VACANCY ANNOUNCEMENT
The Union Office in Myanmar is seeking application from dynamic and highly motivated Myanmar nationals
for the following vacant position.

Position Title : IT Associate


Duty Station : Mandalay
No of Position : Two (2) Positions
Duration : Till end of September 2022 (extendable)
Reports to : Digital Literacy and Training Officer

BACKGROUND
International Union Against Tuberculosis and Lung Disease - The Union is an International Non-profit
Organization based in Paris, France. The Mission of The Union is to end suffering due to tuberculosis and lung
diseases, old and new, by advancing better prevention and care. We seek to achieve this by the generation,
dissemination and implementation of knowledge into policy and practice. We aim to ensure that no one is left
behind, people are treated equally and we have a focus on vulnerable and marginalized populations and
communities. The Vision of The Union is a healthier world for all, free of tuberculosis and lung disease.
In Myanmar, The Union provides technical support to various stakeholders, partner organisations and
institutions in the health sector, with a focus on TB and HIV and has strengthened the local capacity to deliver
high-quality services. Key programmes include an Integrated HIV Care (IHC) Programme for People Living with
HIV/AIDS, which has been supported by key donor agencies since 2005 to provide outpatient services and
prevention activities to People Living with HIV (PLHIV) in 16 ART centres and 36 Decentralized sites in 38
townships in Myanmar. In addition, The Union’s Tuberculosis Programmes including community-based TB
case finding activities in 13 townships in Upper Myanmar and as of 2015 MDR-TB Care, which addresses drug-
resistant TB at the community level in 27 townships in Myanmar.
In 2020 and 2021, The Union began implementing community responses to COVID-19 to prevent negative
outcomes to people living with HIV and TB and is further evolving our responses as required to meet needs
during the current situation. Programmes are expected to continue indefinitely and are approved until
December 2023. Due to increasing national demands in the current environment in Myanmar, The Union is
looking for an experienced and committed person to fill the position of IT Associate.
GENERAL MISSION
The post holder will perform her/ his tasks and responsibilities under the direct supervision of the Digital
Literacy and Training Officer. The purpose of this position is to collaborate on the various layers of IT
infrastructure of AIS partner organizations of The Union to ensure successful outcomes. The post holder also
will support the maintenance of/or development of applications, databases and network infrastructure to
support usage by respective team members and end-users.
DUTIES AND RESPONSIBILITES
 Understand software and application needs in detail and develop a plan under the supervision of
digital literacy and training officer
 Create ideas and apply those ideas through the necessary application or software, including mobile
applications, as needed, that meet the logic of programme requirements
 Write and test software and application code depending on the planned platform
 Analyse code to find and correct inaccuracies
 Monitor feedback, create protocols for problem-solving and potential upgrades

 Perform detailed quality and trouble-shooting tests to ensure functionality as planned


 Develop quality assurance procedures, software tools, processes, and metrics
 Maintain and upgrade the existing systems
 Monitor and troubleshoot problems regularly; diagnose hardware or software faults
 Support the roll-out of procedures related to new systems and applications.
 Maintain records as needed and manage inventory of necessary software, etc.
 Support procurement to purchase and evaluate new equipment
 Liaison with external IT Consultants for IT Services as needed
 Identify areas for modification in existing programs and subsequently develop these modifications
 Perform other duties assigned by the supervisor to accomplish objectives
RECRUITMENT CRITERIA
 University Degree/ Diploma in IT, Computer Science or Information System
 At least Two-year experience in a related field
 Understanding of key design principles and proficiency with HTML, CSS
 Must have experience with some CSS frameworks such as Bootstrap, Materialize
 Must have experience with Full Stack, Java, Js, React Native, Flutter, React, PHP, and Laravel
Experience with interaction with backend APIs.
 Strong knowledge of PHP, Laravel and mobile development technologies and experience with
version control systems such as Git is an asset.
 Possess a good network with fellow Mobile Developers for problem-solving
 Be absolutely respectful to all confidential issues regarding information of the employees and
patients or any information concerned with the programme or issues discussed in the office
 Personal integrity, honesty, and positive thinking
 Good analytical skills with the capability to focus on details
 Ability to think creatively to solve problems effectively and efficiently

to produce the required quality work plan

demonstrate flexibility, and integrity
