FOREWORD

This document contains information pertaining the reviewed curriculum of aircraft


maintenance engineering undertaken by REGIONAL AVIATION COLLEGE (RAC)

The RAC Curriculum for Aircraft Maintenance Engineering was first validated in October
2011. It is a regulatory requirement that curriculum be reviewed every five years to
evaluate its credibility and to provide for inclusion of new or current information,
technologies and skills. This criteria and line of thought was paramount in the review
process

The reviewed curriculum which RAC has developed is in line with the current NACTE
Standards and Specification, Standards and Recommended Practices (SARPs) as contained
in relevant Annexes of the International Civil Aviation Organization (ICAO) and
requirements for Aircraft maintenance engineering training specified in the fourth
schedule of Tanzania Civil Aviation Personnel Licensing Regulations

The reviewed curriculum has this time round encompassed all aspects of aircraft
maintenance in details and variety

RAC is obliged to acknowledge and appreciate all the suggestions, views, opinions,
assistance and inputs from each individual and organization that participated in one way
or another in the review process of this curriculum.

PART I: INTRODUCTION AND BACKGROUND INFORMATION

1.0 INTRODUCTION

1.1 ESTABLISHMENT OF REGIONAL AVIATION COLLEGE (RAC)


Regional Aviation College (RAC) was established in 2005 to enhance aviation and business
training within East and Central African. It was conceptualized and established by
professionals in the aviation industry. RAC combines this experience with a truly supportive
culture to provide adequately trained manpower. Establishment of the college was
sponsored by four stakeholders Capt. P. C. Kisamo, Mr. Patric Musembi, Mr. Nyagaka Ouko
and Mr. John Omondi. All these sponsors have abundant experience in aviation and hence
their quest to establish the college. Experience has been drawn from running of a similar
outfit in Kenya with great success

1.2 BACKGROUND INFORMATION


The aviation industry has experienced a steady growth in the past decade resulting in an
increase in state registered fleet, which consequently requires an increase in maintenance
personnel. On the other hand, there exists a significant shortage of qualified aircraft
maintenance personnel a condition brought by lack of adequate state trained technicians and
engineers from the early nineties and the expanding generation gap as most qualified
personnel are retired or retiring.
The sector is attracting foreign and local investors and it is showing tremendous signs of
prosperity. The resulting upward swing in the industry has thus increased demand of
technical expertise in the provision of services in various fields of aircraft maintenance, hence
the need for NTA levels: NTA Level 4 -Basic Certificate in Aircraft Maintenance
Engineering. Due to the shortage of skilled personnel for this vital industry, Regional
Aviation College has decided to build a capacity in its initiative to develop human resources,
especially in the training of technical personnel. The college has developed the modularized
curriculum with intention to deliver the much-needed training of aircraft maintenance
engineers.

The college conducted a baseline survey to assess the actual skills that the aircraft
maintenance sector would require. Relevant information and applicable recommended
standards and procedures of the training programme were obtained from relevant ICAO

annexes. Consultations with aviation regulators, air operators, airlines, aircraft maintenance
organizations within Tanzania and aviation training institutions in Uganda and Kenya
including views of individuals within the industry provided the means and data for aircraft
maintenance manpower requirements. Collectively the various stake holders in the aviation
industry including institutions and individuals gave their suggestions and recommendations
These efforts have enabled the college to produce this reviewed curriculum. In order to
maintain the relevance of the training; the college will establish close contacts with strategic
stakeholders in the aviation industry as practical training will be conducted in most cases
within air operators and aircraft maintenance organizations. Regional Aviation College, using
guidelines of NACTE, has prepared a programme leading to the award of NTA Level 4 –
Basic Technician Certificate in Aircraft Maintenance Engineering.

1.3 THE VISION AND MISSION OF THE RAC


1.3.1 The RAC Vision
To be a college which will train and graduate the most skilled staff for the aviation and
business industry nationally and regionally.

1.3.2 The RAC Mission


To undertake top quality training in Aviation and its related business subjects and to
disseminate knowledge nationally and regionally. Also to be recognized as resource for
influencing debate and decision making in our subjects areas across the region by establishing
an outstanding international recognition

1.4 RATIONALE, PHILOSPHY, AIM AND OBJECTIVES OF THE


PROGRAMME
This section outlines the rationale, philosophy, aim and objectives of the Aircraft
Maintenance Engineering at Basic Technician Certificate level.

1.4.1 Rationale of the Programme


Economic prosperity of a society depends on its ability to compete effectively in the
constantly changing national and global markets. Aviation industries have to exploit
opportunities offered by new technologies to remain competitive. Employers need creative
and innovative workforce equipped with knowledge, skills, and understanding to face these
effective challenges effectively and efficiently. This programme has been designed to produce

graduates who will satisfy the needs of the employers as well as self-employment in the 21st
century and are ready to enter aviation-engineering employment and equipped to continue
learning throughout life.
The technicians trained in this programme will be flexible and able to meet challenges of the
job market or industry.

1.4.2 Programme Philosophy


The philosophy of RAC is to gain a competitive advantage and always remain in the industry.
Strategically the designed curriculum is focus on affordability of cost of the courses without
compromising the level of the required quality and always study what is being offered by
rivals so that RAC and RAC offers the same level of services with much more benefits. This
will be achieved through patents and trademark initiatives and other approaches including
maintaining the RAC reputation and investing in customer base.

1.4.3 Aim of the Programme


The aim of this training programme is to supply the current and future labour market with
adequately trained technician personnel in Tanzania Civil Aviation, who will work
effectively in aircraft maintenance

1.4.4 Objectives of the Programme

The specific objectives of the Aircraft Maintenance Engineering (NTA Level 4) programme are
to establish:
a) Appropriate basic practical skills in aircraft maintenance engineering operations
b) A thorough understanding of the fundamental principles associated with aircraft
maintenance engineering in all of the related disciplines
c) Initiative, imagination, perception and confidence sufficient to cope with new
situations problems and ideas.
d) Basic skills in aircraft maintenance engineering workshops
e) The ability to communicate with members of an organization at the same, higher and
lower levels of expertise or responsibility.
f) Progressive learning environment in both classroom knowledge and practical
experience, inherently it has the capability to ensure good fundamental understanding
of the principles and functions of construction generally used in aircraft of all types
including the equipment and associated systems.

g) Complete knowledge of all the associated maintenance practice likely to be used on the
aircraft, engines and equipment components /parts
h) Fundamental practical skills, understanding of maintenance processes and principles
generally used, including compete knowledge of all tools and associated maintenance
processes that are likely to be used in hangars and workshops in the course of
maintaining aircraft to airworthy condition.
i) Appropriate facilities, tool, machines and materials for test and demonstration

1.5 ADMISSION REQUIREMENTS

The Basic Technician Certificate in Aircraft Maintenance Engineering intends to admit


applicants who posses at least one of the followings:
 Holder of Ordinary Certificate of Secondary Education Examination (CSEE) with four
(4) D passes and above in subjects including Mathematics, Physics and /or Chemistry
and other subjects except religious subjects. Or
 Holder of certificate in Mechanical/ Electrical National Vocational Award (NVA) Level
III or equivalent and with at least two D’s passes of CSEE.

1.6 STRUCTURE OF THE PROGRAMME


1.6.1 The Overall Structure
The programme comprises of 11 Modules with a total of 120 credits that are spread over two
semesters in one academic year. A module has to be covered in one semester of seventeen (17)
weeks of which fifteen (15) weeks shall be used for classes and field visits and two (2) weeks
Shall be used for examination. Therefore, the whole programme has a total of thirty (34)
weeks of study for full-time attendance mode

1.6.2 Modules of the Programme


The modules in the program are classified in the following subsections:

1.6.2.1 Fundamental Modules


These refer to those modules that provide a range of basic skills, knowledge and principles
appropriate for a graduate in the fields of Aircraft Maintenance technician. The fundamental
modules at this level will include;

1) Mathematics in Aviation Maintenance


2) Chemistry in Aviation Maintenance
3) Physics in Aviation Maintenance
4) Basic Computer Skills

1.6.2.2 Core Modules

Modules associated with the core studies provide the development of the main theme of the
programme. The modules broadly represent the main areas of the activities in the air craft
maintenance engineering course, and the in-depth treatment of them will enable graduates to
rapidly become effective aircraft maintenance technicians in the associated discipline. These
modules are taught with the fundamental ones so as to enable students gain an appreciation
of the nature and basics of aircraft engineering technology. Core modules at this level will
include;
1) Elementary Aircraft Electricity
2) Elementary Aircraft Electronics
3) Principles of Flight
4) Aviation Drawing
5) Aircraft Shop Skills
6) Aircraft Machine Tools
7) Aircraft Material Processing

1.6.3 Module Coding System


The system of coding has adopted a combination of three (3) letters and five (5) numbers,
which have a specific meaning. For example the following modules offered in the first
semester by the department of Maintenance Engineering may be coded as follows:

1.7 ASSESSMENT

Assessment is an integral part of the learning process and assessment must support and
complete the learning strategies in order to achieve the required outcomes. Assessment in
particular must reflect the required progression and be sensitive to the range of key skills
developed

1.7.1 Principles of assessment

a) Assessment will reflect the aims and objectives of the overall scheme, the route way
and the learning outcomes of the module.
b) Assessment will be designed to assist student learning, in particular will
development self- directed learning and the acquisition of key skills
c) Assessment will be varied, to facilitate motivation and in recognition of the need to
adopt approaches, which enable students to demonstrate that they have fulfilled
learning objectives.
d) Assessment will reflect progression through studying year, with increasingly more
complex methods being associated with higher order skills.

e) Assessment will recognize the requirements of International Civil Aviation
Organization-ICAO
f) Assessment will recognize the requirements of Tanzania Civil Aviation Authority-
TCAA

1.7.2 Assessment Methods

In order to satisfy the principles of assessment stated in 5.1, a range of assessment methods
are used as stipulated in the College, ICAO, TCAA and NACTE regulations. The balance
between examinations and programme work assignments, projects, practice and live aircraft
maintenance satisfies the requirement of;
• International Civil Aviation Organization (ICAO)as the international aviation
oversight agency
• Tanzania Civil Aviation Authority (TCAA)as the national aviation
regulator
• National Council for Technical Education-(NACTE) as accrediting body
The following forms of assessment will be used appropriately on the programme.

1.7.2.1 Continuous Assessment (CA)


Continuous assessment will be carried out in all modules of the programme. As the student
progresses through the programme he/she will be expected to carry out some assignments,
respond to tests and quizzes and work on presentations and role-plays. The skills of
communication, working with others, self-development, problem solving together with
practical skills shall be developed and assessed in the learning process. Assignments may be
administered in a form of written work or practical exercises that are done individually or in a
group. The continuous assessment carries a weight of 60% and it will be based on the
following components

Classroom Knowledge-Based Tests

The Classroom knowledge-based tests are intended to measure the theoretical and practical
ability of learners and evaluate their performance in timed written tests during the semester,
of not less than two (2) hours duration. The tests will be supervised and marked by the
technical institute’s lecturers as per NACTE procedures.

Competence Tests/Practical work

Practical work in the laboratory is considered to be an essential part of the programme,


allowing students to develop their practical skills in Aviation Maintenance Engineering. The
philosophy of laboratory work is to support the learning process, give knowledge by direct
observation and fact finding in contrast to factual learning. Laboratory work illustrates
principle of experimental technique and observation, illustrate the errors inevitable in
troubleshooting and give practice in making deductions from observed problems and provide
corrective measures. Laboratory work is assessed on the basis of the observation of
performance and output in the Aircraft Shop laboratory. For each module, the assessment of
the associated laboratory work contributes to the overall assessment for the module.
Assignments
Assignments allow a student to apply the knowledge gained through Lectures, Tutorials and
Laboratory works to practical situations. They develop skills in analysis, literature review and
making considerable judgment and selections. Multidisciplinary assignments allow the
integration of material taught in separate modules. Assignments will be carried out in all
modules on the programme with Aircraft Shop laboratory work. As the student progresses
through the programme he/she will be expected to carry out assignment work with multi–
discipline elements. The skills of communication, working with others, self-development,
planning, problem solving and decision making together with practical skills are developed in
assignment work.
Project Works

Practical projects in applicable shops and items of equipment, is considered to be an


essential part of the programme, allowing a student to develop practical skills in
applications. The philosophy of shop work is to support the learning process, give
knowledge by direct physical application of process and practice to compliment the
theoretical learning, involving:
I. Fabrication of metallic and non-metallic parts
II. Application of process and practice
III. Dismantling and assembly of major aero components
IV. Routine servicing of aircraft and engines
V. Use of engineering drawing
VI. Application of shop safety procedures and emergency drill
VII. Shop house keeping
Practice is assessed on the basis of the student’s performance in the applicable shops, non-
flyable and flyable aircraft, and student’s training logbook and on the job training

worksheets. For each module, the assessment of the associated practical work contributes to
the overall assessment for the module.

1.7.5.2 End of Module Examination


Semester examinations are conducted at the end of each semester. A formal timed, usually of
at least three (3) hours, but not less than two (2) hours is required to administer one
examination session. The semester examination component shall carry a weight of fourty
(40%) percent. It will be done under a supervised condition by the institute’s official
supervisors.

1.7.3 Management of Assessment


The mode of conduct and management of assessment shall be those approved by NACTE.
The management of assessment is effectively organized and implemented according to the
Institute’s Examination Regulations. These regulations can be accessed by students on the
technical institute’s website. Students shall be given an orientation on assessment during
the respective assessment activities and shall also be given at the beginning of the
programme of study, a copy of these assessment regulations.

1.8 GRADING SYSTEM AND CLASSIFICATION OF AWARD


1.8.1 Grading System
For NTA Level 4, all assessed work will be marked according to the following grading
system which specifies range of scores for different grades, grade points and their
definitions, as shown in Table 1.8.1:

1.8.1.1 Computation of Cumulative Grade Point Average (GPA)


For all assessment leading to NTA results will be computed as follows:-
a) A cumulative grade points average (GPA) for each candidate shall be computed by dividing the
total number of grade points earned for all modules by the total number of credits for the award.

Where: P represent a grade points assigned to letter grade scored by the students on a module and
N represents the Number of Credits associated with the module.
The Grade Point Average (GPA) shall be computed and truncated into one decimal point.
1.8.2 Classification of Award
NTA level 4 shall be classified in terms of Grade Point Average (GPA). Grades for the
different score ranges will be assigned with the following points as:
A – 4.0; B – 3.0;
C – 2.0; D – 1.0;
F – 0.0; Q – 0.0.
The Grade Point Average (GPA) shall be computed from credits and grade weights and
classified as shown in Table:

An award shall be given to a student who satisfies the following conditions:

a) She/he must have successfully completed all modules for which the award is
to be made; and
b) She/he has achieved the minimum cumulative Grade Point Average (GPA)
equivalent to pass.

2. 1 Qualification: Basic Technician Certificate in Aircraft Maintenance

2. 2 Purpose of Qualification: This qualification is intended for a person who
will be able to apply skills and knowledge to carry
out aircraft maintenance on routine basis under
full supervision.

2.4 Competence Descriptors: The holder of the qualification will be able to


apply skills and knowledge at routine level.

Benchmarking is a means of determining the learner’s achievement based on the statements that indicate
what the learner is expected to do in order to demonstrate that s/he has successfully realized the sub-enabling
outcomes. The statements have been formulated based on the tasks the learner is expected to perform to
