1. SCOPE
The present Technical Description (TD) sets out the manufacturing and testing
requirements for metal oxide surge arresters (ΖnΟ) without gaps, intended for the
protection of 20kV overhead and underground distribution networks and MV/LV
substations.

3. OPERATING CONDITIONS
The surge arrester shall be suitable for operation under the following normal
conditions:
α) Ambient temperature : - 40°C to +40°C
b) Exposure to solar radiation > 2800 hours /year
c) Altitude of up to 1000m above sea level
d) The surge arrester shall be suitable for operation in areas where dust, salt or
industrial pollutant deposits are possible, as well as the presence of humidity, rain
and snow.
e) The surge arrester is intended for use on three - phase, three conductor
distribution networks, with an earthed neutral node only at the outgoing feeder,
through a resistor limiting the earth fault current to 1000Α, with the following
characteristics:

5. MANUFACTURE REQUIREMENTS
The surge arrester shall comply with ΕΝ 60099-4; its electrical characteristics shall
be the following:
- The enclosure shall be made from silicon rubber with a minimum creepage
distance of 670 mm. Over coated insulators are not acceptable.
Except for silicon rubber, other composite materials can be accepted for the insulator
outer housing; however their performance shall be demonstrably satisfactory under
high sunlight, as in our country. Minimum creepage distance shall be 670 mm. The
following particulars must be furnished to certify the above:
Test certificates.
Reference letters by electric power companies for satisfactory operation in
their networks, for 4-years at minimum.
EPDM does not constitute acceptable material.
Suitability of insulators made of composite material shall be verified through the type
tests specified in paragraph 6.1.2. of the present TD.
5.2.1. The surge arrester shall be equipped with disconnecting device. This device
shall be connected to the earthing conductor and it shall be automatically
disconnected from the surge arrester in case an electric fault is occurred to this. This
disconnection shall be visible by observer standing at the base of the pole. The
disconnecting device shall present a current/time curve lower than the current/time
curve of the 10Τ fuse, (as per ANSI C 37.43), when both curves are plotted on the
same logarithmic chart.
The current/time curve of the 10T fuse shall be drawn in a logarithmic chart taking
into account the following points:

5.2.2. The surge arrester shall be fitted with two compression type lugs. The lug for
network connection shall be suitable for connecting Cu conductors, of 16 to 50 mm2
effective cross section size. The lug for earth connection shall be suitable for
connecting Cu conductors of 16 to 50 mm2 effective cross section size.
5.2.3. Live metallic parts of the surge arrester shall be made of stainless steel or tin
plated bronze with minimum tin-plating thickness of 15 μm.
Likewise, non-live metallic parts of the surge arrester shall be made of hot - dip
galvanized steel in accordance with the above mentioned PPC Technical
Specification (ΧΚ 11.02) or other equivalent European Standard (ΕΝ, HD).
5.2.4. Each surge arrester shall be able to be mounted either on a wooden cross-arm
of rectangular profiled (100mm wide by 120 mm high), or on a cross-arm of sectional
iron in "UNP" shape, 100X50X6 mm, by tightening the base of the surge arrester on
the cross-arm of (item 1 in the attached drawing) through a backplate (item 2 in the
attached drawing) using 2 M10 bolts of suitable overall and thread length (item 3 in
the attached drawing).
For this purpose, both the base of the surge arrester and the backplate shall be fitted
with three holes each, as shown in the drawing attached to the present TD. The
bottom holes - both on surge arrester base and on the backplate - shall be at a
spacing of between 114 mm to 140 mm from the center of the upper hole. The upper
holes, both on the base of the surge arrester and the backplate, can be continuous
through serrate type opening.
The mounting assembly of the surge arrester shall be always grounded.
All the parts of the surge arrester mounting assembly shall be hot - dip galvanized in
accordance with PPC Technical Specification ΧΚ 11.02 or other equivalent European
Standard (ΕΝ, HD).
Other equivalent mounting assemblies may become acceptable, at the absolute
discretion of the technical evaluation agency.
5.2.5. The surge arrester must be a sealed - type. This requirement shall be verified
by a respective test specified in paragraph 6 of the present TD.
5.2.6. The insulating housing of the surge arrester shall be suitable to withstand the
forces emanated from the bridge connected to it, the forces from the network
connection conductor as well as the forces applied to the housing at the moment of
connecting the surge arrester to the network. Moreover, the insulating housing must
be suitable for the operating conditions described in the present TD 177.
6. TESTING REQUIREMENTS
All the tests mentioned below shall be performed according to the requirements of
ΕΝ 60099-4.

The type tests specified in ΕΝ 60099-4, shall be carried out at the beginning of a
contract, however they may be repeated at the definitive discretion of the Corporation
in the course of the Contract performance, whenever the design or the production
process are modified. In addition, the test verifying the power frequency voltage –
versus – time characteristics shall be carried out as specified in paragraph 5.10 and
in ANNEX D, ΕΝ 60099-4.
At its definitive discretion, the Corporation may accept Certificates issued by an
accredited laboratory.
6.2.1. Acceptance Tests specified in ΕΝ 60099-4 shall be carried out on a lot sample
as designated in paragraph 8.2, ΕΝ 60099-4.
6.2.2. In case operating duty test results, witch are included in Type Tests, are
marginal, the special thermal stability Test must be performed for lot acceptance.
This test shall be carried out as set out in paragraph 8.2.2 of ΕΝ 60099-4.
7. MARKING
The surge arrester shall be fitted with a nameplate, clearly and permanently printed
with the following details:
- Rated voltage, kV
- Continuous operating voltage, kV
- Nominal discharge current, kA
- Manufacturer name or trademark, surge arrester type and surge arrester
identification (e.g. serial number) - Manufacture year- Contract Number
8. PACKING
8.1. The equipment shall be packed in heavy duty wooden crates, each containing
six (6) surge arresters in case their insulating housing is from composite material.
The above mentioned crates shall also include the mounting assemblies for three or
six surge arresters, appropriately packed in order to prevent any possible damage to
the surge arresters.
Packing shall ensure the following:
a. To prevent equipment abuse during shipment as well as during loading - unloading
operations.
b. To provide safe conditions for equipment as well as for the crate, so that stacked
storage is permitted up to a height of 2,5 m.

8.2. On the two opposite sides of the crate, there shall be legible nameplates,
steadily fixed, having printed all the data specified in paragraph 5 of the present TD,
with a method ensuring that they remain indelible.
8.3. The above wooden crates shall be delivered packed on EU pallets of maximum
weight of 550 kg.
