CLASS 3 MEDICAL PROCEDURES ISSUED BY DGCA
1 Introduction:
1.1 Rule 103 of the Aircraft Rules, 1937 which deals with Medical Standards of Air Traffic
Controller (ATCO) stipulates that no licence or rating shall be issued or renewed unless
the applicant holds a Medical Assessment issued by the Director General after
undergoing a medical examination with a DGCA approved medical examiner and
satisfying the medical standards as specified by the Director-General for the purpose.
1.2 DGCA Empanelled Class 3 Medical Examiner is a person who has been empanelled by
DGCA to conduct class 3 medical examination of an air traffic controller of AAI and
report to DGCA on his/her fitness for the purpose of an ATCO licence or rating for which
medical requirements are prescribed in CAR Section 7- Flight Crew Standards Training
and Licensing, Series C Part 1.
1.3 Class 3 Medical Assessment is required for applicant and holders of:
i. Student ATCO License
ii. ATCO License
1.4 No ATCO shall exercise privileges of a licence/ rating unless he/ she holds a valid Class
3 Medical Assessment.
2 Purpose:
2.1 Purpose of this circular is to provide information on the link for list of DGCA
Empanelled Class 1/class 3 Medical Examiners/IAF boarding centres and procedures for
class3 medical assessment of air traffic controllers, to Authorized Medical Attendants

(AMAs) Directorate of CAP, all ATS In-charges and air traffic controllers of AAI.
3 Scope:
3.1 This CAPC is applicable to the Authorized Medical Attendants, all ATS In-charges, air
traffic controllers of AAI, applicants of ATCOL and SATCOL.
4 Procedures:
4.1 Class 3 Medical Examination
4.1.1 Initial Class 3 medical examination will be carried out by DGCA empanelled Class 1
medical examiners. The list of class 3 medical examiners is readily available on DGCA
website at the following link:

4.1.2 Renewal Class 3 medical examination will be carried out by DGCA empanelled Class 3
medical examiners. It includes Class 1 & Class 2 (more than 3 years of experience)
Medical Examiners. The list of class 3 medical examiners is readily available on DGCA

4.1.3 All the AMAs of AAI, ATS In-charges of stations under the control of AAI and all the
ATCOs holding or intend to hold ATCO Licence or Student ATCO licence and ratings
shall refer to the list of Class 1 and class 3 Medical Examiners (as applicable) available
on DGCA website on the link provided above.
4.1.4 The procedures for class 3 medical assessment of air traffic controllers is available on
