ANNEX A-SEW/PMAIN - Guidelines for Safeguarding of Sewerage System

1 Please comply with the following requirements for the protection of the public
sewers before commencing any “specified activity” listed in Annex 1 within public
sewers corridor:

(a) To obtain an sewerage interpretation plan (SIP) and carry out the verification on
site to ascertain the actual locations, alignments and levels of the sewerage
system

(b) Subject to paragraph (c) below, you should engage a CCTV contractor to carry
out a pre-construction CCTV sewer inspection to inspect the conditions of the
existing sewers. Please note that the CCTV inspection report / video shall
comply with the PUB (WRN)’s CCTV inspection survey requirement as posted
in the website

Upon submitting the CCTV inspection report/video, please ensure the
following:
Cover letter bearing the company letter head shall be attached together
with the CCTV inspection report
CCTV inspection report shall be in both hardcopy and softcopy (PDF)
Manhole ID and sewer ID shall be indicated in both CCTV inspection
report and video
Manhole report shall be included
Video shall be in MPEG/AVI format

From 1 January 2013, only PUB Registered CCTV contractors would be


allowed to conduct CCTV inspection works in public sewers and submit CCTV
inspection reports to PUB. Any CCTV inspection report submitted by non-PUB
Registered CCTV contractors would be rejected. The list of registered CCTV

(c) For small redevelopment/A&A works of single landed property (terrace, semi-
detached and detached house), the submission of pre-construction CCTV
inspection report is waived and QP is only required to submit the post-
construction CCTV inspection report.

The CCTV inspection report has to be carried on the length of public sewer,
within the development lot boundary. The CCTV inspection report shall at least
show the entering manhole and indicate the condition of the public sewer up to
the boundary of the lot and within the lot. The CCTV contractor shall submit a
layout plan to indicate the location of the entering manhole and the distances of
the sections of the sewer from manhole to lot boundary and within the lot.

QP/PE shall notify PUB (WRN) immediately if pre-construction CCTV inspection
was required and was not carried out and works had commenced. In such case, at
TOP/CSC application stage, the owner/QP shall submit a post-construction CCTV
together with the QP’s Certificate of Completion and Inspection (eg Form PUB-
BPU-COMPOFWORK) and may be liable for any defects in the existing sewers
shown in the post-construction CCTV inspection report/DVD disc

(d) To submit to PUB (WRN) an application (PUB-SEW-CLRDEV-OVER-SEW)


via the Corenet e-submission system to PUB (WRN) within 1 month from the
date of this letter and obtain a written approval from the Director, PUB (WRN).

(e) To send, upon submitting the application via Corenet-eSS to PUB, forward the
hardcopy of the CCTV inspection report and the DVD discs to:

3 You may consult PUB(WRN)’s Planning & Design Division (Mr Sophian Ismail /
Mr Henry Yeo at 6731 3656 or 6571 4064) pertaining to the submission of the application
form and the CCTV survey reports.

4 If the construction works do not involve any “specified activities” within public
sewer corridor, you do not need (unless otherwise as required in the PUB DC/BP
clearance certificate) to submit the application mentioned in para 1 (d) and (e).

5 It is an offence under the Sewerage and Drainage Act (SDA) or Sewerage and
Drainage (Protection of Public Sewerage System) Regulations if any person is to carry out
certain works without physically ascertain the location of the public sewerage system
(s13A) and obtaining written approval from PUB before commencing specified activities in
the public sewer corridor; or to cause any damage to the public sewer or affect the smooth
conveyance of the used water in the public sewer as a result of the works (s20). The person
who is guilty of an offence shall be liable on conviction to a fine up to $200,000 or to
imprisonment for a term up to 2 years or to both depending on the nature of the offence

6 The proposed sewerage/sanitary system for the development shall be constructed


under the supervision of the QP in accordance with the CBPD registered detailed sanitary
plan, the Code of Practice on Sewerage and Sanitary Works, Sewerage and Drainage Act
and the Sewerage and Drainage (Sanitary Works) Regulations. QP may pre-consult CBPD
or PUB(WRN)at early stage of planning of the development and design of the
sewerage/sanitary system. In this regard, QP is also reminded to submit the relevant plans

to CBPD and obtain the approval/clearance certificates for DC plans/BP plans/detailed
sewerage/sanitary plans before commencing any physical structural works/sewerage works
on site.

Appendix 1

List of Specified Activities


a) the carrying out of any earthwork for site formation, whether by excavation, filling
or backfilling;
b) the excavation of any trench, well, pond or pool, or excavation for any underground
structure which is more than 0.5 metre in depth;
c) the excavation of earth, rock or other material by means of explosives;
d) the carrying out of any ground exploratory or testing work, including through soil
boreholes and geological surveys;
e) the installation of any foundation, sheet pile, piled foundation, earth retaining or
stabilising structure, ground anchor, horizontal tie-back, or any other similar
installation;
f) the carrying out of any ground stabilising work, including jet grouting, soil
compacting and ground freezing;
g) the carrying out of any tunnelling, excavation work or jacking work;
h) the erection of any temporary or permanent structure, including any site office or
show flat;
i) the installation of any heavy construction machine or plant, including the stacking
and installation of any concrete block for pile testing;
the installation of any container box.
