Position Type : Full-time

Time Frame : 01 August - 31 December, 2022 (Potential to extend upon funding
availability)
Job Location : Yangon (frequent travel to project sites)

Background: With the aim to establish a local technical support team composed of a diverse
group of local professionals with a variety of knowledge and skills for public health interventions,
Zenith TRI was established in 2019 with dedicated to focus on access, equity, and quality, using
approaches that empower country’s public and private health sector to advance their skills and
create lasting solutions in the areas of health commodity supply chain management and Sexual
and Reproductive Health and Rights (SRHR) through a sustainable local technical resource in
Myanmar.

Purpose: Under the overall supervision of the Executive Director and close supervision of
Program Manager and Operation Director, the Program Officer (ICT) will closely work with the
Technical Team Leader and the Program Team for Zenith TRI’s supply chain management project
activities funded by different donors. S/he will be based in Yangon and will have frequent travel
as necessary. This position will report directly to the Program Manager.

Main duties and responsibilities: Under this scope of work, the Program Officer (ICT) will work
for the following four areas:
A. Information and Communication Technology (ICT)
• Monitor performance and manage parameters to provide fast responses to system users;
• Identify security gaps and provide relevant solutions to both internal and external system
users;
• Assist to provide administrative support in installation of all ICT hardware and software;
• Handle/troubleshoot user complaints related to ICT devices, system and work-related
software and applications;
• Manage helpdesk tickets submitted by system users and provide technical support;
• Support in procurement of digital related platforms, subscriptions of software, devices and
applications;
• Provide technical support to develop quality assurance procedures for getting the complete
and correct data and information;
• Maintain and upgrade the existing system based on the user feedback by dealing with
providers and other stakeholders;
• Ensure all the documents and devices are kept in systematic order.

B. Database
• Understand, document and ensure the quality of high-value data accuracy, consistency and
comparability;
• Assist in testing and evaluating the new data system, cloud-based computing and analysis
procedures;
• Support the technical team to design, develop and manage databases, spreadsheets and
other relevant data tools;
• Assist to develop/revise guidelines and SOP to ensure both external and internal users have
clear understanding for using developed systems and databases;
• Assist to provide technical support related to the database administration and trouble-
shooting for data entry processes and system application;

C. Programing
• Competence on using the programing languages like Java, C#, .Net, C, Visual Basic, R, Python,
etc.,
• Work with open-source code, tweaking, improving and building the system depending on the
requirements of the organization;
• Review and analyze open-source code for running, validating and deploying the software by
regarding to the organization’s requirements;
• Assist to identify the areas of modification on developed programs and subsequent
development for these modifications.
• Support in verifying the bugs and errors, troubleshooting, debugging, and upgrading the
software.

D. Project Management
• Support in communication with software providers and other stakeholders for deployment
process;
• Participate in the development, implementation and management of new and old indicators;
• Consolidate the operational reports on a regular schedule to support data analysis and
visualization based on the organization’s requirement;
• Assist in developing the reports with data visualization including maps, charts, tables and
infographics by transforming data into graphical products;
• Provide training on data collection, input and application of information system to external
and internal stakeholders.

Qualifications:
• University degree in Computer Science/IT or equivalent;
• Minimum 3-4 years of experience in information technology;
• Well experience in software application, customization and training provision is beneficial;
• Willing to learn new technologies, skills and knowledge;
• Service-minded, well organized, with strong negotiation and interpersonal skills;
• Proficiency in written and spoken English and Myanmar languages.
