Cinema Pirational Control

1. On July 20 Government was approve for proposal to operate drive-in
cinemas, subject to the standard operating procedure (SOP), including requiring
cinema-goers to remain in their vehicles, and purchase food and beverages online
and collect them via drive-through counter. The SOP must enforce by the
government due to the existence of drive-in will be as new normal and will become a
trend. To protect the film producer interest and prevent from the piracy activity the
film set need to be screen by the FINAS. Development Corporation Malaysia
(FINAS) will review and further refine the Film Exhibition Licence for operators, in
line with the new normal following the Covid-19 outbreak.

2. To get screening the film by FINAS before movie show may have incurred
cost to the organizer. Indirectly cost for organizing the event will increase.

COVID -19 SOP Enforcement

3. A special ministerial meeting on the implementation of the Movement Control

Order (MCO) has agreed to approve the application of drive-in outdoor cinemas,
which would allow moviegoers to view films from within their cars. The re-
introduction of the cinema-viewing method would be in keeping with standard
operating procedures (SOPs) implemented amidst the Covid-19 pandemic. Rela
(People's Volunteer Corps) personnel must also be stationed to monitor the
movement of people.

4. By having involve other agencies to enforcement of movement control may

require extra cost of event. If the space to conduct the event is bigger ay required
more rela people to work accordingly.

5. Ministry of Communications and Multimedia, along with the Housing and

Local Government Ministry, will provide the SOPs in detail to serve as a reference
for operators involved. Senior Minister (Security Cluster) Datuk Seri Ismail Sabri
Yaakob said the special Cabinet committee on Covid-19 has agreed to requests
from organisers, although they would be subjected to strict standard operating
procedures (SOP). Some of the consideration are
a. Visitors must remain in their respective vehicles at all times.
b. Selling of food and beverages must be online, and picking up of food
via drive-thru.
6. The idea is particularly timely and practical amid the ongoing Covid-19
pandemic, as it allows movie-goers to maintain social distancing and avoid any form
of contact with others. In June, Ismail Sabri had announced that indoor cinemas,
theatres and other “live” events will be allowed to operate with a maximum capacity
of 250, although this will depend on the size of the hall. The SOP included social
distancing of a metre, checking of body temperature before entering, and the use of
face mask and hand sanitisers.
Smoking Pollution Control
12. Enforcement to reduce smoking activity among visitors and policy during
watching the movie and create smoking zone at parking area for environmental
concussively for others. Smoking zone may have open and closed time to control
same smokers repeatedly smoke. Organizer also will apply green environment
campaign during drive in session to encourage smokeless.

STRATEGY TO OVERCOME

Level of enforcement activate by stages

13. Government political in health and security must explain clearly to the
enforcement agency how to manage the enforcement by stages. It will start by giving
reminder and warning regarding related act to be enforce. The next step is using full
used of power enforcement by summon who has still neglect and disobey the COVID
19 SOP. This may help the organizer in controlling people movement. If related to
extra cost such rela involvement, it may discuss as certain minimum rate to be
applied.

Pollution control
14. It will come from exhaust of vehicle and smoking activity during cinema show.
To ensure this issues happen obviously. During parking ensure all vehicle stop their
engine vehicle running and smoking activity organise by timely or by number of
smokers at one time at smoking zone.

CONCLUSION

10. By having government effort in enforcement although required some cost to

increase, looking for the effort by the government to support especially B40 and M40
in cost of living. Possibility of Perk Idea cant sell their drive in cinema ticket for RM
199 per ticket. They need to consider allowance of rela agencies to control
movement of people during cinema show.
