COMMITTEE HELD IN NOVEMBER, 2018 AT NEW DELHI

1.0 INTRODUCTION:

1.1 The 85th Meeting of the Bridge & Structures Standards Committee was held at
New Delhi on 29th & 30th November 2018. The following members attended
the meeting:-

2.0 INAUGURAL SESSION ON 29-11-2018:

85th Bridge & Structures Standard Committee Meeting commenced on 29th


November in the Conference hall at Baroda House, Northern Railway, New
Delhi.

2.1 At the onset, CBE, Northern Railway extended warm Welcome to Member
Engineering, GM/NR, Addl. Member (CE), Director/IRICEN, EDCE/B&S/
Railway Board, member of BSC and RDSO Officials to New Delhi.

2.2 ED/B&S, RDSO, Member secretary to BSC, greeted Member Engineering,


GM/NR, Addl. Member (CE), all members of BSC, EDCE/B&S, Railway Board
and Director, IRICEN. He outlined the history of BSC and its importance as a
forum for taking technical decisions. He briefed about the overall agenda of
85th BSC and wished that this BSC will held discussion to finalize as many
important items as on date. Bridges are very crucial for Indian Railways.

2.3 Director, IRICEN, who is Chairman of BSC, expressed thanks to NR for


making all arrangements for the BSC. He said that decision taken in BSC
shall be based on purely technical facts and it may not be necessarily as per
administrative requirement. He also hoped that BSC will make efforts to
finalize maximum items during its deliberations.
2.4 EDCE/B&S, Railway Board, who is observer to BSC, praised CBE NR for
agreeing to hold BSC at New Delhi at short notice and to make nice
arrangements. He stated that BSC has started in 1925 and played a vital role
in technical decisions required for bridges in Indian Railway network. The
various challenges in Indian Railways are operation of 25t loading, design of
larger span bridges, introduction of latest technology in inspection of bridges.
He also said that 85th BSC has good agenda and suggested few important
items that shall be deliberated in details are:
(a) Practical problems faced in Bow string ROB
(B) Introduction of high horse power locomotive by using TELS.
(C) Design of semi through ROB
(d) Type of bearing
(e) Corrosion of Bridges of steel.
2.5 AM (CE)/ Railway Board, wished that BSC, which is such an important forum
will continue to do good work. He asked members to consider a few items
where lots of issues are faced by CBEs:-

(a) Elimination of level crossings.

(b) Higher axle load and tractive efforts.

(c) Instrumentation of bridges especially LWR on the bridges.

(d) Bridge monitoring system.

(e) High speed design of bridges.

2.6 General Manager, Northern Railway addressed in inaugural session and said
that bridges in Indian Railways are more than 100 years old and maintaining
and modernizing these bridges is challenging task. Other areas where
engineers may focus are:

(a) Fitting on girder bridges.

(b) Alignment and missing fitting on both sides of bridges.

(c) Prevention of Corrosion by suitable Painting of bridges.

(d) Drainage problems in the RUB.

(e) Due to limited width and height, LHS does not allow movement of over
dimension road vehicle. So it may be planned in such a way that these
vehicles may move through adjacent LC or ROB.

2.7 Member Engineering addressed the gathering in inaugural session and


suggested challenges before Indian Railways on bridges should be
addressed. ME emphasized that level of technical discussion in BSC should
of highest standard. The Railway should be ready to face challenges in future.
These challenges are:

(a) Semi high speed (200 Kmph-250 Kmph)

(b) Operation of High axle load (25 tonn Loading )

(c) Problems in ROB/RUB, as pointed out by GM/NR in his address. That


shall be resolved by next monsoon.

(d) Drawing of LHS shall be with effective drainage system to avoid flood
on approaches.

(e) Vendor development for HSFG Bolt should be started immediately after
finalization of specification as per extant RDSO procedure.

(f) Good work done in DFCCIL projects should be adopted by Indian


Railways in term of new technology and trials.

(g) The LWR which were laid down on bridges after RSI analysis, are not
instrumented till yet. So in next 3-4 months contracts should be
awarded.

(h) BMS to be implemented by this year.

(i) Zonal Railway shall immediately identify the ROB which may be
converted to RUB.

(j) Quality inspection of bridges should be done by concerned authority.


Any compromise in this shall not be tolerated.

(k) There is huge backlog in ROB work, so it needs to be expedited.

(l) The work of elimination of manned LC should be targeted.

He hoped that discussions will be held keeping overall railway perspective in


mind. At the end he wished the best for the BSC.

3.0 Presentations:

3.1 A presentation was given on use of various new technological advancement


for bridge maintenance, monitoring etc. by M/s Oberoi Thermit Pvt. Ltd.

3.2 A presentation was given on Unique bridge and tunnel works of the projects
was presented by USBRL officials.

3.3 A presentation was given on IT advancement for bridge maintenance M/s.


TVASTAR.

3.4 Use of Drone for inspection by Shri Hans Energy System Pvt. Limited

3.5 A presentation was given on specialty grout for concrete and metal M/s.
Diamant Trumph.

4.0 Closing session of 84th BSC Meeting on 30.11.2018:

4.1 Director, IRICEN addressed the gathering and expressed satisfaction at the
discussions held during BSC. He appreciated hard work put in by RDSO in
preparing the items and by NR during the meeting.

4.2 It was discussed and suggested that next BSC meeting shall be organized by
Southern Railway.
