Subject: Implementation of Quality Control Orders for steel and steel Products
– Regarding

Sir/Madam,

This is with reference to the Quality Control Orders for Steel Products issued
by the Ministry of Steel, Government of India, under Section 16 of the BIS Act, 2016
through which 145 steel and steel products have been notified for compulsory BIS
certification. The list is available on BIS website www.bis.gov.in under “Products under
Compulsory Certification”

2. As you are aware, as per these Quality Control Orders (QCOs) read with
Section 17 of the BIS Act, 2016, after the date of enforcement of the QCO, no person
shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any of
the products which are under compulsory certification. Any person who contravenes
the provisions of section 17 shall be punishable with imprisonment for a term which
may extend up to two years or with fine of an amount as defined in Section 29 of the
BIS Act, 2016.

3. It is observed that among the 145 steel and steel products which have been
notified for compulsory certification, there are 143 products which are currently under
compulsory certification i.e. the last date of enforcement of the QCO has passed.
Among these products, BIS has granted licences for 86 products. However, there are
57 products for which no licences have been granted by BIS and there are no
applications in process either. It is therefore presumed that none of the manufacturers
in India are manufacturing these products.
4. You are requested to please examine the enclosed list of 57 steel and steel
products at Annex- 1, which are under compulsory certification but for which no
licences have been granted, and confirm that none of these products are being
manufactured by you. In case you are manufacturing any of these products, we advise
you to apply for BIS licence immediately for those products.

5. In addition, in case you are aware of other manufacturers of these products

who are yet to apply for BIS certification, it is requested to please share the details i.e.
name, factory address (including district and state), contact number, email address of
such manufacturers with BIS and also inform them to apply for BIS licence without
delay.
