Introduction

This paper gives a functional overview on the process of Creating Negotiations in Oracle Fusion Sourcing version 1.0, as part of the Fusion
Procurement products. It highlights the differences and similarities between Fusion and Oracle E-Business Suite Sourcing.

Negotiation Sources

In Fusion Sourcing the items used in Negotiations can come from three main business scenarios;

Ad Hoc Negotiations - Fusion Sourcingâs âCreate Negotiationâ page allows the selection of Inventory or One-Time Items to be added
to new Negotiations.
Requisitions - Negotiations can be created based on Requisition Lines found in the âProcess Requisitionsâ page (known as the
âDemand Workbenchâ in E-Business Suite). This optimises the prices for the resulting Orders (or Agreements).
Renegotiation Agreements - Negotiations used to renegotiate the prices and terms of an existing purchasing Agreement. New in
fusion the âManage Agreementsâ page allows agreements to be selected for use as the basis for a new Negotiation. The Buyer

homepage also includes a section that shows agreements that are approaching expiration date and therefore potentially suitable for
renegotiation.

Train Flow

The create negotiation process is often perceived as a multi-step process and was orcestrated that way in E-Business Suite Sourcing,
however in Fusion Applications advances in User Interface tools mean that this need not be the case. As such the process is now not
sequential, meaning that at any point on the pages the negotiation can be saved or if complete, published. As shown on the screenshot
below, there are only four main pages for entering all Negotiations details with very few additional pages required:
Overview, Requirements, Lines, Suppliers (optional Contract Terms) and Review.

Validation

Fusion Sourcing includes a process that checks all the data entered in the Negotiation creation process is valid. In E-Business Suite Sourcing
this was done only on the Review-and-Submit page and when there were mistakes on many lines it was a laborious process to go back and
perform the adjustments needed. Since the validation can now be done during the creation process it means it is faster to make adjustments
and should improve the overall creation speed and efficiency.

Usability Features

With Fusion Sourcing there is an emphasis on providing a streamlined process for each of the actions available to the users, and as such
some of the improved features include:

Fields that default based on the setup (in Purchasing Options) for the current active Procurement Business Unit
Display of the predefined Document Name and Document Number across all pages, so all users understand the business-specific
meaning of each document.
New âCover Pageâ for each negotiation that includes user-defined content to aid the use of each negotiation. This cover page can
also include default text (and variables) that comes from the Negotiation style previously defined. Also there are addition rich-text
fields to provide more instructions and information to supplier users.
The facility to change the print output (PDF) layout templates that are associated with each document type.
The option to hide the Response Rules that are used within a negotiation.
The Negotiation Currency (not response currency) defaults from the Procurement Business Unit within which the negotiation was
created, however also can be changed as required.
Lines can be edited right from the table displaying the lines, promoting efficiciecy. More detailed actions (e.g. price breaks) can be
accessed by drilling directly from this table.
The Copy-To-Template feature allows completed negotiations to be used as the basis for a new template. This means successful
negotiations can be repeated with relative easy. Also within the templates its now possible to a negotiation lines, again allowing for
easier and more efficient use. Templates can be flagged as global, allowing their use across Business Units.
When creating New Rounds, the Fusion Sourcing UI has a side-by-side comparison, highlighting the differences by just showing the
changes that have been made.

Suppliers

Adding suppliers to a negotiation is now simplified. It uses a âshopping cartâ type process, and is actually very similar to the Purchasing
Document Builder. This means that searching for suppliers is easy and a list of invited suppliers is maintained in the right hand pane.

Suppliers are defined globally across Procurement Business Units, and within that each Supplier Site must be created within one (or more)
Procurement Business Units via the Supplier Site Assignment process.

Supplier Sites are not mandatory for negotiations, however when it comes to Award and Order/Agreement Creation, then they need to be
added.

In addition the Supplier Contacts (users) are defined and maintained at the global Supplier level and are available across all Supplier Sites.

Autoextend

Whilst this feature is mostly the same as its equiavelent in E-Business Suite Sourcing, there is the new option in Fusion where the triggering
event for an Autoextend can be either start the Close Date, or at the response Receipt Date. This allows a little more flexability in how the
negotiation would work at the often crucial closing moments.

Negotiation Security

In E-Business Suite Sourcing the access to the negotiation was controlled in a very structured way, so that either it was âPrivateâ - available
to the creator and the collaboration team, âPublicâ - available to everyone in that organization, or âHierachyâ â available to only those users
within the respective Purchasing Approval Hierachy setup.

In Fusion Sourcing each negotiation is either âPublicâ or âPrivateâ, and while these remain similar, public also includes (in place of
Purchasing Hierachy) the Procurement Agent setup, so that only those users that have the correct Data Security role assignments within that
Procurement Business Unit can view and manage that negotiation.

It is also possible to set the default security level for each Negotiation type on the Procurement Options page, under the Document Type
definition options. This provides a much more consistant and selective way to secure access to negotiations within the buying organization.

Requirements

Negotiation Requirements are broken into their own section in Fusion Sourcing, however the features and processes remain essentially the
same as in E-Business Suite Sourcing, although the advanced UI means many features are available without the need for additional pages
and navigation.

Negotiation Lines

The creation of Negotiations Lines also remains the same, and the advanced UI again means the process of creation and editing is more
efficient. A good example of this is where lines can be added right in the lines display table, and only when Attributes, Cost Factors or Price
Breaks need to be added is further navigation required. One other small feature is that item groups can be added on-the-fly in the same UI.
Previously the creation of a group had to be done first, then items had to be added afterwards.
As mentioned earlier, it is also possible to include lines from various sources, such as Requisitions and Agreements that need renegotiations.
As such lines may come from various Requistioning Business Units.

Features not in Fusion Sourcing v1.0

SUMMARY

With improvements both in the product features and the user interface Fusion Sourcing provides features that help the user realize greater
ease of use and satisfaction, and keep focus on the core Procurement Sourcing business needs.
