SUBJECT Endorsement for Attrition Screening Deliberation

1. References:
a, Memorandum from that Directorate dated May 4, 2022 with subject:
“Endorsement for Attrition by Other Means” with attached original copy
of his signed Sworn Statement, received by this Directorate on May 18,
2022:
b. NAPOLCOM Memorandum Circular No. 2008-005 entitled,
“Prescribing Policies, Procedures and Guidelines Governing the
Attrition System for Uniformed Personnel of Philippine National Police";
and
c. Memorandum from that Directorate with subject: “Result of Qualifying
Examination and Remedial Examination for PSOBC, PSOAC and
PSOSEC.”
2. This pertains to the memorandum from that Directorate dated May 4,
2022, endorsing the list of 91 Police Commissioned Officers (PCO) who allegedly
failed to pass the required Online Qualifying Examination (QE) on February 10 and
17, 2022 for PCOs Career Courses and the Remedial Examination (RE) on March
15, 2022, through Canvass Application to the concerned Screening Committee. The
endorsement for attrition was made on the basis of the provision of Section 29 (d)'
of Republic Act No. 8551 and the provision of paragraph 4,? Section 3 (e) of
NAPOLCOM Memorandum Circular (NMC) No. 2008-005.
3. While the basis for the endorsement for attrition is well established under
Section 29 (d) of Republic Act No. 8551 and the provision of paragraph 4, Section 3
(e) of NMC No. 2008-005, this Directorate, however, would like to clarify on the

justifiable reasons *

emfollowing, prior to endorsing the formal verified complaint to the concerned Screening
Committee:
a. Whether DHRDD has issued an approved standard examination
guidelines, establishing the passing percentage and approving the set
of questionnaires for each mandatory training; and
b. Whether based on the existing guidelines, a remedial examination
should be considered and treated as another examination that would
qualify as ground for attrition or just a continuation of the first
examination.
4. The additional information pertaining to the above will be included in the
endorsement to the Selection Committee.
