ANNEXURE!II SPECIFICATION FOR SIMPLEX METERING PANEL DAMODAR VALLEY CORPORATION ‘TRANSMISSION SYSTEM CONSTRUCTION DVC, MAITHON 1. Scope ‘This specification covers design, manufacture, assembly, testing at manufacturer’s works, packing and delivery at site of Simplex Metering Panels required at different Substation /bay. Each type of metering pane! shal be supplied complete with all accessories and associated devices butexcluding she tariff metering equipment. 2, Detailed Design Requirement 21 Type of Panel ‘This type of panel shall have the provision af accommodating Two (02) number of Meters (Main-1 and Main-2) for each bay: ‘Allshe meters shall have its ovm Test Terminal Bloc ‘The metering panel shall contain the items and accessories as indicated in the Specific Requirement under Section-5 of this specification. 22 Panel Construction ‘The Metering Panel shall be of size 2200 mm (height) (including base frame and anti vibration pad), 700 mm (depth), 800 mm(width) fabricated from minimum 3(three) mm thick steel sheet(CRCA), totally encloset proof, weather proof and vermin proof, floor-mounted and self supported vertical front , indoor type cubicle provided with an access door in two halves a the back side with atch, locking and sealing arrangement. dust ‘The panel shall have 100 mm high Base frame and 15 mm anti vibration pad above base frame, Panel inside shal be painted with two coats of white enamel glossy paint and outside shall be powder coated with ‘two coats of light grey shade-631 of IS:5, The degree of protection of panel shall be IP 54. ‘Ten (10) mm wide plastic plates bearing suitable identification marks shall be fixed in the interior ofthe panel to ‘identify the fuse blocks, terminal blocks, switches, socket etc ‘Similar plates shall also be provided at the Panel front to identify the PT indication Lamps, Test Terminal Blocks ec Glass Front panel with 19° rackis also acceptable ‘The above panel depth, height & width may be changed during detail engineering. 23° Small Wiring {) All wiring shall be switchboard type, single core; multiconductor (minimum 7 strands) annealed copper wires insulated with PVC insulation, The wirings shall be flame-proof and vermin-proof. The wires shall be of 1100V grade and conductor sizes for current and potential circuits shall be of 25 sq. mm. Distinct colour scheme shall be followed for wiring of phases (RY,B) and Neutral/Barth circuits of instrument transformers, auxiliary circuits, etc li) All wirings shall be arranged flat and cleated. Bunching of wirings shall be avoided to the extent possible. ‘Wirings connected to the space heaters in the cubicle shall have porcelain headed insulation over a safe length from the heater terminals ii DD) ) ii) wy) ” Each wire shall be continuous from end to end and shall not have any joint in its run. Individual wires shall be connected only atthe terminal blocks, meters and other devices in the pane! Terminals shall also be provided with numbered ferrules (duplicate ferrules where a change of number is necessary) and shall be connected to stud ete. with lock nut and washers. Connection to terminals etc. shall be at right angles to stud axis. Nuts, washers, bolts, screws and numbered ferrules shall be supplied extra to the extent of 5% of the quantities actualy used on the metering panels. Terminal Block, Connector, Cable Gland The terminal blocks shall be of rail mounted type, located so 2s to ensure easy access, Stud type terminal blocks shall be provided for all circuits, The terminal screws shall be of the Washer type and long enough for connecting following type conductor on each side: CTeireuits 2.nos 10 mm sq. copper PT circuits 2 nos 2.5 mm sq. copper ‘AC supply circuits 2.n0s 2.5 mm sq. copper Allthe terminal blocks shall be provided with a wire-marking strip and shall be shrouded by easily removable shrouds moulded of transparent dielectric material. Provision shall be made on each pillar for holding 20% extra connections both for incoming and outgoing. The terminal blocks shall be rated not less than 660v,10 There shall be a minimum clearance of 250 mm between the front row of terminal block and the associated cable gland plate on panel side wall. The clearance between two rows of terminals block edges shall be a ‘minimum of 150 mom, All nter-panel wiring within each shipping section shall be the vendor's responsibility. Wiring between panels shall be routed through PVC sleeves, For wiring between shipping section, vendor shall provide terminal blocks ‘onadjacent shipping sections and supply suitable jumpering wires, Sufficient space for receiving the Power and Control cables inside the cubicle at the bottom and mounting, arrangements for this terminal cable glands shall be provided. Power / Control eables and cable glands for external connections will be supplied by the purchaser. Earthing Panel shall be provided with common earthing rail that shall be connected with flexible Gl strips with existing substation /receiving station earthing. A.continuous 25mm X 3mm copper (tinned) earth bus shall be provided along the full length of the panels. The ground buses shall be bolted tothe frame of the panel in such a way as to make good electrical contact with the panel Each panel and the equipment mounted on each panel shall be securely connected tothe grounding bus, For this purpose the ground wire shall be looped from equipment to equipment and both ends ofthe ground wire shall be connected tothe ground bus. All doors and movable parts shall be connected to the ground bus with exible copper connections. Current free metallic parts or metalic bodies of equipment shall be earthed with soft drawn single conductor bare copper. Tail connection shall have minimum area of 16 sq. mm and main connection 60 sq, mm. These Wires shal be connected by Ross-Courtney terminals and clamp junctions, Saldered connections shall nat be employed, 3 The manufacturer shal submit three (3) prints ofeach ofthe following d Illumination & Space heaters Fluorescent lamps working on 240 V AC, operated by door switches shall be provided for internal panel illumination, A 240V, single phase, 5/15, 5 pin socket shall be provided in the panel corridor or interior of each cubicle with on-off switch. This socket shall be metal clad type with a spring loaded flap. Pane! space heaters shell operate on 240 V+10% AC and shall be supplied complete with on-off switch, fuse and thermostat. The thermostat shall maint in the internal temperature above the ambient temperature to prevent moisture condensation, The watt loss per unit surface ofthe heaters shall be low enough surface temperature well below visible heat. keep Contract Drawings and Literature igs for each ype of metering panels for approval of purchaser. The entire and ulate responsibilty of properly designing and manufacturing the right type of, metering schemes with proper ratings and types of equipments and wiring shall rest with the supplier. Ten (10) sets of all final drawings with a permas Velograph for each type of metering panels shal be supplied as contract drawings. The contract drawings & literatures shall cover but notbe limited to the following: a i iit) a) » 9 Dimensioned front elevation, plan and sectional views of each type of metering pane] showing all the equipments and other devices in position, A complete list of ll equipments and devices mounted on the panel shall be furnished on the drawing indicating type, make and quantity of each item. The drawing shall also indicate a floor drilling plan for grounting bolts and cable entry. Complete panel wiring diagram incorporating all devices, equipments, Terminal Nos. ferrule Nos. grouping of cables ete Internal connection diagram, literature et. describing all the equipments and devices. List of spare parts, identification number of renewable parts to enable purchaser to procure the same at a later date One copy of complete schematic wiring diagram showing all equipment and fuses, duly sealed in water proof packets shall be furnished inside each type of metering panel supplied. Inspection and Testing ‘The purchaser and / or his authorised representative reserves the rightto visit the manufacturers works and inspect the equipment at any stage of manufacture for the purpose of ascertaining the quality of ‘workmanship and materials, checking of drawings, witnessing of tess etc. All facilities and co-operation shall be extended to the purchaser and / or his authorised representative during his visit to the ‘manufacturer's work for inspection of equipments and witness of ests All routine tests as per the standard specification of manufacture shall be conducted at the manufacturer's works on various supplied equipment and accessories as well as on the completely assembled metering panels, The detals of routine tests to be performed by the manufacturer shall be stated in the tender Indicating the specification reference as per whch the tests will be carried out. The routine tests shall include the following amongst others: ‘Checking correctness of wiring of crcults and continuity. One minute applied voltage test. All equipments on pane! and small wiring shal be tested for a withstand voltage of 2 KV rim-.to earth for one minute, Insulation resistance of the complete wiring, with all equipments mounted on the pane [Atleast three (03) weeks advance intimation shall be sentto the purchaser for witnessing the tests. Six (6) sets of certified tests reports of al tests carried out on the equipments at the manufacturer's works shall be submitted to the purchaser before dispatch of equipments, No. equipments shall be dispatched unless tests have been witnessed and / or test reports approved by the purchaser and / or his authorised representative, iv) Type test report of panel having protection LP. 54 is to be submitted ¥)___SpecificRequirements 3.
