1. National Dairy Plan Phase 1 (NDP-1)


➢ Launch Year: 2012

➢ Nodal Ministry: Ministry of Fisheries, Animal Husbandry & Dairying

➢ End Implementing Agency (ELA’s): National Dairy Development Board

➢ Funded By: World Bank

➢ About: NDP I is a scientifically planned multi-state initiative to support milk cooperatives and
milk producer companies along with breeding improvement initiative.

➢ Objectives:

• To help increase productivity of milch animals and thereby increase milk production
to meet the rapidly growing demand for milk.

• To help provide rural milk producers with greater access to the organised milk-
processing sector.

➢ Funding:

• National Dairy Plan Phase I (NDP I) is a Central Sector Scheme.

• Funding will be through a line of credit from the International Development


Association (IDA), which along with the share of the Government of India will flow
from DADF to NDDB and in turn to eligible End Implementing Agencies (EIAs).

➢ Project Area:
• NDP I will focus on 18 major milk producing states namely Andhra Pradesh, Bihar,
Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab,
Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal, Telangana, Uttarakhand,
Jharkhand, and Chhattisgarh.

• Coverage of NDP I will however be across the country in terms of benefits accruing
from the scheme.

➢ Components

A. Productivity Enhancement: It aims at increasing bovine productivity through a scientific


approach to animal breeding and nutrition.

B. Village based milk procurement systems for weighing, testing quality of milk received and
making payment to milk producers.

2. National Dairy Plan Phase 2 (NDP-2)


➢ Launch Year: 2019

➢ Nodal Ministry: Ministry of Fisheries, Animal Husbandry and Dairying

➢ End Implementing Agency (ELA’s): National Dairy Development Board

➢ Funded By: World Bank

➢ About:

• Phase two of NDP, which is being promoted as ‘Mission Milk’, will be spread over a
period of five years with financial outlay of Rs 8,000 crore for which NDDB is holding
consultation with the World Bank.

• Second phase of the National Dairy Plan (NDP) – the ambitious project to double milk
production of India – which is already world’s largest milk producer.

➢ Aim:

• Enhancing milk processing capacity and infrastructure of dairy co-operatives.

• To establish milk quality testing equipment at critical points in procurement area.

➢ Tentative Project Period: 2020-25

➢ Targeted Growth in Milk Production: 6% plus

• There are 12 institutes where mass embryo production will take place.
• The second phase of NDP would also see massive expansion of embryo production
capacity.

3. National Innovations on Climate Resilient Agriculture (NICRA)


➢ Launch Year: 2011

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implementing Agency: Natural Resource Management Division (ICAR), New Delhi

➢ Technology Partners:
• KVKs in eight zones -100
• Co-operating centres of AICRP on Dryland Agriculture – 25
• Technology Transfer Divisions of Core Institutes – 7

➢ About:
• The initiative recognizes India’s vulnerability to climate change with nearly half of its
population dependent on agriculture.

• It is estimated that by 2039, climate change could cause a drop in production by 4 to


9 % which could, in turn, cost up to 1.5 % of GDP as Agriculture makes nearly 16% of
India s GDP.

➢ Aim: The project aims to enhance resilience of Indian agriculture to climate change and
climate vulnerability through strategic research and technology demonstration

➢ Objectives:

• To undertake strategic and applied research on climate change adaptation and


mitigation.
• To validate, demonstrate and assess the impact of climate resilient technologies on
farmers’ fields.

• To strengthen the capacity of scientists, farmers, and other stakeholders on climate


resilient agriculture.

➢ Strategic Research: The research on adaptation and mitigation covers crops, livestock,
fisheries, and natural resource management.

➢ Components: The project consists of four components viz.

1. Strategic Research
2. Technology Demonstration
3. Capacity Building
4. Sponsored/Competitive Grants

➢ Features:

• Assessment of Crop Zones and their Climate Vulnerability


• Measuring GHG emissions
• Screening of crop germplasm to promote drought resistant varieties
• Evaluation and adoption of new technologies of paddy cultivation
• Special attention to livestock and fishery sectors
• Understanding of crop-pest/pathogen relationship under changing the climate
• Facilitating wider adoption by farmers through KVKs and NMSA.

4. Rastriya Krishi Vikas Yojana (RKVY)


➢ Launch Year: 2007

➢ Nodal Ministry: Ministry of Agriculture & Farmers’ Welfare

➢ Nodal Implementing Agency: State Agriculture Department

➢ About:

• It is a State Plan scheme


• The eligibility of a state for the RKVY is contingent upon the state maintaining or
increasing the State Plan expenditure for Agricultural and Allied sectors.

➢ Aim: To make farming remunerative economic activity by strengthening farmer’s effort, risk
mitigation and promoting agribusiness entrepreneurship

➢ Objectives:

• To incentivize the states that increase their investment in Agriculture and allied
sectors.
• To provide flexibility and autonomy to the States in planning and executing
programmes for agriculture.

➢ Strategy:

• The baseline expenditure is determined based on the average expenditure incurred


by the State Government during the three years prior to the previous year.
• The preparation of the district and State Agriculture Plans is mandatory.

➢ Convergence: The scheme encourages convergence with other programmes such as NREGS.

➢ Funding: The pattern of funding is 100% central Government Grant.

➢ Geo Tagging: Geo-tagging of assets created under RKVY has been initiated with technical
support from National Remote Sensing Centre. More than 75,000 assets geo- tagged.

➢ Framework: The states are mandatorily required to prepare the District and State Agriculture
Plans that comprehensively cover resources and indicate definite action plans.

➢ Monitoring of RKVY: A web-based Management Information System for RKVY [Relational


Database and Management Information System (RDMIS)] has been established to collect and
disseminate relevant information and data related to each RKVY project and also to monitor
progress and completion details of these projects over their life cycle.

RKVY-RAFTAAR - Rashtriya Krishi Vikas Yojana- Remunerative Approaches for Agriculture and Allied
sector Rejuvenation.

➢ Launch Year: 2017

➢ Nodal Ministry: Ministry of Agriculture & Farmers’ Welfare

➢ About:

• States initiate the process of decentralized planning for agriculture and allied sectors
through preparation of District Agriculture Plans (DAPs) and State Agriculture Plan
(SAP) based on agro-climatic conditions, availability of appropriate technology and
natural resources to ensure accommodation of local needs, cropping pattern,
priorities etc.
• RKVY has also enabled adoption of national priorities without affecting the
autonomy and flexibility of States through sub-schemes.

➢ National priorities like

• Bringing Green Revolution to Eastern India (BGREI),


• Crop Diversification Program (CDP), Reclamation of Problem Soil (RPS),
• Foot & Mouth Disease -Control Program (FMD-CP),
• Saffron Mission,
• Accelerated Fodder Development Programme, etc.
• Targeting Rice Fallow Areas (TRFA)

➢ These are being implemented through the window of RKVY. Components of the scheme:

• Agripreneurship Orientation - 2 months duration with a monthly stipend of Rs. 10,000/- per
month. Mentorship is provided on financial, technical, IP issues etc.

• Seed Stage Funding of R-ABI Incubatees – Funding upto Rs. 25 lakhs (85% grant & 15%
contribution from the incubatee).

• Idea/Pre-Seed Stage Funding of Agripreneurs – Funding up to Rs. 5 lakhs (90% grant and
10% contribution from the incubatee).

➢ Funding:

• RKVY-RAFTAAR funds would be provided to the States as 60:40 grants between Centre
and States (90:10 for North Eastern States and Himalayan States).
• Under it, 50% of annual outlay will be provided for setting up infrastructure and
assets, 30% for value-addition linked production projects and 20% of outlay will be
flexi-funds for supporting any project as per the local needs.
• Moreover, about 20% of the annual outlay will be provided for implementing special
sub-schemes of national priorities under RKVY-RAFTAAR.

5. Bringing Green Revolution to Eastern India (BGREI)


➢ Launch Year: 2010

➢ Nodal Ministry: Ministry of Agriculture and Farmers’ Welfare

➢ Aim: To take care of essential technologies with respect to certain provisions for the
incentivised supply of recommended agricultural inputs to farmers who adopt the cluster

approach in order to ensure equity amongst the farmers themselves across selected locations
in the BGREI States.

➢ Objectives:

• To increase production & productivity of rice and wheat by adopting latest crop
production technologies.

• To promote cultivation in rice fallow area to increase cropping intensity and income
of the farmers.

• To create water harvesting structures and efficient utilization of water potential; and
to promote post-harvest technology and marketing support.

➢ Interventions: The major interventions are as follows:

• Block / cluster demonstration of improved production technology


• Asset building activities for farm improvement
• Site specific activities for farm renovation
• Block / cluster demonstration of improved production technology
• Asset building activities for farm improvement
• Site specific activities for farm renovation
• Seed production & distribution
• Need based Inputs.
• Marketing support & post-harvest management and
• Ecology specific rice-based cropping

➢ Allocation of Funds:

• The allocation of funds will be made for general, Special Component Plan (SCP) for
Scheduled Castes and Tribal Sub Plan (TSP) for Scheduled Tribes as per their
proportion in state population.

• Besides, at least 33 % of funds will be earmarked for small and marginal farmers. At
least 33 % of funds will be made for women farmers. Fund sharing: The funding share
between GOI & state Govt has been 60:40.

➢ Coverage: It will be implemented in seven eastern states namely Assam, Bihar, Chhattisgarh,
Jharkhand, Odisha, West Bengal, and eastern Uttar Pradesh. Under BGREI program, wheat
component will be implemented in districts not covered under NFSM-wheat.

➢ Monitoring Mechanism: The monitoring mechanism for the Bringing Green Revolution to
Eastern India (BGREI) is executed by two teams as given below:

1. National Level Monitoring Team


2. District Level Monitoring Team

6. Crop Diversification Program (CDP)


➢ Launch Year: 2013

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Context:

• Crop Diversification Programme (CDP) has been implemented for replacing paddy
crop with less water consuming alternative crops to save water and protect soil in the
state of Punjab.
• It is being implemented in Original Green Revolution States to divert the area of paddy
crop to alternate crops and in tobacco growing states to encourage tobacco farmers
to shift to alternate crops/cropping system.

➢ Aim:

• To diversify area from water guzzling crop like paddy to alternate crops like maize,
pulses, oilseeds, cotton & agro-forestry plantation.
• To promote technological innovation to encourage farmers to choose crop
alternatives.

➢ Interventions covered:

1. Alternate Crop Demonstrations (40%)


2. Farm Mechanization and Value Addition (28%)

3. Site Specific Activities (30%)


4. Contingency for awareness, training, implementation, monitoring, etc (2%)

➢ Coverage:

• It is being implemented in the following states-States for replacing paddy crop -


Punjab, Haryana, and Western Uttar Pradesh.
• CDP in states for replacing tobacco crop -It has been extended in states of Andhra
Pradesh, Bihar, Gujarat, Karnataka, Maharashtra, Odisha, Tamil Nadu, Telangana,
Uttar Pradesh, and West Bengal to encourage tobacco growing farmers to shift to
alternate crops/cropping system.

7. Reclamation of Problem Soil (RPS)


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Aim: To reclaim the lands affected by Salinity and Alkalinity and to bring back to enhanced
crop production.

➢ Objectives:

• To reclaim and develop problem soils (lands affected by alkalinity, salinity & acidity).

• To adopt need-based site specific on farm development, bio-engineering measures,


and application of soil amendments in Projectized Approach.

• To improve soil fertility and productivity by application of soil test based judicious
use of fertilizers and application of macro & micronutrients, etc.

• To enhance crop yields by adoption of salt tolerant crop/tree farming systems to


ensure food security of the country; and

• To create awareness amongst farmers & stakeholders for continuous cultivation to


prevent re-occurrence of problem of alkalinity, salinity, and acidity in conjunction
with other ongoing missions.

➢ Funding Pattern: Sub scheme of RKVY with the sharing pattern of 60:40 by the Centre and
State.

➢ Benefits Offered (Subsidy): 100% Grant is provided for all the reclamation measures.

8. Saffron Mission
➢ Launch Year: 2010

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Aim:
• Improving an overall production of saffron by providing quality seeds and
uninterrupted water supply. Vision: To revive the traditional saffron cultivation in
areas of Jammu and Kashmir.

• Enhancement of Research and Extension capability and develop appropriate system


for organised marketing for the growers.

➢ Components:
1. Rejuvenation / Replanting of existing saffron area for improving production.
2. Improving soil Health BY INM, IPM, IDM
3. Strengthening of irrigation system
4. Enhancing production quality
5. Saffron Mechanization
6. Infra structure Development
7. Transfer of technology
8. Contingencies for monitoring of field Programmes

9. Accelerated Fodder Development Programme


➢ Launch Year: 2011

➢ Aim: It aims at enhancing availability of green and dry fodder throughout the year and also to
mitigate shortage of fodder caused by the natural calamities like droughts and floods.

➢ Three-Pronged Approach:

• Production of Quality Breeder and Foundation Seeds.

• Enhancement of Production of Fodder *Adoption of appropriate technologies for


Post-Harvest Management.

➢ Coverage: The scheme is to be implemented in the drought prone districts/blocks across the
country.

➢ Financial Assistance: Farmers in drought prone districts/blocks will be helped @ Rs. 6000/-
per hectare as per cost norms for a maximum area of two ha. per beneficiary for taking up
additional production of fodder in these districts/blocks.

10. Area Expansion of Cashew


➢ Launch Year: 2018

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Objective: To enhance the area expansion under cashew plantation and enhancement of
production and productivity.

➢ Time Frame: The project will be completed in 4 years.

➢ Strategy:

• Awareness building through extension and information dissemination on crop


possibilities and market demand.

• Quality planting material – grafts will be made available for cashew plantation – both
through the Govt. nursery as well as through private sector participation only from
the accredited nurseries.

• Technical support services will be made available at the doorstep of farmers.

• The programme will be taken up in convergence with MGNREGA wherever feasible.


However, subsidy from multiple sources for particular component is not allowed.

➢ Subsidy: Subsidy is permissible for a minimum area of 0.4 ha and up to maximum 4 ha. For an
individual beneficiary in a compact patch of 4 ha. or above.

11. Pilot Intervention for Most Vulnerable Drought Prone Districts


➢ Launch Year: 2018

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ About: An allocation of Rs. 25 crores for a pilot implementation of interventions to address


the issue of the most vulnerable drought prone districts in the country.

➢ Aim: For drought proofing of identified districts of Andhra Pradesh, Karnataka, and
Rajasthan.

12. Integrated Development of 60,000 Pulses Village in Rainfed Areas


➢ Launch Year: 2011

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implementing Agency: Department of Agriculture Cooperation (DAC) implemented this


programme through Commissions / Directors of Agriculture of respective states.

➢ Aim: To increase production and productivity of pulse crops by disseminating latest


production technologies at the farmers’ field.

➢ Interventions: Three broad categories of interventions are:


1. In situ moisture conservation
2. Accelerated Pulses Production Program with inclusion of mini kits and pest
surveillance.

3. Market linked extension support.

➢ Funding: 100% funding by Government of India

➢ Criteria for Selection of States: The scheme would be implemented in the States with more
than 500000 hectares of pulses area. The states of M.P, U.P, Karnataka, Andhra Pradesh,
Gujarat, Chhattisgarh, Bihar, Maharashtra, Orissa, Rajasthan, and Tamil Nadu, constituting
nearly 96% of pulses area would be covered under the scheme.

➢ Preference to rainfed areas: Pulses villages in the Rainfed areas in the selected states with
no assured irrigation source would only be targeted for the implementation of the
programmes prescribed under the scheme.

13. Special initiatives for pulses and oilseeds in dry land areas of 60000 villages
➢ Launch Year: 2010

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Implementing Agency: Implementing agencies: DAC implemented this programme through


Commissioners / Directors of Agriculture / Engineering of respective states.

➢ Aim: To provide services of mechanization on custom hiring basis, especially for soil
preparation and sowing for improving production and productivity of pulses and oilseeds.

➢ Area of operation: Andhra Pradesh, Gujarat, Karnataka, Madhya Pradesh, Maharashtra,


Rajasthan, and Uttar Pradesh.

➢ Roles/Responsibilities: Ensuring timely land preparation and planting of the crops on ridges
so as to facilitate in-situ-water conservation in watershed.

14. Targeting Rice Fallow for Pulses & Oilseeds


➢ Launch Year: 2016

➢ Nodal Ministry: Ministry of Agriculture and Farmers Welfare

➢ Objectives:
• To bring one million ha area of rice fallow under oilseeds and pulses cultivation.

• To target 100 villages each in 15 districts of the region to achieve tangible results.

• Capacity building of extension functionaries and farmers for sustainable cultivation of


oilseeds and pulses in rice fallows by adopting latest crop production technology.

• To create need-based irrigation, mechanisation, post-harvest, and marketing


Infrastructure in the project areas for sustainable cultivation of oilseeds and pulses.
➢ Implementing states: Assam, Bihar, Chhattisgarh, Jharkhand, Odisha, and West Bengal with
a total fund of Rs. 75.00 crore.

➢ Potential area: above 57.00 lakh ha

➢ Target area: 30.00 lakh ha in 3 years

➢ Mapping Rice Fallow Areas in India: In India efforts on mapping of rice fallow areas in some
Eastern States using remote sensing technique has been attempted through Mahalanobis
Crop Forecasting Centre, New Delhi.

➢ Funding:
• Expenditure shared between central and state government in the ratio of 90:10 for
Assam and for remaining States in 60:40 ratio.

• Allocation of fund will be made for general, Special Component Plan (SCP) for
scheduled Caste and Tribal Sub-Plan (TSP) for Scheduled Tribes as per proportions in
State population.
