Republic of the Philippines Department of Education REGION IV-A CALABARZON CITY SCHOOLS DIVISION OF THE CITY OF TAYABAS 19 JUL 2022 DIVISION MEMORANDUM No. _45 s. 2022 IMPLEMENTATION OF AGUYOD FOR LEARNING RECOVERY PLAN - PHASE I BRIDGING THE END OF SCHOOL YEAR (EOSY) ACTIVITIES AND BEGINNING OF SCHOOL YEAR ACTIVITIES To: OIC - Assistant Schools Division Superintendent Chief Education Supervisors Heads, Public Elementary and Secondary Schools Heads, Unit/Section All Others Concerned 1. __ Asa result of the End of School Year (EOSY) program implementation review conducted by the City Schools Division of the City of Tayabas functional divisions and units, it was reported that various academic gaps were identified across all disciplines that reflects the shortcomings of the education delivery during the declaration of National Health Emergency caused by COVID-19 pandemic. Two (2) straight school years were delivered through alternative learning delivery modality in the country removing full face-to-face learning opportunities for learners whilst limiting the maximum capacity of teachers to do intensive teaching and learning activities for the learners, 2. Notwithstanding nor discrediting the full efforts and sacrifices of all teaching and non-teaching personnel in ensuring the quality delivery of education to the communities, the City Schools Division of the City of Tayabas recognizes the most valuable efforts of the teachers, parents, stakeholders, and administrators in exerting imaginable efforts to ensure that all learners will not be left behind. However, it is undeniably reflected in the data from the validated assessment across grade levels and learning areas, as well as the program implementation review that there are gaps and challenges brought about by the unconventional set-up of education during the pandemic. The empirical data shows that there is a need to recover the learning losses that resulted to the learning gaps. 3. _ In view of the urgency to address the learning gaps due to pandemic-related disruptions of classes and to ensure that the learners are ready for SY 2022 - 2023, the City Schools Division of the City of Tayabas launched the Learning Recovery Plan dubbed as “AGUYOD for Learning Recovery Plan” consist of various phases. © bray. Year Activities (BOSY). It is rather a bridging strategy of the City Schools Division of the City of Tayabas to ensure readiness of the learners for a new school year. The Phase I specifically aims to: a. conduct End of School Year (EOSY) activities as mandated by DepEd Order No. 029 s. 2021 (p.4), par. 24 which states that “the remedial classes for public schools shall start on July 4, 2022, Monday, and shall end on August 12, 2022, Friday;” b. conduct Beginning of School Year (BOSY) activities as mandated by DepEd Order No. 034 s. 2022 par. 14 (a) which states that ‘enrollment activities shall be held from July 25, 2022 to August 22, 2022 xxx’ and “Brigada Eskwela and Oplan Balik Eskwela, which shall focus on an information campaign, preparations, and strengthening partnerships that complement the Department's effort to ensure quality basic education. The Brigada Eskwela and Oplan Balik Eskwela shall be conducted on August 1-26, 2022 and August 15, 2022, respectivel, ©. conduct psychosocial and mental health activities to develop happy and confident learners ready for in-person classes which was disrupted during pandemic; and d. intensify campaign of schools for open access to education through innovative, enjoying, and creative strategies 5. The implementation of the Phase I shall be implemented within July 25, 2022 to August 19, 2022. Furthermore, the following are the general guidelines in the implementation of AGUYOD for Learning Recovery - Phase I: a. Activities to be implemented by the school shall bridge the End of School Year (EOSY) Activities of SY 2021 - 2022 and Beginning of School Year (BOSY) Activities of SY 2022 - 2023. Activities for the Phase 1 shall embed the remedial classes and/ or enrichment classes as mandated by existing policies of the department as well as the enrollment campaign, Oplan Balik Eskwela, and Oplan Balik Eskwela of the schools. ¢. To ensure enjoyment and promote mental health and well-being of learners, schools shall implement game-based, collaborative, team- based and socially oriented activities with embedded academic contents or remediation as part of the academic preparation for the incoming school year. However, schools are highly reminded to follow existing protocols related to health and safety. d. Academic contents shall form part of the game-based and collaborative activities to be implemented in order to produce learners who are happy, confident, and ready - both psychological and social - for the upcoming in-person classes. © bray. The Curriculum Implementation Division of the City Schools Division of the City of Tayabas will provide the Compendium of Learning Activities, including procedures for instruction to schools. It shall be released not later than July 22, 2022. Learners activity shall not exceed more than four (4) hours per day. {. The School Governance and Operations Division through the Social Mobilization Section shall provide assistance in providing and mobilizing resources in support to the program g Monitoring of the implementation of the Phase 1 shall be a joint responsibility of all Education Program Supervisors in the Curriculum Implementation Division and the School Management, Monitoring & Evaluation Section of the School Governance and Operations Division. h. Health and Safety Monitoring shall also be conducted by the School Health and Nutrition Section of the School Governance and Operations Division and the Disaster Risk Reduction and Management Unit of the Office of the Schools Division Superintendent. i. Other units, sections and functional divisions not mentioned in the above stipulations shall also provide support and assistance to needing schools based on the services provided by their respective offices. j. The School Health and Nutrition Section of the School Governance and Operations Section shall intensify campaign on voluntary vaccination of learners. 6. In order to ensure that teachers’ welfare is also considered in the implementation of the Phase I, the following guidelines are hereby issued: a, In compliance to DepEd Order No. 029 s. 2021 and DepEd Order 034 s. 2022, teachers who will render services during their official vacation will be granted with appropriate compensatory privileges, such as but not limited to Compensatory Time Off (CTO) or Service Credits. In case maximum privileges were already granted, the Schools Division Office will submit request approval of crediting excess service credits or compensatory time offs to the Regional or National Office, whichever is responsible. b. Teacher's services during the implementation of the Phase I will remain voluntary. However, in the exigency of the services being required by the existing DepEd Orders, teachers are highly encouraged to participate in the program. cc. To ensure additional protection of personnel, the School Health and Nutrition Section shall facilitate coordination activities to the City Health Office on the provision of vaccination {if not yet vaccinated) and the provision of booster shots (for vaccinated employees). The institution remains on the policy that vaccination is not mandatory however highly recommended. © bray. Teachers’ services shall computed per hour in relation to granting Compensatory Time Off (CTO) or Service Credits. Thus, they are not required to be in school or to facilitate Phase I activities the whole day. e. Schools are highly encouraged to provide scheduling and activities for teachers which will not cover their whole day or whole week to ensure that they will still enjoy the vacation guaranteed by existing laws. The use of rotation or alternate scheme for scheduling of teachers are highly encouraged. d. In cases where schools has a strong network of volunteers, the school may engage them as assistant or collaborators in implementing the Phase 1 activities. 7. _ Aside from the specific learner-centered activities to be released by the Curriculum Implementation relative to the implementation of the Phase I, schools are hereby instructed to ensure conduct of the following activities which shall be imbedded in their Aguyod for Learning Recovery Program Implementation: a. Brigada Pagbasa (Game-Based, Collaborative, Team-Based, Theater Based) b. Brigada Eskwela (which includes resource mobilization for Phase I and for the School Opening) c. Enrollment Campaigns; and d.— Oplan Balik Eskwela Activities 8. A separate memorandum will be issued by this office relative to the implementation of the succeeding phases of the program. 9.
