Preface

Standard Definition

The National Occupational Skills Standard (NOSS) is a Standard document that outlines the
minimum competencies required by a skilled worker working in Malaysia for a particular
area and level of occupational, also the path to achieve the competencies. The competencies
are based on the needs of employment, according to the career structure for the occupational
area and developed by industry experts and skilled workers.

The National Competency Standard (NCS) is a Standard document that outlines the
competencies required by a skilled worker in Malaysia.

Description of Standard Components

The document is divided into three (3) components which includes: -

Component I Standard Practice


This component is about the information related to occupational area
including introduction to the industry, Standard requirements, occupational
structure, levelling of competency, authority and industry requirements as
a whole.

Component II Standard Content


This component is a reference to industry employers in assessing and
improving the competencies that is required for a skilled worker. The
competencies are specific to the occupational area. The component is
divided into two (2) section which are the chart (Competency Profile
Chart, CPC) and details of the competencies (Competency Profile, CP).

Component III Curriculum of Competency Unit


This component is a reference for the training personnel to identify
training requirements, design the curriculum, and develop assessment. The
training hours that included in this component is based on the
recommendations by the Standard Development Committee (SDC). If
there are modifications to the training hours, the Department provides the
medium for discussion and consideration for the matter.

Glossary

1 Testing and Commissioning is the systematic process by which a piece of


commissioning. equipment, system, or facility is tested to verify that it functions in
accordance with the design intent and owner’s operational
requirements.
2 Distribution A distribution transformer is a transformer that provides the
transformer. final voltage transformation in the electric power distribution system,
stepping down the voltage used in the distribution lines to the level
used by the customer.
3 Programmable The programmable logic controller (PLC) is a microprocessor-based
Logic Controller system that accepts input data from switches and sensors, processes that
(PLC). data by making decisions in accordance with a stored program, and
then generates output signals to devices that perform a particular
function based on the application.
4 Voltage Voltage is the pressure from an electrical circuit's power source that
pushes charged electrons (current) through a conducting loop, enabling
them to do work such as illuminating a light.
5 Switch board An electric switchboard is a device that directs electricity from one or
more sources of supply to several smaller regions of usage. It is an
assembly of one or more panels, each of which contains switches that
allow electricity to be redirected.

1. Introduction

As the demand for Low Voltage Electrical Installations and Maintenance continue to
grow in Malaysia, there will be a need for highly skilled and competent workforce. The
development of highly skilled and competent workers in the industry is vital to ensure
that the need of the sectors that the electrical services industry supports is met. Future
workforce must be trained and equipped with the necessary industry specific skills that
can be achieved through competency training programmes. Hence, the reviewed of
NOSS for Low Voltage Electrical Installations and Maintenance is very timely and even
indispensable as the standard will provides a basis for formal and systematic training as
well as for certifying experienced personnel.

During a local conference that was held back in 2014 in Istana Hotel, Kuala Lumpur, the
invited speaker from the Energy Commission of Malaysia (EC) has shared an important
information to the participants about the statistics on competency as at December 2013.
The statistic showed the estimated number of competent persons required based on
number and type of installations are 147,270 persons and the number of competency
certificate issued are 101,240 persons. This statistic has revealed a worrying scenario
whereby there are shortage of competent person in Malaysia by 46,033 persons. Today,
it has been 5 years after the statistic is revealed and surely the requirements of competent
persons are increasing, and it is wondered if the EC has been able to meet its target.

Most importantly based on training institution feedbacks, there is also an urgency to


review the existing NOSS in order to suit the current needs of the industry.

The Level 4 for Low Voltage Electrical Installations and Maintenance personnel are
responsible to continuous operation of electrical systems. They conducted site visit,
monitoring electrical systems condition, performed installation, maintenance, testing and
commissioning in electrical installation area. Their invaluable experience competency
and expertise are a huge advantage when an electrical system is to be established in any
premises.

1.1 Occupation Overview

The Low Voltage Electrical Installations and Maintenance industries are multi-
million industries which involving various sectors such as oil and gas, construction,
transportation, services, consultations and energy. Most of this industry has huge
potential and impacts for significant growth as Malaysia is actively moving towards
achieving Industrial Revolution 4.0 (IR 4.0).

This reviewed NOSS titled Low Voltage Electrical Installations and Maintenance
specify the competencies required to perform activities such as low voltage main
switch board installation and maintenance, distribution transformer maintenance,
low voltage underground cable system installation and maintenance, low voltage
overhead system installation and maintenance, building air conditioning and
mechanical ventilation system troubleshoot, soft starter installation and
maintenance, electrical project implementation supervision, Programmable Logic
Controller (PLC) installation and DC motor system installation and maintenance.
This NOSS can be used by industries as a reference and guidelines for job
description, performance appraisal and personnel development. Training centres

could also employ this document as the programme curriculum for Malaysian Skills
Certificate (Level 4) named Low Voltage Electrical Installations and Maintenance.

1.2 Rationale of NOSS Development

This reviewed NOSS titled Low Voltage Electrical Installations and Maintenance
specify the competencies required to perform activities such as low voltage main
switch board installation and maintenance, distribution transformer maintenance,
low voltage underground cable system installation and maintenance, low voltage
overhead system installation and maintenance, building air conditioning and
mechanical ventilation system troubleshoot, soft starter installation and
maintenance, electrical project implementation supervision, Programmable Logic
Controller (PLC) installation and DC motor system installation and maintenance.
This NOSS can be used by industries as a reference and guidelines for job
description, performance appraisal and personnel development. Training centres
could also employ this document as the programme curriculum for Malaysian Skills
Certificate (Level 4) named Low Voltage Electrical Installations and Maintenance.

According to Suruhanjaya Tenaga (ST) Chargeman programs AO and A1 are


categories as LV installation and maintenance excluding generation. As such this
Level 4 NOSS complies AO and A1 ST syllabus requirements. Whereas for Level
5 complies A4 ST syllabus requirements which include LV power generation.

As such the NOSS panel would like to recommend previous NOSS of EE-302-3-
2014 Electrical Chargeman AO (Low Voltage), EE-303-3-2014 Electrical
Chargeman A1 (Low Voltage), EE-304-3-2014 Electrical Chargeman A4 (Low
Voltage), EE-320-4-2012 Low Voltage Electrical Installation and Maintenance and
EE-320-5-2012 High Voltage Electrical Installation and Maintenance to be
eliminate due to its redundancy with the new reviewed NOSS.

However, candidates pursuing this certification need to comply all other Level 4
CU requirements before can be awarded with the respective certification. Besides
that, panel also has introduced core CU on PLC as to reflect current trend of IR 4.0.

1.3 Rationale of Occupational Structure and Occupational Area Structure

The Occupational Structure and Occupational Area Structure for Low Voltage
Electrical Installations and Maintenance are illustrated in Figure 1 and Figure 2
respectively. Electrical installation components can be categorised into Electrical,
Plumbing and Other Construction Installation Activities sub-groups. Low Voltage
Electrical Installations and Maintenance operations include servicing of all these
three sub-groups of components. This NOSS covers the servicing of all these three
categories of components. Level 4 comprises both technical competencies to
perform Low Voltage Electrical Installations and Maintenance operations and
functions. The NOSS title for Level 4 Low Voltage Electrical Installations and
Maintenance is as highlighted.

1.4 Regulatory/Statutory Body Requirements Related to Occupation

Low Voltage Electrical Installations and Maintenance operation in general is


subject to the following regulatory requirements:

a) Suruhanjaya Tenaga;
b) Sarawak Energy Berhad (SEB);
c) Department of Environment (DOE);
d) Efficient Management of Electrical Energy Regulations 2008;
e) Electrical Inspectorate Unit (EIU);
f) Electricity Regulations 1994;
g) Electricity Supply Act 1990;
h) Environmental Quality Act 127;
i) Environmental Quality Act 1974;
j) Factory and Machinery Act 1967;
k) Fire Services Act 1988;
l) Local authority licensing requirements;
m) MS IEC 60364;
n) Occupational Safety and Health Act (OSHA) 1994;
o) Renewable Energy Act 2011; and
p) Solid Waste and Public Cleansing Management Act 672;

1.5 Occupational Prerequisite

Low Voltage Electrical Installations and Maintenance personnel involved in the


operation of electrical systems, it must pass the Malaysian Skills Certificate
Examination (Level 4) by the Department of Skills Development, Malaysia.

1.6 General Training Prerequisite for Malaysian Skills Certification System

The minimum entry requirements for Low Voltage Electrical Installations and
Maintenance (Level 4) for an accredited Training Institute are:

a) The ability to speak and write Bahasa Melayu and/or English;


b) No colour blind; and
c) Malaysian Skills Certificate (Level 3).

4. Definition of Competency Levels

The NOSS is developed for various occupational areas. Below is a guideline of each
NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.

Level 1: Competent in performing a range of varied work activities, most of


which are routine and predictable.

Level 2: Competent in performing a significant range of varied work activities,


performed in a variety of contexts. Some of the activities are non-
routine and required individual responsibility and autonomy.

Level 3: Competent in performing a broad range of varied work activities,


performed in a variety of contexts, most of which are complex and
non-routine. There is considerable responsibility and autonomy and
control or guidance of others is often required.

Level 4: Competent in performing a broad range of complex technical or


professional work activities performed in a wide variety of contexts
and with a substantial degree of personal responsibility and autonomy.
Responsibility for the work of others and allocation of resources is
often present.

Level 5: Competent in applying a significant range of fundamental principles


and complex techniques across a wide and often unpredictable variety
of contexts. Very substantial personal autonomy and often significant
responsibility for the work of others and for the allocation of
substantial resources features strongly, as do personal accountabilities
for analysis, diagnosis, planning, execution and evaluation.

5. Award of Certificate

The Director General may award, to any person upon conforming to the Standards the
following skills qualifications as stipulated under the National Skills Development Act
2006 (Act 652):

a) Malaysian Skills Certificate (MSC); or


b) Statements of Achievement.

6. Occupational Competencies

The Low Voltage Electrical Installation and Maintenance Level 4 personnel are
competent in performing the following core competencies:

a) Low Voltage Main Switch Board Installation and Maintenance;


b) Distribution Transformer Maintenance;
c) Low Voltage Underground Cable System Installation and Maintenance;
d) Low Voltage Overhead System Installation and Maintenance;
e) Air Conditioning and Mechanical Ventilation System Troubleshoot;
f) Soft Starter Installation and Maintenance;
g) Electrical Project Implementation Supervision;
h) Programmable Logic Controller (PLC) Installation; and
i) Low Voltage Earthing System Installation and Testing.

For added value, the Low Voltage Electrical Installation and Maintenance Level 4
personnel are competent in performing the following elective competencies:

j) DC Motor System Installation and Maintenance.

7. Work Conditions

Electrical Technical Assistant Personnel work in the condition of residential, Building


and factories. They perform various types of single-phase wiring, inspection and
maintenance of wiring. They may be exposed to various types of hazards such as working
at altitude, confined space and hazardous electrical shock. Accordingly, the works are
compliance with MS IEC 60364, MS 1979, MS 1936, Electricity Supply Act 1990 (Act
447), Electricity Regulations 1994 and Sarawak Energy Berhad (SEB). Safety at work,
health and environmental requirements are essential to prevent unsafe work condition.
Electrical Technical Assistant work according to the company's working hours. However,
they may be required to work overtime to fulfil the jobs requirement.

8. Employment Prospects

Due to the demand of Electrical Technical Assistant in Malaysia and internationally, there
is a need for a highly skilled and competent workforce. Electrical Technical Assistant can
be employed by electrical contractor companies, Electrical Services Contractor
Companies, Building Maintenance Companies, Factories and other companies involved
in the field of electric power requirements.

9. Up Skilling Opportunities

There are many job opportunities for Electrical Technical Assistant. With advanced
training and experience in specialized disciplinary priorities, they may be promoted to
technical experts in any sub-group of electrical or instrumentation. They can also conduct
training in specialized equipment and electrical assistant.
