The powers are subject to adherence of the General Financial Rules, Delegation of Financial Powers Rules and all other financial and administrative orders issued by Government of India from time to time. In case, the GFR provisions are not being followed in any case, same must be referred to IFU: 3, In addition, the following conditions need to be followed while exercising the delegated powers: i. No attificial splitting of expenditure is allowed to bring a proposal within the delegated limits. |i. In case of contracts in place after dueapprovals by the competent authority, ACGAs/DyCGAs shall be competent to approve the monthiy/quarterly payments subject to the terms and conditions of the contract. iil, Monetary limits/ceilings under the different items of delegations are to be strictly ensured. The State Directorates should ensure that mechanism is in place to record the expenditure made against the different items of delegations while putting up the proposal for approval of competent authority. iv. Budget availability should be ensured before the approval of any proposal. v..
