NARRATIVE

The BDRRMC Meeting was conducted on August 16, 2021 ( ) at the barangay Church of
barangayn Manlabong, Prieto Diaz, Sorsogon. The meeting was Facilitated by the CEF Ma. Luisa D. Laban
and participated by the barangay officials, Barangay Tanod, Barangay Health Workers and the
Community Volunteers.

CEF Ma. Luisa defined KALAHI-CIDSS wich stands for “Kapit-Bisig Laban sa Kahirapan
Comprehensive and Integrated Delivery of Social Service” and that is main poverty program of the
Government of the Philippines that seeks to apply participatory, community-led and community-drive
approach that was aligned in the objective of the KALAHI-CIDSS which is communities in target
municipalities empowered to achieve improved access to basic services as well as to participatein more
inclusive local planning. Budgeting and implementation. KALAHI-CIDSS empowered the community
volunteers to participate in the barangay development.

RDANA (Rapid Damage Assessment and Needs Analysis) tool was introduced to the participants to
the identify the effects of COVID-19 to the residents, sectors, and the barangay. CEF interviewed some
Barangay Health Workers, Barangay Nutritionist Scholars, BLGU officials, Barangay Tanod, and tha
Community workers. After the identifying the effects of the COVID-19 through the RDANA tool, CEF
conducted the initial assessment. Then the result was presented to the participants. Afterwards, CEF
explained the formation of the GRS or the Grievance Redress System and the importance of its
installation to the barangay.

CEF Ma. Luisa explained the task of its committee in the BDC-TWG/BSPMC Structure to the
participants and elected the BDC-TWG/BSPMC structure to the participants and elected the
BDC-TWG/BSPMC Volunteers. Afterwards CEF presented the Sub-Project in regards with their Barangay
Grant Allocation, CEF presented the barangay Grant Allocation of Barangay Manlabong from KALAHI AF
Grant Allocation amounting to Php 506,741.00, BLGU counterpart amounting to Php 57,208.00, MLGU
counterpart amounting to Php 69,477.00 which has a total project cost of Php 633,426.00

The Volunteers was also oriented about the Sub-Project proposal and the RFR attachment so that
they can also prepare themselves in the completion of the documents. The municipal financial analyst
discussed the process and the security of documents in compliance of the opening of barangay account
such as the initial deposit, checked book bond premium, and the two valid ID’s of the BDC-TWG/BSPMC
Chairman and the barangay treasurer as they re also
the signatories in the cheque together with Ma. Cristina B. Agripa Area Coordinator of Prieto Diaz. Next
