Medical Action Myanmar (MAM) is a medical organization.

MAM aims to improve access to quality health care


for all people in Myanmar. MAM provides large-scale access to prevention, diagnosis & treatment of HIV,
Malaria, Tuberculosis and we provide Basic Health Care. We support over 2000 Village Health Workers in
diagnostic testing and treatments. A basic health care package is provided to deal with the most common
diseases, and referral for complicated cases is supported. MAM is also running more than 10 clinics for HIV,
HCV, TB and general health in sub-urban and in remote areas in Yangon, Karen, Mon, Sagaing and Kachin
states. MAM employs over 1200 staff.

VACANCY FOR: M&E Officer


Reports to: Head of Data, M&E / M&E Manager

M&E Officer is responsible for the strengthening of M&E system including program data review and analysis
on HIV prevention and treatment. The role entails providing technical oversight, building capacity of MAM staff
and local authorities, and program reporting. The candidate will be directly supervised by Head of Data, M&E
/ M&E Manager and also needs to support the operation team to get the quality data in timely manner. The
M&E Officer will be based in Yangon with frequent travel to the project sites.

M&E Management
• Support Head of Data, M&E / M&E Manager in updating MAM’s M&E guideline regularly
• Draft and provide inputs for development of data collection tools and methodologies
• Support preparations and revisions of program log frames
• Collect feedback from program team on new & existing recording and reporting forms and suggest
to revise if needed.
• Work with project/technical staff to ensure M&E procedures / instruments are understood and
properly implemented.
• Monitor progress of project activities against log frame targets, identify challenges and advice
practical solutions.

Data Quality Assurance and review


• Validate the quality of collected data using agreed quality assurance checklists, through monthly
monitoring visits
• Conduct supportive supervisory visits to clinics/project sites as necessary to review M&E processes,
check data quality, provide technical support for operating the database systems, and hands on
coaching of the field staff.
• Handle day to day support to program team related to M&E as needed.
• Support data team for issuing supportive documents with quality data

Feeding data to program team


• Create / update linkage to care excel sheet to track loss to follow up for HIV confirmation, Pre ART
care, ART care and send tracking sheet to field team monthly

• Collect the inputs filled by field team for linkage to care excel sheet and submit to Head of Data,
M&E / M&E Manager and respective Operation/ Program Coordinators to take actions

Reporting
• Work with Data Manager and assist Head of Data/M&E and M&E Manager for donor reports
• Counter-check the national reports which are submitted by program team
• Monitor & supervise in aggregrated data entry to DHIS2 both by data team.
• Regularly generate internal reports for operational management and prepare other data overviews
as per request from operation team.
• Assist Head of Data/M&E and M&E Manager with internal/external reporting for other data
components when necessary.

Data Quality Assurance visits


• Conduct DQA visit to project sites monthly
• Submit DQA findings to Head of Data/M&E and M&E Manager and share with program team

Training related to M&E


• Train project staffs on new recording forms
• Conduct regular M&E related training and orientation to the clinic team.
• Assist Head of Data/M&E and M&E Manager in preparation of M&E workshop with clinic team

Internal coordination
• Coordinate internally with data and program team for checking data consistency reported by field
team, data verification and providing feedback to field team as needed

Other
• Undertake duties assigned by Head of Data/M&E and M&E Manager as required for the
development of new databases and provide input
Undertake any other duties assigned by Medical Director, Operation Director and Deputy Director

To be successful in this role you must have


Education : Must be M.B.B.S degree holder and preferably Master degree in Statistics or Public
Health or any master degree relevant to data, monitoring and evaluation components
of the public health program.
Experience : At least 2 years of experience in M&E of complex health programs in NGO context,
preferably in HIV field. Experience working in GF, USAID funded programs is
favorable.Relevant experience in preparing M&E reports and conducting data quality
assurance visits to field sites.
Computer skill : Proficient in Microsoft Office (including advanced Excel skills), data management
software (SPSS, Stata, or other) and sound knowledge on DHIS2, Power BI, etc.
Specification : Ability to travel field sites (Yangon, Mon, Kayin, Kachin, Sagaing) if security condition
permits. strong critical thinking and analytical skills, Good coordination skill with flexible,
proactive and initiative personality.
