INTRODUCTION : Orissa is located on the east coast of India. The
state covers an area of 155,820 km2 With 41,947,358 Inhabitants.
The state is bordered by Jharkhand in north, West Bengal in the north-
east, Bay of Bengal in the east, Chhattisgarh in the west and Andhra
Pradesh in the south. The capital city of the Orissa state is
Bhubaneshwar. Oriya is the official and most widely spoken language,
spoken by three quarters of the population. Other languages that are
spoken here are Hindi and Bengali. The state has the quality of life in the
county with excellent physical infrastructure and it has 73.45% literacy
level.
1. PARAMETER OF EDUCATION IN ODISHA
Previously a neglected aspect of the Indian Central government, Education in Odisha is witnessing a rapid
transformation. Although 05 years of primary education is mandatory in Odisha the literacy rate is only 77.7 %,
which is marginally behind of the national average of 74.04%. The government of India has undertaken steps to
improve women's literacy in the tribal pockets in the state and elsewhere in India.
Around 77.7 per cent people in Odisha are literate but just 22.3 per cent are educated. That is what the latest
National Sample Survey report says.
In fact, the literacy rate of the State is 0.4 per cent less than the national average of 77.7 per cent.
Similarly, the percentage of an educated person is around 7.3 per cent less than the national average of 38.7 per
cent.
The male literacy rate of the State is around 84 per cent while the female literacy rate stands at 70.3 per cent.
Literacy rate in urban and rural areas remains 90.2 per cent and 74.9 per cent respectively .

20,427 Upper Primary schools to provide education at elementary level. More 491 New

maintaining order, resolving disputes, and protecting liberties and rights.
Law and order of a country is maintained by the civilians of every state,
The laws that are made in the Indian Constitution and the articles are maintained by the government of each states ,
Government of each states makes sure to take actions against crime legally, through court and police.

1) NO. OF CIVIL POLICEMAN PER LAKH POPULATION : 72,145 CIVIL POLICEMEN IN ODISHA STATE .

2) TOTAL PENDING CASES ( UNDER IPC ) AS A PERCENTAGE OF TOTAL CASE :


Of the 32,120 cases pending UNDER IPC for more than a decade, 5,216 cases have been pending
for more than 20 years and 833 for more than 30 years. Of the total 1,75,690 cases pending in the
high court 1,22,264 are civil cases while the rest are criminal cases. Of them, around 75,012 are in the category of write petitions

while Percentage share of SLL cases was 37.4% of total cognizable crimes during 2015- 2020.

AGRICULTURE : The major crops are rice, pulses, oil seeds, jute, coconut and turmeric. These include Jute, mesta, sugarcane, tobacco,
rubber, tea, coffee and turmeric. These are cultivated across different geographical areas of Odisha. Odisha stands fourth in the
production of jute in the country 

PARAMETER OF AGRICULTURE :

1) CONTRIBUTION OF AGRICULTURE TO GDP : GDP:- 8.34 LAKH CRORE ( 2015-2020) , GDP GROWTH – 8.4 % , GDP PER RANK :- 24 TH , AGRUCULTURE
SECROR GDP – 27% .  

2) TEHNOLOGICAL DEVELOPMENT IN AGRICULTURE : As time passed, more technological advances appeared in agriculture. The tractor was introduced,
followed by new tillage and harvesting equipment, irrigation and air seeding technology, all leading to higher yields and improved quality of the food and
fibre that was grown.

3)AGRICULTURAL GSDP PER RURAL CAPITAL : The economy of Odisha is one of the fastest growing economy in India , ODISHA gross state domestic
product (GDP) was expected to grow at 8.78%.Odisha has an agriculture-based economy which is in transition towards an industry and service-based
economy.
2015-16 :GSDP - 310,810 CR . 2016-17 : GSDP - 348,107 CR. ,2017-18: GSDP – 460,457 CR .
2018-19 : GSDP – 445,254 CR. , 2019-2020 : GSDP -517,878 CR .

4) PERCENTAGE OF AREA IRRIGATED OF TOTAL CULTIVATED LAND : As per the Agriculture Census of Directorate of Economics and Statistics, Odisha,
published this month, only 27.25 per cent of agricultural land in the State is irrigated.

5) CROP YEILD : The major crops are rice, pulses, oil seeds, jute, coconut and turmeric. The crops like tea, cotton, groundnut and rubber are of great
economic importance in other parts. Odisha contributes one tenth of the total rice produced in the country. Rice is the dominant crop in Odisha. It is grown
on 77% of the area under cultivation.

7) FARMER SUICIDE RATE : ODISHA FARMERS DIES BY SUSISED OVER LOAN BURDERN , FAILED CROP ETC Odisha agriculture minister Arun Sahoo told
the state Assmebly that 38% farmers had died by suicide in the state between 2016 and 2019. While 16% farmers ended their lives in 2016-17, 20% took the
extreme step in 2017-18 and two in 2018-19 .

8) FARMERS EDUCATION CENTRE : Training centre can be of two types

Private Institute's Training centre for Farmers.
In India government training programs for the farmers are organised by the different government bodies. Most of them are autonomous. Agriculture colleges
and KVKs (Krishi Vigyan Kendra) are known to provide training to farmers.
Some programs are organised and the cost of training is beared by the government. Farmers can individually approach them to ask for training.
GOVERNANCE :
1) PERCENTAGE OF WOMEN REPRESENTATIVES IN PANCHAYAT :  in Odisha now there is an entirety of 20,847 elected re of 1,00,876
elected representatives in the three-level village local self-governance structure out of which 50% women elected members that underlines the
significance of females participation in the three-level rural local self- governance structure. Orissa reserves 50% seats for women in Panchayat.

2) PANCHAYATI DEVELOPMENT INDEX : It is needless to say that Odisha is a land of villages. So, rural development is the main pillar of
Odisha’s development. The objective of rural development is to provide better prospects to the people living in rural areas and to facilitate economic
development, employment generation and welfare of SC/ST and other backward classes under different development programmes and welfare schemes
through Panchayati Raj Institutions.

3) NO.OF E SERVICES ROLLED OUT BY STATE GOVERNMENTS FOR CITIZEN AS A PERCENTAGE OF TOTAL
POPULATION : (E-SERVICES ) is as an enabler to good governance in the State of Odisha.  A significant capacity in terms of physical and
technology infrastructure has therefore been built to implement e-dhaRani  in a competent manner, with a holistic perspective and with speed.For

LIKE : E-Registration-Electronic Governance (e-Governance) is as an enabler to good governance in the State of Odisha. The department of Revenue and
Disaster Management appreciates the importance of e-Governance and has undertaken e-dhaRani, a comprehensive project of computerization of all
Registration offices across the state.
CT MMP - Commercial Tax Department, Odisha . E-Municipality- e-Municipality Services have been implemented in 103 ULBs in the state of Odisha. The
103 urban local bodies (ULBs) in Odisha, categorized as Municipal corporations (3), Municipalities (34) and Notified Area Councils (66).  E-Admission-
Student academic management system (SAMS) provides a platform for college admission through e-Admission and several services to students in the
colleges after admission also through e-Administration. E-Shishu- Project e-Shishu was designed for Odisha Primary Education Program Authority,
School and Mass education department, Government of Odisha. ETC

4) NO.OF OPERATIONAL COMMON SERVICES CENTER AS A PERCENTAGE OF TOTAL CSC ‘s : A CSC is an IT enable front-end delivery points for
Government, private and social sector services to rural citizens of India in an integrated and seamless manner. • A CSC is managed by Local
unemployed, educated youth providing opportunities for direct and indirect employmen on CSC National Portal. The number In ODHISHA State
Services varies from State to State – in the range of 20 – 170 OPERATIONAL Services.

ECONOMY : The economy of Odisha is one of the fastest growing economy in India.According to economic
survey, Odisha's gross state domestic product (GSDP) was expected to grow at 8.78%. Odisha has an agriculture-based economy

which is in transition towards an industry and service-based economy.

PARAMETER OF ECONOMY :
1) PER CAPITAL INCOME : from 2015-2020, GDP per capita for Orissa was 123,998 INR, lakhs. GDP per capita of Orissa
increased from 54,855 INR, lakhs in 2011 to 123,998 INR, lakhs in 2020 growing at an average annual rate of 9.63%.

2) PERCENTAGE OF POPULATION ABOVE POVERTY LINE : With around 40 percent of Odisha's population living below
the poverty line,

3) RATIO OF CAPITAL EXPENDITURE TO POPUATION : The continuing economic slowdown at global as well as national
level did not deter Odisha State to achieve higher anticipated economic growth rate of 8.78 percent in real terms at Market
prices 2015-20

4) TOTAL OUTSTANDIG LIABILTIES AS PRCENTAGE OF GSDP : In 2015-20 the broad agriculture, industry and service
sectors (as per CSO classification) contributed about 25.4 percent, 33.4 percent and 51.2 percent of GSDP of Odisha.
Agriculture sector experienced a decelerating trend in the State in recent years with less than 16 percent contribution to
GSDP, but it continues to remain a priority sector for the State because of its high potential in employment generation,
inclusiveness, sustainable growth etc.

5) GSDP FOR SERVICES SECTOR / POPULATION : The Gross State Domestic Product of Odisha for 2015-2020 (at current
prices) is estimated to be Rs 4,43,479 This is 6.6% higher than the revised estimates for 2015-2020
Total expenditure for 2018-19 is estimated to be Rs 1,20,028 crore, a 11.9% increase over the revised estimates of 2015-2020 ,
there was an increase of Rs 323 crore (0.3%) in the expenditure over the budget estimates.
Total receipts (excluding borrowings) for 2018-19 are estimated to be Rs 1,00,350 crore, an increase of 11.7% as compared to the
revised estimates of 2017-18. In 2015-20, total receipts (excluding borrowings) were higher than the budgeted estimate by Rs 764
crore.
The GSDP of Odisha has grown at a rate of over 7% over the previous year since 2015-2020,   
 
The services sector with a share of 44% in the GSDP is expected to grow by 12% in 2015-20 over the previous year.  During this
period, manufacturing which contributes 28% each to the GSDP is expected to grow by 5%.  Agriculture is expected to contract
by 0.4%.
6) GSDP FOR MANUFACTURING SECTOR/ POPULATION : The services sector has been the largest contributor with 41.6 per
cent share in the GSDP (gross state domestic product), followed by the industries sector with 39.5 per cent.  Besides, mining sector has
been another major driver in the State’s economy with 10.8 per cent contribution to the GSDP, whereas the manufacturing sector
accounted for 18.5 per cent.
The State has the largest share in total mineral production in the country and is also the biggest aluminium and stainless steel
producer, the survey said and added that agricultural production continues to be subject to the vagaries of nature.

7) CONSUMER PRICE INDEX : Provisional indices From the month of July 2015 and also the final indices for June 2015 are being
released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI
and CFPI numbers for July, 2015 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the
month of July 2015 for Rural, Urban and Combined are 124.8, 122.4 and 123.7 respectively. The CFPI for Rural, Urban and
Combined for the same month are 127.3, 129.6 and 128.1 respectively .

8) UNEMPLOYMENT RATE :. Odisha's unemployment rate increased 10.7 percentage points, rising to 23.8% in Apr 2020,
according to a survey conducted by the Centre for Monitoring Indian Economy (CMIE). Over a longer time period, unemployment
has moved from 1.6% in Mar 2020 to its current rate .

9) NO . OF BANK PER LAKH PEOPLE : At March-end 2020, in Odisha, there were 11.71 branches per lakh of the population
compared to 7.51 branches per lakh of population in March 2020. Similarly, per thousand sq. km., there were 35.20 branches at
March-end 2020 as against 20.26 at March-end 2020.

10) RATE OF COMMERCIAL BANK CREDIT TO TOTAL POPULATION : Commercial loan rates are currently in between 2.12%
and 13.12%, depending on the loan product.

11) RATIO OF GROSS CAPITAL FORMATION TO POPULATION : Gross Fixed Capital Formation (GFCF), also called
"investment" in fixed assets drives production of goods and services, leading to growth in GSDP. In the year 2017-18, GSDP of Odisha
grew at an impressive 8.4 per cent compared to 7.2 per cent year.

12) RATIO OF INDUSTRIAL WORKERS TO URBAN POPULATION : Out of total population of Orissa, 16.69% people live in
urban regions. The total figure of population living in urban areas is 7,003,656 of which 3,625,933 are males and while remaining
3,377,723 are females. The urban population in the last 10 years has increased RATIO by 16.69 percent. As per NSS 2015-2020 59.3%
of the female workers in rural India are self employed while in urban areas the corresponding figure is 42.8%. Among the male
workers, 54.5% in rural areas and 41.7% in urban areas are self employed.

CULTURE : Odisha is a confluence of the Aryan, Dravidian and Adivasi cultures.
Most festivals in the state bring out some part of these cultures and celebrate their
religion by way of festivals which span out the entire year. There are festivals that are
common, but the celebration remains unique to a region .

1) TRADITION : Odisha has a glorious tradition of music. The figures or


dancers and musicians carved on ancient temple walls, speak of Odisha's rich musical
heritage. Odissi Music is a classical form consisting of all the necessary ingredients
Common to Hindustani and Karnatic Music.

2) DRESS : Odisha is famous for Kataki Sari and Sambalpuri Sari. These sari
designs contain very peculiar designs and seem very dignified Most of the women in Odisha
interested in wearing these saris during festival occasions, Marriage occasions and other auspicious days .

5) Festivals : Durga Pooja : is the most important festival of Orissa which is
magnificently celebrated all over the state of Orrisa. AFTER THAT
Chandan Yatra : it is the longest festival of Orissa which is celebrated at Jagannath temple at Puri.
The 42-day long festival is celebrated by worshiping the deities with sandal mixed water. ,
Rath Yatra : The Rath or Chariot Yatra on this festival represents the journey of Lord Krishna
from Gokul to Mathura. ,
Naukhai : Nuakhai is the agricultural festival observed by people of Western Odisha
& in some Chhattisgarh region in India. Nuakhai is observed to welcome the new rice of the
season. It is the most important social festival of Odisha but particularly of a high significance in
Western Odisha and adjoining areas. The word ‘nua’ means new and ‘khai’ means food .

Makar Mela : Makar Sankranti or Makar Mela is another important festival of Orrisa. The festival is
celebrated when the Sun enters the orbit of Capricorn and by this time harvest of new paddy, sugarcane
crops are over. On this auspicious day, people of Orissa offer prayers and food to the Sun God to have a healthy and prosperous life.
