1. A teacher evaluation system ensures teacher quality and promotes professional
learning.
2. Framework for Teaching describes not only the teaching that occurs in the classroom
but also the behind-the-scenes work of planning and other professional work, such as
communicating with families and participating in a professional community.
3. Evaluators must be able to assess teachers accurately so teachers accept the
judgments as valid and the public has confidence in the results.
4. Every teacher has the responsibility to be involved in a career-long quest to improve
practice.
5. An evaluation system to ensure quality teaching must be valid, reliable, and
defensible—these are "hard sounding" qualities.
6. A system designed to promote professional learning is likely to be collegial and
collaborative—these are much "softer-sounding" qualities.
7. It is important to have skilled evaluator. If we want teacher evaluation systems that
teachers find meaningful and from which they can learn, the must uses processes that
not only are rigorous, valid, and reliable, but also engage teachers in those activities
that promote learning—namely self-assessment, reflection on practice, and
professional conversation.

According to Cicchinelli (2013), teacher evaluations have been used to determine
eligibility for licensure, promotion, and school accreditation status. However, it not only
the profession which we are talking about, but how a teacher can bring a high impact to
the school curriculum and to the students which is the most necessary element why
teachers are being evaluated. As I have read the article about “Evaluations That Help
Teachers Learn”, I just perceived how teacher evaluation important to me as a teacher.
There are two important reasons why schools should implement evaluations for teachers.
Firstly, it ensures teacher quality. A teacher must be carefully evaluated by principals,
mentors or supervisors on how to achieve learning goals, choosing alternative teaching
strategies and materials to achieve different instructional purposes and to meet student
needs in accordance to their developmental stages, prior knowledge, learning styles, and
interests. strong teacher evaluation system is central to improving teacher quality. It
provides the means to recognize and reward great teachers so we can learn from and
replicate their success. It also helps to identify those who need help so they can get the
extra training they need to be effective. Under this reason, there are three (3)
requirements that satisfies this event. Number one (1) is a consistent definition of good
teaching. A teacher must know the true meaning of what good teaching is. Good teaching
does not only focus on how excellent and outstanding the teacher in his or her profession,
but also the positive effect on it to the changed behavior and future of the students.
Hence, good teaching does not only occur in the classroom but also the behind-the-scenes
work of planning and other professional work, such as communicating with families and
participating in a professional community. Number two (2) is a shared understanding of
definition. Each agent of the school must have the common understanding of a particular
word such as student engagement in learning”. It is more effective when everyone
understands the common language to increase the value of the conservations that ensue
from classroom observations. And the number three (3) is having skilled evaluators. They
must be able to asses teachers accurately in accordance to their performances so that the
teachers accept he judgments as valid and the public has confidence in the result. In
addition, evaluations should be focused on quality assurance yield judgments that are fair,
reliable, and valid. They are helpful in looking at both new and experienced teachers'
practice and in determining whether a teacher's skill has slipped below standard and
needs strengthening. The second reason why teacher must be evaluated is to promote
professional development. Basically, every teacher wanted to be promoted and have the
highest salary as much as possible to provide the needs and wants of his or her family.
According to Sedlis (2015), for a teacher evaluation system to be truly effective, it should
set clear, rigorous performance expectations for teachers that lead to strong student
achievement. Evaluations should use objective data to fairly and reliably measure teacher
performance against those standards. There must also be a way to provide teachers with
valuable feedback that helps them improve their practice, as well as a way to share
information with districts so they can retain their best teachers, remove persistently poor
performers and address the talent gap in schools that results in our neediest students
getting less effective teachers.

I also learned that combining these two factors is the best way to see the deeper
meaning of the so-called teacher evaluation. In addition, there is also a need to have deeper
professional conversations to the teachers so that their learning is more meaningful in any
ways in which they can use to their job. The more talks, the more development will occur.
