➢ About: NDP I is a scientifically planned multi-state initiative to support milk cooperatives and
milk producer companies along with breeding improvement initiative.
➢ Objectives:
• To help increase productivity of milch animals and thereby increase milk production
to meet the rapidly growing demand for milk.
• To help provide rural milk producers with greater access to the organised milk-
processing sector.
➢ Funding:

• NDP I will focus on 18 major milk producing states namely Andhra Pradesh, Bihar,
Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab,
Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Telangana, Uttarakhand,
Jharkhand, and Chhattisgarh.
• Coverage of NDP I will however be across the country in terms of benefits accruing
from the scheme.

➢ Components
B. Village based milk procurement systems for weighing, testing quality of milk received and
making payment to milk producers.
➢ About:
• Phase two of NDP, which is being promoted as ‘Mission Milk’, will be spread over a
period of five years with financial outlay of Rs 8,000 crore for which NDDB is holding
consultation with the World Bank.
• Second phase of the National Dairy Plan (NDP) – the ambitious project to double milk
production of India – which is already world’s largest milk producer.

➢ Aim:
• There are 12 institutes where mass embryo production will take place.
• The second phase of NDP would also see massive expansion of embryo production
capacity.

• The initiative recognizes India’s vulnerability to climate change with nearly half of its

➢ Aim: The project aims to enhance resilience of Indian agriculture to climate change and
climate vulnerability through strategic research and technology demonstration

➢ Aim: To make farming remunerative economic activity by strengthening farmer’s effort, risk
mitigation and promoting agribusiness entrepreneurship
➢ Objectives:
• To incentivize the states that increase their investment in Agriculture and allied
sectors.
• To provide flexibility and autonomy to the States in planning and executing
programmes for agriculture.
➢ Strategy:
➢ Convergence: The scheme encourages convergence with other programmes such as NREGS.
➢ Geo Tagging: Geo-tagging of assets created under RKVY has been initiated with technical
support from National Remote Sensing Centre. More than 75,000 assets geo- tagged.
➢ Framework: The states are mandatorily required to prepare the District and State Agriculture
Plans that comprehensively cover resources and indicate definite action plans.
RKVY-RAFTAAR - Rashtriya Krishi Vikas Yojana- Remunerative Approaches for Agriculture and Allied
sector Rejuvenation.
➢ About:
• States initiate the process of decentralized planning for agriculture and allied sectors
through preparation of District Agriculture Plans (DAPs) and State Agriculture Plan
(SAP) based on agro-climatic conditions, availability of appropriate technology and
natural resources to ensure accommodation of local needs, cropping pattern,
priorities etc.
• RKVY has also enabled adoption of national priorities without affecting the
autonomy and flexibility of States through sub-schemes.
➢ These are being implemented through the window of RKVY. Components of the scheme:
• Agripreneurship Orientation - 2 months duration with a monthly stipend of Rs. 10,000/- per
month. Mentorship is provided on financial, technical, IP issues etc.
• Seed Stage Funding of R-ABI Incubatees – Funding upto Rs. 25 lakhs (85% grant & 15%
contribution from the incubatee).
• Idea/Pre-Seed Stage Funding of Agripreneurs – Funding up to Rs. 5 lakhs (90% grant and
10% contribution from the incubatee).
➢ Funding:
• RKVY-RAFTAAR funds would be provided to the States as 60:40 grants between Centre
and States (90:10 for North Eastern States and Himalayan States).
• Under it, 50% of annual outlay will be provided for setting up infrastructure and
assets, 30% for value-addition linked production projects and 20% of outlay will be
flexi-funds for supporting any project as per the local needs.
• Moreover, about 20% of the annual outlay will be provided for implementing special
sub-schemes of national priorities under RKVY-RAFTAAR.
➢ Aim: To take care of essential technologies with respect to certain provisions for the
incentivised supply of recommended agricultural inputs to farmers who adopt the cluster

approach in order to ensure equity amongst the farmers themselves across selected locations
in the BGREI States.
➢ Objectives:
• To increase production & productivity of rice and wheat by adopting latest crop
production technologies.
• To promote cultivation in rice fallow area to increase cropping intensity and income
of the farmers.
• To create water harvesting structures and efficient utilization of water potential; and
to promote post-harvest technology and marketing support.
➢ Allocation of Funds:
• The allocation of funds will be made for general, Special Component Plan (SCP) for
Scheduled Castes and Tribal Sub Plan (TSP) for Scheduled Tribes as per their
proportion in state population.
• Besides, at least 33 % of funds will be earmarked for small and marginal farmers. At
least 33 % of funds will be made for women farmers. Fund sharing: The funding share
between GOI & state Govt has been 60:40.
➢ Coverage: It will be implemented in seven eastern states namely Assam, Bihar, Chhattisgarh,
Jharkhand, Odisha, West Bengal, and eastern Uttar Pradesh. Under BGREI program, wheat
component will be implemented in districts not covered under NFSM-wheat.
➢ Monitoring Mechanism: The monitoring mechanism for the Bringing Green Revolution to
Eastern India (BGREI) is executed by two teams as given below:
➢ Context:
• Crop Diversification Programme (CDP) has been implemented for replacing paddy
crop with less water consuming alternative crops to save water and protect soil in the
state of Punjab.
• It is being implemented in Original Green Revolution States to divert the area of paddy
crop to alternate crops and in tobacco growing states to encourage tobacco farmers
to shift to alternate crops/cropping system.
➢ Aim:
• To diversify area from water guzzling crop like paddy to alternate crops like maize,
pulses, oilseeds, cotton & agro-forestry plantation.
• To promote technological innovation to encourage farmers to choose crop
alternatives.
➢ Interventions covered:

➢ Aim: To reclaim the lands affected by Salinity and Alkalinity and to bring back to enhanced
crop production.
➢ Objectives:
• To reclaim and develop problem soils (lands affected by alkalinity, salinity & acidity).
• To improve soil fertility and productivity by application of soil test based judicious
use of fertilizers and application of macro & micronutrients, etc.
➢ Funding Pattern: Sub scheme of RKVY with the sharing pattern of 60:40 by the Centre and
State.
➢ Benefits Offered (Subsidy): 100% Grant is provided for all the reclamation measures.
8. Saffron Mission
➢ Launch Year: 2010
➢ Aim:
• Improving an overall production of saffron by providing quality seeds and
uninterrupted water supply. Vision: To revive the traditional saffron cultivation in
areas of Jammu and Kashmir.
➢ Components:
1. Rejuvenation / Replanting of existing saffron area for improving production.
2. Improving soil Health BY INM, IPM, IDM
3. Strengthening of irrigation system
4. Enhancing production quality
5. Saffron Mechanization
6. Infra structure Development
7. Transfer of technology
8. Contingencies for monitoring of field Programmes
➢ Aim: It aims at enhancing availability of green and dry fodder throughout the year and also to
mitigate shortage of fodder caused by the natural calamities like droughts and floods.
➢ Three-Pronged Approach:
➢ Coverage: The scheme is to be implemented in the drought prone districts/blocks across the
country.
➢ Financial Assistance: Farmers in drought prone districts/blocks will be helped @ Rs. 6000/-
per hectare as per cost norms for a maximum area of two ha. per beneficiary for taking up
additional production of fodder in these districts/blocks.
➢ Objective: To enhance the area expansion under cashew plantation and enhancement of
production and productivity.
➢ Strategy:
• Quality planting material – grafts will be made available for cashew plantation – both
through the Govt. nursery as well as through private sector participation only from
the accredited nurseries.
➢ Subsidy: Subsidy is permissible for a minimum area of 0.4 ha and up to maximum 4 ha. For an
individual beneficiary in a compact patch of 4 ha. or above.
➢ Aim: For drought proofing of identified districts of Andhra Pradesh, Karnataka, and
Rajasthan.
➢ Criteria for Selection of States: The scheme would be implemented in the States with more
than 500000 hectares of pulses area. The states of M.P, U.P, Karnataka, Andhra Pradesh,
Gujarat, Chhattisgarh, Bihar, Maharashtra, Orissa, Rajasthan, and Tamil Nadu, constituting
nearly 96% of pulses area would be covered under the scheme.
➢ Preference to rainfed areas: Pulses villages in the Rainfed areas in the selected states with
no assured irrigation source would only be targeted for the implementation of the
programmes prescribed under the scheme.
13. Special initiatives for pulses and oilseeds in dry land areas of 60000 villages
➢ Launch Year: 2010
➢ Aim: To provide services of mechanization on custom hiring basis, especially for soil
preparation and sowing for improving production and productivity of pulses and oilseeds.
➢ Roles/Responsibilities: Ensuring timely land preparation and planting of the crops on ridges
so as to facilitate in-situ-water conservation in watershed.

➢ Objectives:
• To bring one million ha area of rice fallow under oilseeds and pulses cultivation.
• To target 100 villages each in 15 districts of the region to achieve tangible results.
➢ Mapping Rice Fallow Areas in India: In India efforts on mapping of rice fallow areas in some
Eastern States using remote sensing technique has been attempted through Mahalanobis
Crop Forecasting Centre, New Delhi.
➢ Funding:
• Expenditure shared between central and state government in the ratio of 90:10 for
Assam and for remaining States in 60:40 ratio.
• Allocation of fund will be made for general, Special Component Plan (SCP) for
scheduled Caste and Tribal Sub-Plan (TSP) for Scheduled Tribes as per proportions in
State population.
