions of sufficient depth to establish the technical content of the Candidate’s normal duty of work. Invite the Candidate to give examples and elaborate on tasks taken by him. ‘Ask further questions in a wider context to get an idea of the breadth of the Candidate’s knowledge and interest, Page 7 of 16 9.6. 97. Find out how the Candidate ensures that he has the necessary skills to perform the role to communicate and interact with others. ‘Ask questions on how the Candidate ensures compliance with the Acts, Codes and Regulations related to his area of work. Find out how the Candidate deals with the safety, health and environment issues. 94.8. Probe specific competence areas including those highlighted in the ‘Assessor Summary Form. Discuss the short-term development objectives as well as the long-term career aspirations, and how the Candidate plans to achieve them. Ask how the Candidate will keep up with advances in technology related to their current and future field. Interviewers should ask questions in a clear and concise manner so that the Candidate can understand what are being asked. It is helpful to avoid: 9.5.1. Asking multiple questions as this often results in only one part being answered. 9.5.2. Asking inappropriate or trick questions which are designed to make the Candidate feel uncomfortable, If the Candidate is employed on work governed by the Official Secrets Act or commercial security restriction, Interviewers should avoid asking questions that might relate to classified or commercially sensitive information. Candidate should be able to discuss his work general terms. In exceptional circumstances where the Candidate is seriously impeded from talking in sufficient detail for an assessment to be made, Interviewers may decide to recommend a further interview with security cleared Interviewers. Interviewers should ask the Candidate for a copy of his Development Action Plan, as the Candidate has been asked to bring it to the Interview to demonstrate his commitment to continuing professional development. Opportunity for Final Evidence 10. 1 ‘At the end of the Interview, the Candidate should be given the opportunity to: 10.1.1. Raise any points which he feels have not been covered during the discussion. 10.1.2. Give any evidence which he feels may help the assessment of his case. 10.1.3. Ask any questions he may have related to the Oral Interview. 11, Conclusion i 1 W4. Interviewers should end the Oral Interview by asking the Candidate to proceed to sit for the second part of the Professional Interview, namely Written Examination. Interviewers should not indicate to the Candidate what their recommendation for the Oral Interview will be, in any circumstances, Interviewer must still complete the Written Examination even if the Candidate has performed badly in the Oral Interview. Interviewers may skip the Written Examination if and only if the Candidate ‘voluntarily opts to not sit for the written papers knowing fully well that this means he will fail the PI. The Candidate must sign on a “Form” as evidence. 12, Written Examination 124. ib PI Candidates are required to complete the essay writing in person immediately after the Oral Interview. ‘The Written Examination consists of two sections; 122.1, Section A ig related to candidate’s submitted Technical Report / Drawings or an expertise area included in the Portfolio of Evidence. | Section B is based on the official list of printed questions related to the IEM Regulations on Professional Conduct. The set questions are typically related to the technical report or portfolio of evidence on Competency Cetegories ‘A and B submitted by the Candidate, It is intended to test candidate's technical knowledge on the subjects on which he has gained substantial experience. In section B, Interviewers would choose two questions from the official list of printed questions related to the TEM Regulations on Professional Conduct, of which the Candidate chooses one to answer. It is intended to test how the Candidate thinks about the role of the engineer in society vis-i-vis the Regulations of Professional Conduct. For seetion B, itis strongly suggested that Interviewers do not copy and paste the existing questions form the list. To enhance topicality the Interviewers have the Aiseretion to modify the existing questions they choose but retain the original essence. The questions should be contextualized into the Candidate’s working environment to simulate @ more teal and familiar situation. Interviewers should set the questions in a clear and concise manner so that the Candidate can understand what are being asked. Interviewers should invigilate the process of essay writing personally or through other appropriate arrangement. Candidate is required to answer the questions in both sections in writing by hand. Interviewers are required to ensure that the Candidate is not allowed to bring in any form of reference materials, or use electronic devices with content accessibility such as note book, portable computer or mobile phone during essay writing, As using such devices is likely to compromise the authenticity of the cwrtten essays, the Interviewers may ask the Candidate to put nate book, mobile phone, ete. ata safe place not reachable by the Candidate during essay writing However, the Candidate may be allowed to use a si ple scientific calculator that js non-programmable, silent and incapable of printout, Page 10 of 16 12.10. 12M. TEM PI 3500 THE INSTITUTION OF ENGINEERS, MALAYSIA Guidance Notes for PI Interviewers April 2015, Interviewers should ensure that examination questions for section A be given first and the answer book is collected after one and a half (1.5) hours. After the answer book for section A has been collected, Interviewers will proceed to give the examination questions for section B, and the answer book is collected after one and a half (1.5) hours. Interviewers should not give examination questions for section A and section B at the same time. This is to prevent the Candidate from spending the total of three (3) hours for written examination flexibly by spending more than one and a half (1.5) hours for one section at the expense of the other section. Interviewers may recommend a written essay that is considered truly outstanding to be published in the Monthly Bulletin of IEM (URUTERA). The Candidate will be informed of such recommendation when he is given the notification of the Professional Interview result. 13. Concluding the whole PI 13.1. Interviewers should end the whole Professional Interview by advising the Candidate that the interview panel will make a report to the Professional Interview Board, and that the Candidate will be informed of the outcome when a decision is made by relevant Committees. Interviewers should NOT do the following: 13.2.1. Indicate to the Candidate what their recommendation of the whole PL will be, in any circumstances. 13.2.2. Ask the Candidate to change the engineering discipline on which he has been interviewed, to the one they think is more appropriate. 13.2.3. Communicate with the Candidate after the interview on issues related to the Professional Interview that has been conducted, 13.2.4. Write to the Board of Engineers, Malaysia (BEM) on matters relating to IEM Professional Interview, even if it is about PAE cases forwarded from BEM. After completing both the Oral Interview and Written Examination, the Interviewers are required to complete the Professional Interview Report Form. The Professional Interview Report consists of two main parts, namely the Oral Imerview Report and the Written Examination Report. The overall recommendation of a PASS, or a FAIL is based on the assessment results of both the Oral Interview and Written Examination. ‘The Professional Interview Report Form must be completed and returned to the PI Secretariat within two (2) weeks after the Interview. 15. Oral Interview Report 15.1. 15.2. For the Oral Interview, the report consists of five (5) Competency Categories or Main Headings, namely: 15.1.1. A—Knowledge, understanding and innovation. Y Breadth and depth of technical knowledge. Y Ability to work with technology. B — Practical application Y Applying engineering method to design and develop process, system, service and product. Y Problemv/opportunity identification, solution development and implementation. 15.1.3. C— Responsibilities, management and leadership Y Planning, process, project, resource, budget and quality ‘management skills. 15.1.4. D—Communication and inter-personal skills ¥ Communication, team or people skills 15.1.5. E—Professional commitment Y Professional conduct, approach and development. For each Competency Element under the Main Headings, a threshold indicator or numerical score of 1-4 is awarded. Satisfactory or berter 4. = Strong in all areas While thresholds 1 and 4 may be self-evident, differentiating 2 and 3 is often more difficult. Interviewers are required to refer to the list of Competency Elements under the Competency Categories A, B, C, D, and E for standard interpretation of the corresponding threshold statements. “The marking of the Oral Interview is worked out as follows: 15.5.1. For each discrete Competency Element, mark the score using integer 1, 2,3 or 4. 15.5.2. For each Competency Category, average the threshold scores of all associated discrete Competency Elements, and round up/down the score to one decimal place. 15.53. For the Overall Average, add up the average scores of all Competency Categories and divide it by the number of Competency Categories, which is five (5). The overall average should be rounded to one decimal, It is obligatory for the Interviewers to give written justifications or supporting ‘comments for the rated scores in each Competency Category. This must be based on the evidence demonstrated or observed. Recommendation of a Pass in the Oral Interview is conditioned on fulfilling all the following three mandatory requirements: 15.7.1. While an overall average of 2.7 and above indicates a clear Pass and an overall average of 2.4 and below indicates a clear Fail, Interviewers should look back and review the award of threshold scores to each Competency Element very carefully in Doubtful / Marginal cases where the overall average score is 2.5 or 2.6. If the overall average score still falls in the range of 2.5 and 2.6 despite reviewing the score to each Competency Element, the Interviewers are required to provide clear and concise justifications. Interviewers should reach an agreed recommendation for the Oral Interview, and give a summary comment and overall assessment of the Candidate. 16. Interviewers should reach an agreed recommendation on both section A and section B of the Written Examination, and give a summary comment for each section. 17, Overall PI Recommendation 17.1, After completing the reports for both the Oral Interview and Written Examination, Interviewers are required to give an overall recommendation for the Professional Interview as a whole. Disposing PI Documents 18.1. 18.2. 18.3. At the end of the Professional Interview, the Interviewers shall return to the IEM Secretariat the folloy 2 PI documents, regardless of whether the Interviewers recommend a Pass or a Fail: 18.1.1. Thresholds are minimum levels to be met. If you are uncertain between ‘two thresholds, pick the lower one. 12.2, For each discrete competence, circle the appropriate threshold. For the Overall Average, add up the average scores of all Competency Categories and divide it by the number of Competency Categories (5 in this case). The overall average should be rounded to one decimal. Recommendation of a PASS in PI Oral Interview is conditioned on fulfilling all the follow g three mandatory requirements: 1.6.1. An overall average of 2.7 or more; and 1.6.2. No Competency Category average of less than 2.0; and 1.6.3. Discrete Competency Elements El, E2 and E3 equal to or greater than 2. An overall average of 2.4 or less; or 1.7.2. Any Competency Category average of less than 2.0: or 1.73, Any of the discrete Competency Elements El, E2 or E3 scoring less than 2, regardless of the averages awarded in any Competency Category. If the overall average is either 2.5 or 2.6, the result is considered as Marginal Fail (2.5) or Marginal Pass (2.6). In such cases, interviewers are required to review their own marking until they are able to get @ CLEAR PASS (2.7 or mote) of a CLEAR FAIL (2.4 or less) recommendation. In rare cases where the interview results still remain unclear, the PL board will appoint new interviewers for the candidate. Please provide a Summary Justification and Comments in the space provided. Comments on individual competences or experience of the candidate are helpful for the assessment by the PI Board. ‘The same marking principle applies to the Written Essays, Recommendation of a Pass in PI Essays is conditioned on fulfilling all the following two mandatory requirements: 1.111, An overall average of 2.6 or more; and 1.11.2.
