Brief Description of Proposal Concept
Name of Proposed Cluster Mandla Forest Produce and Kodo Kutki Millet Cluster
Block Ghughari
District Mandla
State Madhya Pradesh
Kodon-Kutki (Minor Millet) is the main product of the
proposed Cluster. Kodo-Kutki kheer is a pudding
originating from the villages of Mandla. It is prepared
with traditionally cultivated minor millets Kodo
(Paspalum scrobiculatum) and Kutki (Panicum
sumatrense), boiling milk and sugar being its basic
ingredients. Core products of the proposed cluster are
• Wild Honey
Sector/ Core Product • Natural Vinegar from Jamun, Honey and Mahua
of the Proposed • Energy Drink from Jamun & Mahua
Cluster
• Jamun Seed Powder
• Mahua Oil
• Dried Jamun
• Dried Mahua Flower
• Kodon Flour
• Kodon-Kutki Millet
• Ramtil (Niger) seed oil
• Ramtil (Niger) seed

which are also supplied through the public distribution system. By
an estimate almost 90% of all farmers in Ghughari grow kodo-kutki.
Prior CARD has been working with more than ten thousand small and
interventions in marginal tribal farmers of Mandla, particularly from Ghughari block.
the cluster / Almost all farming households grow kodo-kutki in their sloppy
with artisans lands. CARD has demonstrated scientific cultivation of these minor
(by any GO/NGO millets through various trainings, farmer field schools, individual on
/Pvt) including field demonstrations, etc. These initiatives were supported by the
implementation MKSP (Ministry of Rural Development), ATMA (Ministry of
of any scheme, Agriculture), SDTT, Tejaswani (IFAD), Field bunding (MGNREGA),
program, etc and watershed programmes.
A majority of the population depends on agriculture and forest
produce as their major source of livelihood. The main crops of the
region rice, maize, wheat, kodo-kutki, and other small millets and
pulses (tuar and kulthi); oilseeds, such as groundnuts (peanuts),
soybeans, sunflowers, oil seed ramtilla, are also grown but in a very
less quantity. Very few cash crops are grown and most agriculture is
monocrop, owing to lack of irrigation, lack of knowledge and
markets. Since the earning from agriculture and other sources of
livelihood is inadequate to meet both the ends, seasonal migration
and sometimes cases of acute starvation are common phenomenon
Present among tribal and dalit communities. Almost all the blocks constitute
Livelihood natural dense forest and hills and some plains with small land
Pattern of the holding. As is clear, a large majority of the population comprises

exploitative terms and conditions. The agriculture practice followed
is primitive in nature and at most times productivity is very low or
not in requirements of the markets. The need of the region is a
diversified livelihood opportunity while increasing productivity of
agriculture, which remains primary occupation of the population.
Additional market information (for enabling access) input to
strengthen the forest produce linked (Non-Timber Forest Produce)
livelihoods which forms over 40% of family income in the region
would also be explored.

The proposed intervention focuses on promoting sustainable
livelihoods for poor, small farming communities (particularly
women and tribals) through a combination of tapping the collective
power of people, efficient and sustainable agricultural practices,
ensuring efficient supply chains (through farmers and market
players working together), access to improved markets, and a
support system that consists of a viable information product using
Salient mobile technology, and leveraging existing public and private
Features / resources in the implementation areas.
Uniqueness of Through our model we expect to see:
the Project
• Increases in productivity of high-quality products through
efficient agriculture, precision use of inputs, and choice of
market-led crop diversification;
• Improved and sustained access to markets through aggregation
of commodities achieving bigger volumes and primary value
addition at the village level to support market demand.
• Improved access to agricultural services for women farmers

CARD 21
• The creation of producer companies consisting of farmers and
primary market players to sustain the business (production and
trade) after the life of the ‘project’.
• Success leading to opportunities of scale up to other regions,
farming communities and market intermediaries through
investment, replication, and support from private and public
sector bodies (eg telecom companies, big buyers, central/state
government departments; A sustainable communication system
geared towards providing timely information and in a form that
the farmer requires with appropriate linkages built-in (not a
stand-alone service).
We expect the solution to result in an increase in farm productivity
and a decrease in input costs of at least 20%. Farmers will achieve
increased selling prices (at least 10%) due to better quality market
information and linkages. All of this will lead to increased net income
of at least 70%. In addition the innovation will improve food security
and nutrition for farmer households who will be encouraged to grow
local crops instead of rice/ wheat as the main crop with a tiny
proportion of one other to meet cash needs production to include
minor millets (highly nutritious) and cereals that have high market
value. This will reduce the risk of crop failure and ensure that
farmers have high value nutritional food. Through scale up, there will
be a significant increase in the overall contribution of small farmers
towards food production and nutrition.
