Your Highness Prime Minister: Complaints a source
of parliamentary gain … May it be different with you

BRAVO to His Highness the Prime
Minister Sheikh Ahmad Al-Nawaf for
announcing the open-door policy to his
office and the General Secretariat of the
Council of Ministers to receive com-
plaints from the public.
This came in accordance with the
directives of the political leadership,
especially His Highness the Crown
Prince Sheikh Mishaal Al-Ahmad, to
not close the doors of officials to any
citizen.
However, it must be emphasized that
this is not sufficient if it is not accompa-
nied by operational procedures, as is the
case in many countries of the world that
have a board of grievances, or presiden-
tial positions supervised by an elite group
of honest and sincere personalities who
do not seek to profit.
Kuwaitis have been greatly enduring
injustices in the past years, either from
officials in service ministries or secu-
rity services, and even police stations, as
“wasta” prevails due to the influence of
the corrupt who have established a sus-
picious pattern for dealing with people’s
issues.
When the Complaints and Petitions
Committee in the National Assembly,
which is concerned with redressing in-
justice, became a source of electoral gain,
MPs exploited those complaints to black-
mail ministers, portraying them as cases
of negligence and inaction on the part
of officials, and sometimes even hinting
some issues to the political leadership
channel.
For this reason, we have said several
times that there are 51 amirs in Kuwait,
with the legitimate Amir being in Bayan
Palace, and the 50 others in the National
Assembly.
They have set themselves up through
their constant quest to gain from people’s
challenges, and the inability of ministers
to confront as a result of lack of solidarity
between them, or because of their boss’s
fear of any inquiry, comment or even sug-
gestions.
Perhaps all of this would have been a
matter of the past if the correct guide-
lines were set for dealing with observa-
tions, complaints and grievances, the
most important of which is to have hon-
est and sincere people to handle such is-
sues.
Therefore, it is possible that these per-
sons are not known to the public, pro-
vided that they fulfill the honor entrusted
to them by the concerned parties and deal
with them quickly.
If there is any suspicion of corruption
or anything that warrants punishment, it
should be reported to His Highness the
Prime Minister and the political leader-
ship.
What Kuwait needs is for everyone
who lives on this land to play their role,
each in their capacities.
If the people sense seriousness and jus-
tice in the handling of their grievances in
such a manner that everyone gets what
they deserve, we will represent a respon-
sible guard who will work to uncover the
evils and highlight the flaws.
However, if the supervisors of this of-
fice are dishonest and insincere, or as is
currently done in some state institutions
that require the complainant to reveal his
name and address, while at the same time
he provides the suspect with such infor-
mation that leads to disputes between
neighbors and people of the same region,
or relevant officials retaliate against the
complainants, then all this pursuit will
lead to more chaos.

KUWAIT CITY: The Kuwaiti
Foreign Ministry on Saturday
voiced Kuwait’s condemnation
and denunciation of an attack
on a hotel in the Somali capital,
Mogadishu, which left multiple
casualties.
In a press statement, the For-
eign Ministry restated Kuwait’s
principled and unswerving posi-
tion based on decrying violence
and terrorism.
It also extended its heartfelt
condolence and solace to the gov-
ernment and people of Somalia as
well as the victims’ families, and
wished a swift recovery for those
injured in the attack.
Islamic militants have stormed
a hotel in Somalia’s capital,
engaging in an hours-long ex-
change of fire with the security
forces that left at least 20 people
dead, according to police and
witnesses.
In addition, at least 40 people
were wounded in the late Friday
night attack and security forces
rescued many others, including
children, from the scene at Moga-
dishu’s popular Hayat Hotel, they
said Saturday.
The attack started with explo-
sions outside the hotel before
the gunmen entered the building.

BEIRUT, Aug 20, (AP): A rock-

a town held by Turkey-backed
opposition fighters in northern
Syria killed 15 people on Friday
and wounded dozens, an opposi-
tion war monitor and a paramed-
ic group said.
The attack on the town of al-
Bab came days after a Turkish
airstrike killed at least 11 Syrian
troops and U.S.-backed Kurdish
fighters. The Syrian Observatory
for Human Rights, an opposition
war monitor, blamed Syrian gov-
ernment forces for Friday’s shell-
ing, saying it was in apparent re-
taliation for the Turkish airstrike.

Manila urged to free Lima
US lawmaker meets held
Filipino opposition leader
MANILA, Aug 20, (AP): U.S. Sen. Edward Mar-
key, who was once banned from the Philippines
by former President Rodrigo Duterte, on Friday
met a long-detained Filipino opposition leader,
whom he says was wrongfully imprisoned under
Duterte and should be freed.
Markey, a Democrat from Massachusetts, and a
group of U.S. legislators met former Sen. Leila de
Lima for more than an hour in her high-security
detention cell in the main police camp in Metro-
politan Manila, according to her lawyer, Filibon
Tacardon, and police.
Details of their court-authorized meeting were
not immediately available.
Duterte had banned Markey and two other
American legislators from traveling to the Philip-
pines after they called for de Lima’s release and
raised alarm over human rights violations under
his presidency. Duterte’s turbulent six-year term
ended in June.
The former president’s brutal anti-drugs crack-
down, which left thousands of mostly poor sus-
pects dead, has sparked an investigation by the
International Criminal Court.
Duterte was succeeded by Ferdinand Marcos Jr.,
who took office on June 30 following a landslide
election victory with his vice-presidential running
mate Sara Duterte, the former president’s daughter.
Markey and his delegation met Marcos Jr. at
the Malacanang presidential palace in Manila on
Thursday. After the meeting, Marcos Jr. said he
looked forward “to continuing our partnership
with the U.S. in the areas of renewable energy use,
agricultural development, economic reform, and
mitigation of drug problems.”
A top critic of Duterte, the 62-year-old de Lima
has been locked up for more than five years and has
accused the former president and his then-deputies
of fabricating the non-bailable drug-linked charges
that landed her in jail in February 2017. Her arrest
and detention effectively stopped her at the time as
a senator from investigating the widespread killings
under Duterte’s campaign against illegal drugs.
Duterte had insisted on her guilt, saying wit-
nesses testified that she received payoffs from im-
prisoned drug lords. Several witnesses, however,
have recently recanted their allegations against
her, re-igniting calls for the Marcos Jr. adminis-
tration to free her.
De Lima told The Associated Press in March
in her first court-authorized jail interview since
her arrest that she “cried every day, especially at
night, in the first few weeks not really out of self-
pity but for my family and out of disbelief.”

that falsely claimed it
had launched a drone
attack targeting Amer-
ican troops at an air
base in Kuwait.
The statement by the Air
Force’s 386th Air Expedition-
ary Wing came hours after the
group calling itself Al-Ware-
theen, or “The Inheritors,” put
out an online statement claim-
ing that on Aug. 12, it target-
ed Kuwait’s Ali Al Salem Air
Base. The statement included
a video showing a drone be-
ing launched from a stand,
but offered no evidence of an
attack or any damage done at
the base.
The statement claimed the al-
leged attack aimed to avenge
the U.S. drone strike that killed
a prominent Iranian Revolution
Guard Gen. Qassem Soleimani
in Baghdad in January 2020.
The air base is located a few
dozen kilometers (miles) from
the Iraqi border.
“The misinformation falsely
stated an Iranian militia group
used (drones) to carry out an
attack on base,” the Air Force
statement to The Associated
Press said. “No such attack oc-
curred.”
The statement suggests the
U.S. believes that Al-Waretheen
is likely an Iranian group, though
it described itself as Iraqi.
The Air Force added that the
online claim “only aims to de-
ceive their audience in believ-
ing a lie” and that the Air Force
and Kuwait “continue to project
air power throughout the region
without disruption.”
Kuwait, bordering Iraq and
Saudi Arabia also near Iran, is
considered a major non-NATO
ally of the United States. Kuwait
and the U.S. have had a close
military partnership since Ameri-
ca launched the 1991 Gulf War to
expel Iraqi troops after Iraqi dic-
tator Saddam Hussein invaded
the country.
Some 13,500 American troops
are stationed in Kuwait, which
also hosts U.S. Army Central’s
forward headquarters. Those
forces have supported the U.S.
invasion of Iraq in 2003 and later
operations against the Islamic
State group.
Kuwait did not immediately
acknowledge the claimed attack.
Its Information Ministry did not
for comment Saturday night.

‘Organize sports sector in investment areas’; Social, economic impact in focus
KUWAIT CITY, Aug 20: The Chairman of
the Board of Directors of the Real Estate
Union Ibrahim Al-Awadi stressed the im-
portance of organizing the sports sector in
investment/commercial areas, reports Al-

Al-Awadi said this in a letter sent to
Kuwait Municipality for adding the
sports stadiums clause within the require-
ments for commercial uses in investment
housing areas inside and outside Kuwait
City.
He explained that a meeting was held
with a team formed by the municipal-
ity. During the meeting, the importance
of organizing the sports sector in the in-
vestment areas and its positive social and

State group to ever be convicted in a U.S.
court, prosecutors said at his sentencing
hearing in U.S. District Court in Alexandria.
Elsheikh and British counterparts Alex-
anda Kotey and Mohammed Emwazi led
an Islamic State hostage-taking scheme that
took roughly two dozen Westerners captive a
decade ago. The hostages dubbed them Bea-
tles because of their accents. Their appear-
ance, always in masks, invoked dread among
the hostages for the sadism they displayed.
“This prosecution unmasked the barbaric
and sadistic ISIS Beatles,” said First Assis-
tant U.S. Attorney Raj Parekh.
The life sentence was a foregone conclu-
sion after a jury convicted him of hostage
taking resulting in death and other crimes
earlier this year.
The convictions carried a mandatory life
sentence. The U.S. agreed not to pursue
a death sentence as part of a deal that en-
sured extradition of Elsheikh and his friend,
Kotey, who has already been sentenced to
life. Emwazi was killed in a drone strike.
The convictions revolved around the
deaths of four American hostages: James
Foley, Steven Sotloff,
Peter Kassig, and Kayla Mueller. All
but Mueller were executed in videotaped
beheadings circulated online. Mueller was

Al-Awadi said, “We have visited the
field sports stadiums many times and in-
tensively conducted a survey with the pio-
neers of sports stadiums. We studied and
analyzed the matter, and here is what we
found:
1. Allocation of investment plots located
in the designated areas without specifying
a certain area. It is no secret that these pro-
jects have a positive impact on the infra-
structure, as they are less costly and require
less infrastructure and services compared
to multi-storey buildings (residential apart-
ments) or medical centers or hospitals, ho-
tels or restaurants.
2. As for the economic aspect and the
principle of equal opportunities, it will give
the opportunity for owners of less capi-
tal and smaller plots to invest, especially
since many of the building requirements
in investment housing for commercial
uses such as restaurants and hotels have
forced into slavery and raped multiple times
by Islamic State leader Abu Bakr al-Bagh-
dadi before she was killed.
They were among 26 hostages taken cap-
tive between 2012 and 2015, when the Is-
lamic State group controlled large swaths of
Iraq and Syria.
Parekh said it was difficult to convey the
brutality of Elsheikh’s actions. “We lack
the vocabulary of such pain,” he said, para-
phrasing Dante’s Inferno.
Still, victims of Elsheikh and the Beatles
testified at Friday’s hearing and gave voice to
what they experienced. Danish photographer
Daniel Rye Ottosen, who was released after
a ransom was paid, said the worst moments
were times of silence during and after captiv-
ity when he was alone with his thoughts.
He said when Elsheikh and the Beatles
beat him up, it was almost a relief.
“I knew I could only concentrate on my
pain, which is much easier than being alone
with your thoughts,” he said.
Ottosen was particularly close to Foley,
and memorized a goodbye letter that Foley
wrote to his family so he could dictate it to
Foley’s parents when he was released.
Foley’s mother, Diane Foley, said hold-
ing Elsheikh accountable at trial sends a
message of deterrence to other would-be
hostage takers.
“Hatred truly overwhelmed your human-
ity,” she told Elsheikh on Friday, which was
the eighth anniversary of James Foley’s be-
heading.
At trial, surviving hostages testified that
they dreaded the Beatles’ appearance at the
various prisons to which they were constant-
ly shuttled and relocated. Elsheikh and the
other Beatles played a key role in the hostage
negotiations, getting hostages to email their
families with demands for payments.
They also routinely beat and tortured the
hostages, forcing them to fight each other to
the point of passing out, threatening them
with waterboarding and forcing them view
images of slain hostages.
Elsheikh, 34, did not speak during Fri-
day’s hearing. His lawyer, Zachary Deu-
bler, said Elsheikh will appeal his convic-
tion. Elsheikh’s lawyers had argued that his
confessions should have been ruled inad-
missible because of alleged mistreatment
after he was captured by Kurdish-led Syrian
Defense Forces in 2018.

KUWAIT CITY, Aug 20: Last Friday,
Ardiya Industrial Area witnessed a ma-
jor traffic and security campaign, re-
ports Al-Rai daily.
The police tightened their grip on the area and
cordoned off its entrances and exits to apprehend
traffic violators, reckless motorists, wanted per-
sons and outlaws.
The campaign, which was carried out by the De-
partment of Coordination, Follow-up and Learning in
the Traffic and Operations Sector of the Ministry of
Interior, resulted in the issuance of 600 traffic cita-
tions within three hours, and placing “block” on 550
violating vehicles.
The campaign was held based on instructions from
the Deputy Prime Minister, Minister of Defense, and
Acting Minister of Interior Sheikh Talal Al-Khaled,
and Undersecretary of the Ministry of Interior Lieu-
tenant General Anwar Al-Barjas. It was followed
up by the Assistant Undersecretary for Traffic and
Operations Affairs in the ministry Major General
Jamal Al-Sayegh. He was present at the venue with
the traffic police. The campaign was also under the
leadership and supervision of the Assistant Director
General of the Department of Coordination, Follow-
up and Learning headed by Brigadier General Khaled
Mahmoud.
Statement
In an exclusive press statement, Brigadier General
Mahmoud explained that 600 violations were record-
ed in three hours. A total of ten violators of the resi-
dency law were arrested, an administrative “block”
seizure was signed on 550 vehicles, six juveniles

Weekly traffic campaigns will continue non-stop in
all governorates of the country.
The goal is not to issue traffic citations, but to edu-
cate motorists and bikers about the need to abide by
traffic regulations and laws, which have been put in
place for the benefit of citizens and residents. It is also
aimed to protect lives and properties from violations
resulting from serious accidents that lead to the loss
of life or serious injuries.

secretary of the Ministry of Interior for Traffic and
Operations Affairs Major General Jamal Al-Sayegh
met with a number of stakeholders in the Ministry of
Commerce, Kuwait Municipality and the Public Au-
thority for Food and Nutrition, to coordinate and de-
velop a mechanism and requirements for home food
delivery service companies, starting from October 1,
2022, reports Al-Qabas daily.
The Public Relations and Security Media Depart-
ment of the Ministry of Interior, said Major General
Al-Sayegh’s meeting with the concerned authorities
came based on the directives of the Deputy Prime
Minister, Minister of Defense and Acting Minister of
Interior Sheikh Talal Khaled Al-Ahmad Al-Sabah.
The department explained that the meeting aims
to set several conditions, including that the driver
of a vehicle (delivery of orders) must have a health
certificate issued by the Ministry of Health; to put a
sticker for the company to which the delivery vehicle
belongs, in coordination with the Kuwait Municipal-
ity; the residence of a vehicle driver (delivery of or-
ders) must be in the same company he works for and
commitment to the driver’s uniform, whether it is a
vehicle or a motorcycle.
The ministry called on the owners of the companies
concerned to abide by the instructions and regulating
laws, noting that whoever violates these conditions
will have his license suspended and legal action will
be taken against him.

Relations and Security Media General
Department at the Ministry of Interior
has announced the regulations stated in
decree of Necessity No. 5/2022 issued
by the Council of Ministers to amend
National Assembly Election Law No.
35/1962.
In a press statement, the department re-
sponded to queries posted on social me-
dia about the procedures for voting based
on the address in the civil identification
card as per the records of the Public Au-
thority for Civil Information (PACI) and
in accordance with Law No. 42/2006,
which specified the constituencies.
According to the department, Articles
seven (bis) and eight (bis) of the above-
mentioned decree mandate PACI to send
the data of voters to the General Depart-
ment for Election Affairs. The required
data include the address, nationality cer-
tificate number and its date of issuance.

Supervision transferred: The Council of
Ministers decided to transfer supervision
over the Financial Intelligence Unit and
Financial Controllers Authority from the
minister of justice and state minister for in-
tegrity promotion to the minister of finance

Two years ago, the Financial Intelligence
Unit was under the supervision of the min-
ister of finance, and then it was transferred
to the justice minister.
The General Department for Election Af-
fairs will record the data from PACI in
the electoral roll per constituency upon
completion of the assessment procedures
to remove those who are not qualified to
vote. The official electoral rolls will be
published in Kuwait Gazette a few days
after receiving the data from PACI.

Public Works Jenan Bushehri is suppos-
edly planning to contest the 2022 par-
liamentary elections. It can be recalled
that Bushehri was forced to resign after
22 MPs signed the no-confidence motion
against her when former MP Omar Al-
Tabtabaie submitted a grilling motion on
Nov 12, 2019.

in slowly moving away from fossil
fuels. Their path should be followed,
hand in hand, so as not to lose sight,
thereby contributing to easing global
warming. Again, this should be con-
sidered as another added revenue to
other wealth investments.
The additional $ 1.3 trillion coming
to our Gulf countries in the next four
years should not distract us from close-
ly monitoring our expenses and avoid-
ing giving away money in any form or
benefits, and try hard not to be carried
away with wasteful expenses.
Our focus in Kuwait should be di-
rected towards improving and invest-
ing in better and improved education,
health care, better roads, and overall
infrastructure, in the hope of bringing
the old Kuwait back and making it

‘Flexible and sustainable economy ... an alternative to oil’

“THE recommendations and studies presented by the World Summit of Gov-
ernments, held in Dubai in cooperation with McKinsey the global consulting
company, concluded that there should be a resilient and sustainable economy
for oil-dependent countries after the drop in prices,” columnist Dr Abdullah
Al-Abduljader wrote for Al-Anba daily.
“There should also be a long-term vision of the de-
mand for and dependence on oil until the end of 2040,
especially since electricity drains a large proportion of
it, and therefore there is an acceleration to take advan-
tage of renewable and clean energies such as air and
the sun.
“In many oil-exporting countries, a large proportion
of citizens depend on the government, and therefore
on natural resources, as the public sector employs a
large number of citizens, thus natural resources fi-
nance decent social welfare systems.
“For this we have to take lessons and successful ex-
periences from countries that suffered from the same Dr Al-Abduljader
problem, and how they acted and decided not to rely
entirely on oil as the only source of the state budget such as the successful
transformation of Norway, where golden rules were set for it to work on and
implement, and these rules are:
“1- Everyone must work, so that Norway’s most important assets lie in
its human capital. One study indicated that human resources constitute more
than 85% of the country’s future wealth, exceeding the sovereign wealth
fund and oil resources.
“2- The non-oil sectors must remain competitive so that the policy of
wages, investment in infrastructure, and a floating currency help protect the
competitiveness of the non-oil sectors.
“3- Oil revenues allocated to government spending must be limited, so that
only 4% of the current fund value may be spent based on a conservative es-
timate of the annual return, and the rest of the proceeds are transferred to the
Sovereign Wealth Fund because this protects wealth in the future and limits
the impact financial inflation.
“The main lessons here that the GCC countries should take into considera-
tion is not to lie in the specific mechanisms or industries that Norway has
adopted necessarily, countries such as Bahrain, Kuwait or Saudi Arabia will
not be able to export salmon or wood.
“However, Norway’s success shows the importance of adopting an inte-
grated approach that includes economic, financial and social elements and
the necessity of the commitment of all concerned parties to the economy.
“These economic solutions must include building new knowledge-based
industries, developing infrastructure, making jobs in the private sector more
attractive to citizens, developing and encouraging small and medium enter-
prises, and developing human capital.
“One of the financial solutions should include investing in assets that sup-
port productivity in the long term such as deliberate investments in infra-
structure, education and training.
“One of the social solutions is to provide productive employment opportu-
nities outside the government and the energy sector, and this means focusing
on the private sector as governments can encourage more citizens to take
advantage of these opportunities and help them gain the necessary skills to
do so.
“In order for oil-dependent economies to succeed, they must follow the
following keys to success: Having strong leadership that is able to change
and challenge and implement viable solutions that are acceptable to the peo-
ple. These countries need strong ideas and information based on data and
use them to develop systems and programs that help in solutions, in addition
to succeeding in changing the consumption pattern that citizens rely on for
subsidies and aids and their understanding of the financial and economic
situation in their country.”

“Out of a sense of national responsibility, citizen activists portray the vio-
lations they see in front of them on a daily basis, and the official authorities
may not see them for the simple reason that the citizen is everywhere, and
can monitor, while the state agencies are there for a year and cannot see what
the citizen sees,” columnist Talal Al-Saeed wrote for Al-Seyassah daily.
“In order to achieve the right, the most interactive parties with what is
being published in the newspapers or the means of communication are the
Ministry of Interior, the Municipality and the Environment Public Authority.
Thank you to those parties for the serious follow-up and application of the
law in a way that is heartening to see, when the citizen made the clip in ap-
plication of the principle of every sentient citizen.

former prestige that we miss, and we miss the “red eye” so badly that it has
become the “large goat”, which has no horns.
“It is also required to defame the violators while activating the deportation
of the undesirable, for their violations have become grave and harmful, and
they and their perpetrators cannot be tolerated, and do not hesitate to take
a decision on millions of immigrants each trying to get rich in the shortest
possible time.”

“An official tendency to stop government agencies from receiving the re-
quest of former MPs and candidates to process the transactions of citizens
is commendable,” columnist Waleed Abdullah Al-Ghanim wrote for Al-
Jarida daily.
“It is a good decision that has long been overdue because of the admin-
istrative chaos brought about by the intervention of many former MPs and
candidates in the work of ministries – a breach in people’s rights and wastage
of interests.
“We hope his approach will be the general policy of the State along with
all its executive bodies. In this manner, the conditions of institutions are sta-
bilized and they could carry out their work without pressure, while the law-
makers could focus on legislation and oversight.
“It is also clear that this successful decision is linked to the directives of
the Council of Ministers for State officials to open their doors to the public –

the schedule for receiving people to address their complaints and process

Undersecretary for Press, Publication and

that he was briefed on the Saudi experience
in regulating individual advertisements on
social media platforms and the laws govern-

will soon witness the opening of a Ko-
rean institute to teach the Korean lan-
guage, as a new field to enhance lan-
guage skills and learn about different

According to the Kuwait University
it has held discussions with the head
of the King Sejong Institute, which
specializes in introducing the world to
the Korean language and its culture, in
the Korean capital, Seoul, on the side-
lines of the university’s participation in
a workshop there, coinciding with the
imminent opening of the King Sejong
Korean Institute in Kuwait.
The Acting Dean of the College of
Social Sciences at Kuwait Univer-
sity, Dr. Maha Al-Sijari, participated
in a workshop for the World Confer-
ence of Korean Teachers, entitled ‘A
New Era … The Spread of the Korean
Wave and the King Sejong Institute”
in Seoul.
During the workshop, Al-Sijari met
with the President of the King Sejong
Institute Lee Hae and the Vice Presi-
dent, where the two parties discussed
aspects of joint cooperation between

Kuwait Relief Society distributes 140 auto rickshaws in Yemen

ADEN, Aug 20, (KUNA): The Kuwait Re-
lief Society inaugurated on Thursday, in the
Yemeni city of Taiz, the distribution of 140
auto rickshaws to unemployed youth in three
Yemeni governorates as part of the ‘Kuwait
by your side’ campaign that has been going
on for 8 years,
In a press statement during the inauguration,
the Undersecretary of Taiz Governorate Abdul-
qawi Al-Mikhlafi expressed his thanks and ap-
preciation to the State of Kuwait, HH the Amir,
the government and the people for the great
support they provide to the Yemeni people.
He pointed out the importance of this pro-
ject in reducing unemployment, creating job
opportunities, and moving dozens of fami-
lies to the stage of production, stability and
a decent life. For his part, Deputy Director of
the Kuwait Relief Society’s office in Yemen,
Adel Baeshen, said that this project is one of
the important projects in the aspect of eco-
nomic empowerment and support for liveli-
hoods that the society finances and imple-
ments in several Yemeni governorates.
He added that “these projects are imple-
mented based on studying the needs of Yem-
eni society in finding job opportunities to
earn a living, especially in the difficult living
situation that the country is going through.”
In turn, the head of the Communication
Foundation for Human Development, which
implemented the project, Raed Ibrahim, ex-
plained that this project includes the distribution
of 140 auto rickshaws in the governorates of
Taiz, Abyan and Marib with the aim of empow-
ering young people and creating job opportuni-
ties that enable them to support their families
and achieve stability and self-sufficiency.
He indicated that the project provides more
durable and powerful transport vehicles than
what is in the region and enables them to be
multi-use, creating meaningful job opportu-
nities for the beneficiaries who represent 140
needy families.
He expressed his thanks and appreciation
to the State of Kuwait, HH the Amir, the gov-
ernment and people, and the Kuwait Relief
Society for their generous and influential sup-
port to the Yemeni people in various develop-
ment and relief fields.

citations issued this month in
the north region reached ten in
Capital, Jahra and Farwaniya

China jails Canadian tycoon for 13 years for finance crimes

BEIJING, Aug 20, (AP): A Chinese-
born Canadian tycoon who disap-
peared from Hong Kong in 2017
was sentenced Friday to 13 years in
prison for a multibillion-dollar string
of financial offenses and his com-
pany was fined $8.1 billion, a court
announced.
Xiao Jianhua was convicted of
misusing billions of dollars of de-
posits from banks and insurers
controlled by his Tomorrow Group
and offering bribes to officials, the
Shanghai No. 1 Intermediate Peo-
ple’s Court said on its social media
account.
Xiao was fined 6.5 million yuan
($950,000) and his company was
fined 55 billion yuan ($8.1 billion),
the court said.
Xiao was last seen at a Hong
Kong hotel in January 2017 and
was believed to have been taken to
the mainland by Chinese authori-
ties. News reports later said he was
under investigation by anti-graft
authorities, but no details were re-
leased.
The Canadian government said
diplomats were blocked from attend-
ing his July 5 trial.
“The lack of transparency in Mr.
Xiao’s legal process is very concern-
ing, as is the ongoing lack of consular
access which prevents us from being
able to assess his wellbeing,” said
Patricia Skinner, spokeswoman for
Global Affairs Canada.
Xiao was deemed to be a Chi-
nese citizen, which meant he wasn’t
entitled to see Canadian diplomats
under a consular treaty between the
two governments, Foreign Ministry
spokesperson Wang Wenbin said.
That suggested Xiao might have
entered the mainland using a Chi-
nese travel document instead of his
Canadian passport. Beijing has in
other cases refused diplomats ac-
cess to citizens of their countries
who entered using Chinese identity
documents.
“China does not recognize Chinese
citizens with dual nationality. Xiao
Jianhua has Chinese nationality,”
Wang said. “He does not enjoy the
right to consular protection of other
countries.”
The Canadian Embassy in Beijing
referred a request for comment to the
Canadian government in Ottawa.
Tomorrow Group has been linked
to a series of anti-corruption prosecu-
tions and seizures of financial com-
panies by regulators.
Friday’s announcement said Xiao
and Tomorrow Group were convict-
ed of improperly taking more than
311.6 billion yuan ($46 billion) from
the public and misused entrusted
property and money totaling 148.6
billion yuan ($21.8 billion).
Xiao vanished amid a flurry of
prosecutions of Chinese business-
people accused of misconduct.
That fueled speculation the ruling
Communist Party might be abducting
people outside the mainland. Hong
Kong at that time prohibited Chinese
police from operating in the former
British colony, which has a separate
legal system.
Since then, Beijing has tightened
control over Hong Kong, prompt-
ing complaints it is violating the
autonomy promised when the terri-
tory returned to China in 1997. The
Communist Party imposed a national
security law in Hong Kong in 2020
and has imprisoned pro-democracy
activists.
Hong Kong police investigated
Xiao’s disappearance and said he
crossed the border into the mainland.
An advertisement in the Ming Pao
newspaper in Xiao’s name the same
week denied he was taken against his
will.
At the time of his disappearance,
Xiao was worth nearly $6 billion,
making him China’s 32nd wealthi-
est person, according to the Hurun
Report, which follows the country’s
wealthy.
In 2020, regulators seized nine
companies controlled by Xiao.
That included four insurers, two
securities firms, two trust firms and
a company involved in financial fu-
tures. The business magazine Caixin
reported at the time that the seized
assets totaled almost 1 billion yuan
($150 million).
A retired bank regulator, Xue Jin-
ing, admitted taking 400 million yuan
($62 million) in bribes in a corrup-
tion case linked to Baoshang Bank
Ltd. in the northern region of Inner

ed four weeks of gains. The Dow Jones Industrial Average
dropped 0.9%, ending slightly in the red for the week. Small
company stocks also lost ground, pulling the Russell 2000
index 2.2% lower.
Friday marked the heaviest selling for the market, includ-
ing the S&P 500’s biggest decline in more than seven weeks,
after a solid run of weekly gains. The strong market rally in
July and early August followed better-than-expected compa-
ny earnings and signs that the economy is slowing, possibly
setting the stage for less aggressive rate hikes, the Federal
Reserve’s main tool for taming surging inflation.
Minutes from the central bank’s interest rate policy meet-
ing last month and recent statements by Fed officials ap-
peared to signal that the Fed may not be prepared to relent
just yet from its pace of rate increases, said Quincy Krosby,
chief equity strategist for LPL Financial.
“That put the market on notice that perhaps the market
may have to contend with a Fed that continues to raise rates
at a steady pace and perhaps does not pause and take its foot
off the pedal,” she said.
That gave traders “the perfect excuse to finally begin to
burn off” some of the market’s recent gains.
The S&P 500 fell 55.26 points to 4,227.48. It ended with a
1.2% loss for the week and is now down 11.3% so far this year.
The Dow dropped 292.30 points to 33,706.74, while the
Nasdaq slid 260.13 points to 12,705.22. The Russell 2000
gave up 43.38 points to 1,957.35.
Technology stocks had some of the biggest losses and the
sector’s dip weighed heavily on the broader market. Micro-
soft fell 1.4%.
Retailers, banks and communications companies also fell
sharply amid the broad slide.
Meme stock Bed Bath & Beyond sank 40.5% after the
high-profile activist investor Ryan Cohen confirmed that
he’s sold his stake in the company.
Cryptocurrencies fell broadly as Bitcoin slumped 8.5% to
$21,370, according to CoinDesk.
Bright spots included General Motors, which rose 2.5%
after reinstating its dividend. Foot Locker soared 20% af-
ter replacing its CEO and reporting earnings that beat Wall
Street’s estimates.
Bond yields gained ground, reflecting expectations of fur-
ther interest rate hikes. The yield on the 10-year Treasury
rose to 2.97% from 2.89% late Thursday.
Traders had no shortage of company and economic data
to review this week, including the latest batch of earnings
from retailers and updates on spending, home sales and the
employment market.
Big retailers including Walmart and Target have warned
investors that inflation is crimping consumer spending.
Department store owner Macy’s will report its results next
week.
Wall Street is trying to determine how stubbornly hot in-
flation is affecting businesses and consumers and whether
the economy can remain resilient and avoid a recession.
The data from government and corporate reports is also
being closely watched as investors try to determine how the
Federal Reserve will continue with its plan to fight inflation

could have told their younger selves

If the stock market scares you,
nationally syndicated Washington

tary can relate. Singletary says she
avoided investing for many years
because in her first job out of col-
lege, an older co-worker - one who
was close to retirement age - warned
her that stocks were too risky.
Singletary later realized that
someone in their 20s has decades
to ride out stock market swings, and
that she could have afforded to take
much more risk with her invest-
ments.
“The lesson I learned was to look
at my own individual situation and
invest based on my timeline and
goals,” Singletary says.
Darian Woods , a reporter and
producer for “The Indicator from
Planet Money” podcast, says he can
no longer remember exactly how
much he borrowed to get a master’s
in public policy from the University
of California, Berkeley - just that his
balance was “in the tens of thousands
of dollars” by the time he graduated.
The debt felt enormous. Woods
wishes he could reassure his anxious
younger self that the loans were a sol-
id investment in his future. Woods, a
New Zealand native, landed a job as
an analyst for his country’s treasury
department and was able to pay off
the loans in a year.
Debt
“That debt wasn’t as much of an
albatross as I’d feared,” Woods says.
Paco de Leon , author of the book
“Finance for the People: Getting a
Grip On Your Finances, ” has two
bits of advice for her younger self.
The first is to save, no matter what.
Saving can feel futile on a small in-
come, but the amount you save is
far less important than the habit of
saving that you’ll develop, she says.
The second piece of advice: Deal
with your pain.
De Leon graduated with a degree
in finance and a minor in economics.
But a head full of knowledge about
money concepts was no match for
what de Leon calls “a deep-rooted
scarcity mindset” and a profound
sense of inferiority. De Leon says
she didn’t earn enough for years be-
cause she wasn’t convinced of her
own worth and bought expensive
things she couldn’t afford, hoping to
get validation from others. She wish-
es her younger self had spent time in
self-reflection and therapy to work
through her psychological issues.
“Do the work to heal your pain,
so you aren’t creating more unnec-
essary problems for yourself,” de
Leon says.
Tess Vigeland is host and senior
producer of The Wall Street Jour-
nal’s “As We Work” podcast. She,
too, has both practical and philo-
sophical advice for her younger self.
The practical: Never, ever carry a
credit card balance if you can help it.
“I got myself in deep credit debt
throughout my early and mid-20s,
because I lived life like I had my
parents’ bank account, when in fact
I had a tiny fraction of that,” Vige-
land says.

The prototype was used by Apple co-founder

View, California, one of the first personal computer
stores in the world, Boston-based RR Auction said
in a statement.
A Bay Area collector who wishes to remain anony-
mous made the winning $677,196 bid on Thursday,
the auctioneeer said.

dawdle when it comes to installing them.
But that’s not the case with its latest - an
upgrade that Apple released Wednesday to
close a security hole that could allow hack-
ers to seize control of iPhones and several
other popular Apple products.
Security experts are warning that everyone with an
iPhone should install the update as soon as possible to
protect all the personal information many people store on
a device that’s become like another appendage for many.
Without the latest update, a hacker could wrest total con-
trol of Apple devices, allowing the intruder to impersonate
the true owner and run any software in their name.
The company also issued fixes to block the security threat
on iPads and Macs. The flaw may already have been “ac-
tively exploited,” according to the company, which has had
to fix other security problems with the earlier this year.
How do I fix this?
The good news? There’s an easy fix: you should be able to
find easily. Start with the Settings app, the one with an icon
featuring what looks like gears in an old watch. Go into the
“General” section, then “Software Update.” The page you
see will offer simple instructions or, if your device has al-
ready updated, a message to that effect.
The whole process typically only takes a few minutes, ac-
cording to security experts.
Why is updating your device so urgent
Commercial spyware companies such as Israel’s NSO
Group are known for identifying and taking advantage of
such flaws, exploiting them in malware that surreptitiously
infects targets’ smartphones, siphons their contents and sur-
veils the targets in real time. It’s a risk that’s best to avoid.

Apple devices are set to automatic updates by default, but
it can take some time before they get around to it. Updates
also don’t usually trigger unless can be done and it usually
won’t happen unless the iPhone is plugged into a power out-
let at the time. It’s quicker just to check for the latest updates
and do it manually.
Does this mean it isn’t doing a good job
No. The reality is that hackers are constantly looking for

ers, and other internet-connected devices for a wide range
of malicious and illegal purposes. Apple’s products tend to
be a prime target because they’re popular, making them an
attractive target.
“Apple is no different to any technology company in that
they’re constantly dealing with vulnerabilities,” said Jamie
Collier, senior threat intelligence advisor for the cybersecurity
firm Mandiant and an associate fellow at the Royal United
Services Institute for Defence and Security Studies. “This is
really a function of the fact that they’re innovating. They’re
constantly developing, they’re constantly improving services,
improving their technology, improving their software. That
means they’re constantly rolling out new things.”
What Apple devices are affected
The affected devices include the iPhone6S and later mod-
els; several models of the iPad, including the 5th generation
and later, all iPad Pro models and the iPad Air 2; and Mac
computers running MacOS Monterey. The flaw also affects
some iPod models.

What’s the risk phone compromised
Unless you’re a journalist, political dissident or human
rights activist, the chances are extremely low. The kinds of
spyware created to exploit vulnerabilities of this type are ex-
pensive and typically reserved for targeted hacking.
“If you keep the systems updated, you’ll be absolutely
fine,” Collier said. “Typically, when vulnerabilities in, say,
phones and iPhones, for instance, are exploited, they tend
to be pretty targeted, pretty focused on a small subset of
individuals. So we’re unlikely to see anything that’s really
widespread at this stage.”
Meanwhile, Apple disclosed serious security vulnerabili-
ties for iPhones, iPads and Macs that could potentially allow
attackers to take complete control of these devices.
Apple released two security reports about the issue on
Wednesday, although they didn’t receive wide attention out-
side of tech publications.
Apple’s explanation of the vulnerability means a hacker
could get “full admin access” to the device. That would al-
low intruders to impersonate the device’s owner and subse-
quently run any software in their name, said Rachel Tobac,
CEO of SocialProof Security.
Security experts have advised users to update affected
devices - the iPhone6S and later models; several models of
the iPad, including the 5th generation and later, all iPad Pro
models and the iPad Air 2; and Mac computers running Ma-
cOS Monterey. The flaw also affects some iPod models.
Apple did not say in the reports how, where or by whom
the vulnerabilities were discovered. In all cases, it cited an
anonymous researcher.

NSO Group has been blacklisted by the U.S. Commerce

Security researcher Will Strafach said he had seen no
technical analysis of the vulnerabilities that Apple has just
patched. The company has previously acknowledged simi-
larly serious flaws and, in what Strafach estimated to be
perhaps a dozen occasions, has noted that it was aware of
reports that such security holes had been exploited.

she thinks the Gates officials’ decision to
bring on two or three new trustees at a
time rather than a larger number all at
once is good strategy. “It helps build a
better board culture and makes it easier
to transition people in,” says Berman.
The new trustees were appointed after
changes among the foundation leaders. Bill
Gates’s father, William Gates, was a long-
time trustee; he died in 2020. And Warren
Buffett, who donated a chunk of his fortune
to the Gates fund, resigned from the foun-
dation’s soon after Bill and Melinda French

IMF fees on war-torn nations closer to voiding

WASHINGTON, Aug 20, (AP): The International Monetary
Fund is facing pressure to reevaluate how it imposes fees on
loans it disperses to needy countries like war-torn Ukraine -
which is one of the fund’s biggest borrowers.
The move comes as more countries will need to turn to the
IMF, as food prices and inflation internationally continues
to rise.
Surcharges are added fees on loans imposed on countries
that are heavily indebted to the IMF.
Treasury Deputy Secretary Wally Adeyemo said in Aspen
last month that finance ministers of several countries realize
they have to pay a price for Russia’s war in Ukraine, espe-
cially with food prices going up.
“They’re going to have to go to the IMF, they’re going to
need to find assistance,” Adeyemo said.
However, the IMF fee system could change through U.S
legislation. An amendment to the National Defense Autho-
rization Act, otherwise known as the defense spending bill,
would suspend IMF surcharges while their effectiveness and
burden on indebted countries is studied.
That was passed by the U.S. House in July. The Senate is
expected to vote on its defense bill in September. A repre-
sentative of the Senate Armed Services Committee said an
amendment may be offered in the next few weeks or even on
the Senate floor.
As the largest IMF shareholder and member of the Fund’s
executive board, the U.S. can push for policy decisions and
unilaterally veto some board decisions.
Citing worsening financial crises in Sri Lanka and Paki-
stan as examples, some accuse China of engaging in debt
trap diplomacy - or having countries falls so deeply in debt
to that they are beholden to it on international issues.
Advocates and civil rights organizations lodge the same
complaint against the Fund, who claim the organization un-
dercuts its core lender-of-last-resort role with countries in
vulnerable positions to pay back debt.
With an ever-worsening risk of a global debt crisis and
rising interest rates, the issue has become more pressing for
countries looking to reduce their deficits.
Surcharges
However, some economists and representatives of the
fund say the surcharges amount to responsible lending be-
havior, as they provide an incentive for members with large
outstanding balances to repay their loans promptly. This ap-
plies especially for countries that may otherwise may not be
able to obtain financing from private lenders.
Maurice Obstfeld, a Berkeley economics professor and
former IMF research department director said as a lender of
last resort, the Fund’s ability to lend is important as low and
middle income countries face rising interest rates.
“The Fund’s staff is small and in a crisis, its efforts are
better deployed serving member countries’ needs,” he said
in an email to The Associated Press. “Surcharges could be
relaxed temporarily in the face of intense pressures on bor-
rowing countries, but at the expense of the Fund’s ability to
serve its membership in the longer term.”

ment when they are most squeezed from market access in
any other form.”
Debts
Serhiy Nikolaychuk, Deputy Chairman of the National
Bank of Ukraine, said Ukraine is continuing to pay its debts
“despite Russia’s full-scale war against Ukraine.”
“Our country will pay its debt and surcharges under previ-
ous programs and fulfill its obligations to the IMF,” Niko-
laychuk said. “It will be difficult, but we will pay.”
For years, lawmakers, economists and civil rights orga-
nizations have called on the IMF, which has for decades
loaned billions to low-income countries, to end its surcharge
policy.

Gazprom to shut gas to EU for 3 days

MOSCOW, Aug 20, (AP): A key Rus-
sian natural gas pipeline will shut down
for three days of maintenance at the end
of this month, the state-owned energy
company Gazprom announced Friday,
raising economic pressure on Germany
and other European countries that depend
on the fuel to power industry, generate
electricity and heat homes.
The latest shutdown will come a
month after Gazprom restored natural
gas supply through the pipeline to only
a fifth of its capacity after a previous
shutoff for maintenance.
Russia has blamed the reductions
through the pipeline on technical prob-
lems but Germany has called the shut-
offs a political move by the Kremlin
to sow uncertainty and push up prices
amid the conflict in Ukraine.
Natural gas prices rose on Friday
after the announcement, and are now
more than twice as high as a year ago.
In a statement posted online, Gaz-
prom said the planned shutdown from
Aug. 31 to Sept. 2 is for “routine main-
tenance” at a key compressor station
along the Nord Stream 1 pipeline,
which links western Russia and Ger-
many.

Kohl’s slashed its sales and profit expec-
tations for the year, a result of its stepped

ing shares down almost 8%.
The news from Kohl’s capped a heavy
week of retail-industry corporate earn-
ings, and the results were mixed.
Kohl’s has struggled for years, and last
month it called off buyout talks with Fran-
chise Group, the owner of Vitamin Shop,
citing economic conditions.
Americans are under strain from infla-
tion hovering near four-decade highs,
and that played out in the financial perfor-
mance at Kohl’s and almost every other
retailer in the recent quarter.

inflation and energy woes bite
ATHENS, Greece, Aug 20, (AP): With
more of a whisper than a resounding clang,
Greece has shed another restriction dating
to its painful financial bailout years.
Saturday’s formal end of “enhanced surveillance”
by European Union creditors means the country will
no longer face quarterly scrutiny of its public finances
to win debt relief payments.
That gives Prime Minister Kyriakos Mitsotakis’ center-
right government greater freedom over the budget at a time
when Greece, like all of Europe, is struggling with a post-
pandemic cost-of-living and energy crisis triggered by Rus-
sia’s war in Ukraine. As Moscow has cut back natural gas to
Europe, energy prices have surged, fueling galloping infla-
tion and threatening to plunge Europe into recession.
Nevertheless, Greece - like fellow bailed-out EU mem-
bers Spain, Portugal, Cyprus and Ireland - will still be moni-
tored by its creditors while paying back its debts. In Greece’s
case, that will take another two generations, with the last
loans due for repayment in 2070.
Wolfango Piccoli, a co-president and director of research
at Teneo consultancy who has covered Greece’s financial
crisis for years, said the end of enhanced surveillance is not
likely to have meaningful impact.
“It is mainly a technical matter that most investors are ex-
pected to ignore,” he said.
While Mitsotakis’ government may try to score domes-
tic political points with the exit from enhanced surveillance,
“this will be a futile exercise,” Piccoli said.
“The vast majority of the public is focused on the cost-of-
living crisis,” he said.
That is true for Efthymia Paidi, a 23-year-old central Ath-
ens florist who grew up during Greece’s financial crisis and
doesn’t feel much has changed since.

“I think the, it never ended,” she said. “What I see is a
constant repetition. ... Unemployment is still high and sala-
ries are low, while the cost of living is high.”
Saturday’s milestone marks exactly four years from the
end of the international loan program that left Greeks beaten
down but still members of the European Union and its com-
mon currency, the euro. The Greek crisis roiled global mar-
kets and pushed EU unity to its limits.
Investors stopped lending Greece money in 2010 after
Athens acknowledged misreporting key budget data. To
keep the country afloat, its European partners and the In-
ternational Monetary Fund approved three rescue loan pro-
grams lasting from 2010 through 2018 worth a total 290 bil-
lion euros ($293 billion).
In exchange, creditors exacted what many Greeks still see
as a pound of flesh: deep state spending and salary cuts, tax
hikes, privatizations and other sweeping reforms aimed at
righting public finances. The economy contracted by more
than a quarter, unemployment spiked to almost 28% and
skilled professionals emigrated in droves.
The programs led to balanced budgets and a successful
return to government borrowing from international markets.
Last year, the economy recouped most of 2020’s pandemic-
induced 9% contraction and is forecast to grow 3.5% this
year amid an expected bumper tourist season.
The downturn and COVID-19 relief measures pushed Greece’s
public debt to a dizzying 206% of economic output in 2020, but it
dipped in 2021 and is expected to reach 185% this year.
In a tweet hailing the end of enhanced economic surveil-
lance, European Commission President Ursula von der Ley-

taxes on natural gas to ease the pressures on people strug-
gling with soaring energy costs fueled by Russia’s war on
Ukraine, German Chancellor Olaf Scholz said.
The announcement at a hastily convened news conference
in Berlin comes a day after Scholz met with hostile protests
during a town hall event outside the capital.
Scholz said his government had decided to lower the val-
ue-added tax on gas from 19% to 7% until the end of March
2024.
“The rising gas prices are a big burden for many citi-
zens,” Scholz said, adding that further measures would be
announced in the coming weeks.
In addition to rising wholesale prices for natural gas
caused by Russia’s invasion of Ukraine earlier this year,
German consumers will have to pay a new surcharge to prop
up energy companies scrambling to find new supplies on the
global market.
Russia has reduced flows of natural gas - used to gener-
ate electricity, run factories and heat homes in the winter - to
Germany and other European countries, and there are fears of
more cutbacks as the weather gets colder and demand increases.
The resulting high prices are fueling inflation, eroding people’s
spending power and raising the possibility of a recession.
Scholz said lowering the tax on gas purchases in gen-
eral would more than make up for the new surcharges,
effectively meaning that they will be paid for from gov-
ernment coffers. The German leader said the issue was a
matter of “justice ... to ensure that the country remains
united during this crisis.”
Scholz was confronted late Wednesday with angry chants
from protesters during a town hall event in Neuruppin, 50 ki-
lometers (31 miles) northwest of the capital. Videos showed
several hundred people standing outside the security fence
surrounding the event, some shouting “Traitor!” and “Beat
it!”

are expected to rise further in the winter, like the rest of Europe.
Plus, unemployment in Greece was nearly 15% last year and is
only expected to ease to single digits in 2024.
In a lingering reminder of the crisis years, Greece’s credit
rating remains below investment grade, raising the cost of
borrowing from international markets. However, the bulk of
the country’s debt is held by its European partners on benign
terms, and Athens hopes to regain investment grade next
year.

WASHINGTON, Aug 20, (AP): Millions of people in the Unit-
ed States will be spared from big increases in health care costs
next year after President Joe Biden signed legislation extend-
ing generous subsidies for those who buy plans through fed-
eral and state marketplaces.
The sweeping climate, tax and health care bill sets aside $70 billion over the
next three years to keep out-of-pocket premium costs low for roughly 13 mil-
lion people, just before the reduced prices were set to expire in a year beset by
record-high inflation.
As the calendar pushed closer to the Nov 1 open enrollment date, Sara Cariano was
growing nervous about her work helping people across Virginia sign up for subsidized,
private health insurance on the HealthCare.gov website.
“I expected very difficult conversation with folks to explain why their premiums were
spiking,” said Cariano, a policy specialist at the Virginia Poverty Law Center.
But the passage of the “Inflation Reduction Act” erased those worries.
“Things aren’t going to change for the worst for individuals who are purchasing cov-
erage through the market,” she said.
The bill will extend subsidies temporarily offered last year when Congress and Biden
signed off on a $1.9 trillion coronavirus relief bill that significantly lowered premiums
and out-of-pocket costs for customers purchasing plans through the Affordable Care
Act’s marketplace. It also continues reduced costs for more individuals and families
who live well above the poverty line.
Only Democrats supported the extended health care subsidies and the other propos-
als in the bill that Biden signed on Tuesday. Republicans criticized the measure as big
government overreach that will only worsen inflation. In reality, economists say, the bill
will do little to either fan or extinguish the flames of exorbitant prices.
Health insurance premiums in the market-
place are expected to rise significantly next year
- roughly 10 percent - according to an analysis by
the Kaiser Family Foundation. The extended sub-
sidies, which determine premium payments based
on income, will guard most people from those
price increases, said Cynthia Cox, a vice president
at the foundation.
“Generally speaking, people should not see in-
creases in their premiums,” Cox said.
Those who bought plans on the government
marketplace saved on average about $700 in pre-
mium payments from the subsidies this year, ac-
cording to estimates by the Centers for Medicare
and Medicaid Services.
As costs dropped, more people signed up for
the coverage over the last year and the number
of those without health insurance dropped to an
all-time low of 8% in August, the Department of
Health and Human Services announced. Roughly
26 million people, 2 percent of them children, re-
main uninsured in the U.S.
Purchase
In California, many of the 1.7 million people who
purchase health insurance through Covered Califor-
nia, the state-operated insurance marketplace will
continue to see savings ranging from $29 and $324
per month, depending on their income level.
State officials predict about 220,000 people will
be saved from being priced out of coverage. Be-
tween 2 million and 3 million people in California
might also turn to the state marketplace if they
lose coverage through Medicaid when the federal
government’s COVID-19 public health emergen-
cy expires. About 15 million people in the U.S.
have been extended Medicaid coverage during the
pandemic.

LONDON, Aug 20, (AP): Britain’s public health leaders appealed to
the government on Friday to urgently tackle soaring energy prices,
warning that the steep rise in household bills will lead to more people
falling sick and increase the number of annual deaths linked with
cold homes.
In a letter sent to government officials, the National Health Ser-
vice Confederation said surging costs mean many people will have
to choose between skipping meals to heat their homes or living in
cold and damp conditions this winter.
The group’s chief executive Matthew Taylor said health leaders
took the step to make an “unprecedented intervention” and write to
the government because the UK was “facing a humanitarian crisis”
due to the public health risks linked to rising fuel costs.

The average UK household fuel bill has risen more than 50%
so far in 2022 as Russia’s war in Ukraine squeezes global oil and
natural gas supplies. A further increase is due in October, when the
average bill is forecast to hit 3,500 pounds ($4,300) a year. Official
figures this week showed that UK inflation hit a new 40-year high
of 10.1% in July.
Taylor said inability to heat homes and afford food will “lead
to outbreaks of illness and sickness around the country and widen
health inequalities, worsen children’s life chances, and leave an in-

He warned that this will compound pressure on hospitals and
public health services, which are already under stress and are brac-
ing for a difficult winter.

The government has faced widespread calls to freeze bills or help
people with their finances, but ministers have said no action will be
taken until the Conservative Party selects a new prime minister to
replace Boris Johnson. The winner of the Conservative leadership
contest will be announced on Sept 5.
Authorities say they have set aside billions of pounds to support
people in need with state subsidies. Most households will also re-
ceive 400 pounds ($474) over the winter to help with energy bills.
The NHS Confederation said this is not enough and more needs
to be done to help those who cannot cope with energy bills rising
by some 80%.

Traders bet on builder stocks

despite slowing housing mkt

gone from red-hot to decidedly tepid since the spring, though
you wouldn’t know it by this summer’s sharp rebound in
homebuilder’s stocks.
Lennar, D.R. Horton and other homebuilders have out-
paced the benchmark S&P 500 so far this quarter. One promi-
nent exchange traded fund, the SPDR S&P Homebuilders
ETF, is up about 23% since July 1. Meanwhile, the S&P 500
is up about 14%.
The rally by homebuilders follows a pullback in mortgage
rates since June, suggesting Wall Street is already looking
ahead to a rebound from this summer’s weak market.
“In the first quarter, the stocks were down a lot and demand
was very strong, but rates were moving higher,” said Carl Re-
ichardt, an analyst at BTIG. “The 10-year Treasury yield has
come down and mortgage rates have followed, and that has
been beneficial to the stocks.”
Average weekly interest rates for a benchmark 30-year
home loan are back around 5% after climbing to 5.81% in
June, according to mortgage buyer Freddie Mac. That’s still
nearly double what it was a year ago, but the pullback is good
news for builders, as lower mortgage rates increase would-be
homebuyers’ pricing power.
The 10-year Treasury yield, which influences rates on
mortgages and other consumer loans, has been easing amid
worries among bond investors that the economy is slowing
and could be headed for a recession.
The housing market’s long-term underpinnings remain
very favorable for the new home construction business, es-
pecially because the inventory of previously occupied U.S.
homes for sale remains near historic lows.
For now, however, builders are facing a deteriorating
landscape. Sales of new U.S. homes fell in June to a season-
ally adjusted annual rate of 590,000 homes, the slowest pace
since April 2020, the Commerce Department said this week.
The National Association of Home Builders’ latest index
of builder sentiment fell in August for the eighth straight
month.
Many builders are reporting more cancellations and slow-
ing buyer traffic. To cope, many are offering incentives like
paying buyers’ closing costs or buying down the rate on their

Collaboration
Sheik wrote the music for Spring Awakening (2006) in collaboration
with Steven Sater. Written over a period of eight years, the musical,
which premiered off-Broadway during the summer, opened on Broad-
way to critical acclaim later in the fall. The musical was based on the
controversial German expressionist play The Awakening of Spring,
written by Frank Wedekind. Sheik won the 2006 Tony Award for
Best Orchestrations for his work on Spring Awakening, and he and
Sater won a Tony Award for Best Original Score. In addition, Spring
American Psycho, which opened at the Almeida Theatre in London,
and was later staged on Broadway in 2016.
In 2013, Sheik wrote the music for the musical adaptation of the
novel Because of Winn-Dixie, which premiered at the Arkansas Rep-
ertory Theatre. Dixie was a collaboration with then-director John
Tartaglia and Nell Benjamin, who wrote the book and lyrics. The
musical ran at the Goodspeed Opera House, East Haddam, Connecticut
from July 2019 to September 2019, directed by John Rando.
In 2015, Sheik wrote the musical thriller Noir with Kyle Jarrow.
It premiered as part of New York Stage and Film’s season in July to
August 2015 at the Powerhouse Theater at Vassar College. Inspired
by live radio plays and classic film noir, the musical was directed by t.
In 2016 he prepared the music for the Shakespeare Theatre Com-
pany (Washington, D.C.) production of The Taming of the Shrew, de-
scribed in The Washington Post as “an assortment of preexisting songs

The terms are confidential, the
attorneys said. Emails seeking
comment from the defendants
were not immediately returned.
The agreement must still be ap-
proved by a judge.
Paxton, who starred in films
including “Apollo 13,” “Titanic”
and “Aliens” and in television
series including “Big Love,” died
on Feb 25, 2017.
The cause was a stroke that
came 11 days after surgery to
replace a heart valve and repair
aorta damage, according to his
death certificate.
The lawsuit, filed a year later,
alleged that the surgeon, Dr Ali
Khoynezhad, used a “high risk
and unconventional surgical ap-
proach” that was unnecessary and
that he lacked the experience to
perform, and that he downplayed
the procedure’s risks.
The misguided treatment caused
Paxton to suffer excessive bleed-
ing, cardiogenic shock and a com-
promised coronary artery, the suit
alleged, and said that Cedars-Sinai
knew that Khoynezhad, tended to
“engage in maverick surgeries and
show suboptimal judgment.”
The defendants said in court
documents that Paxton and his
family knew and understood the
risks involved in the procedure,
and voluntarily went on with the
surgery. The defendants’ said
there was no negligence that led to
his death.
The four-year legal battle was
marked by frequent attempts by
the Paxton family to extract more
discovery evidence from the hos-
antagonists in survival thrillers. Li-
ons not so much. Maybe the king of the jungle has
always been too regal, too majestic - too heroic - to
be lowered to the status of mere summer-movie ma-
rauder.
But the circle of life also pertains to movies, and
it was probably inevitable that the lion’s time would
come. That’s, at least, the nature of “Beast,” a sur-
prisingly agile and nifty B-movie graced by Idris
Elba’s formidable presence, fluid camerawork and
tolerable levels of implausibility.
It’s a movie well engineered as a late-summer di-
version - a big cat movie for the dog days of August -
that Icelandic director Baltasar Kormákur (“Adrift,”
“Everest”) insures stays well within the paths of
man-against-nature films before it. But while the
lion is CGI, the South African location is genuine,
and Kormákur and cinematographer Philippe Rous-
selot’s long, well-choreographed takes give “Beast”
an immersive quality well beyond the genre’s usual
slapdash cutting.
But how do you make a lion a diabolical hunter?
“Beast,” written by Ryan Engle, opens with poach-
ers mowing down a pride of lions. But one - a big
one - escapes, and has a preternatural taste for aveng-
ing the killings and protecting its territory. The lion’s
ferocity is easy to empathize with, ever to root for.
Having had his family taken from him, he’s like the
Liam Neeson of lions.
This is what Nate Samuels (Elba) and his two
daughters, Meredith (Iyana Halley) and Norah (Leah
Jeffries), walk into. They’ve just arrived in South
Africa, a trip that Nate hopes will be a healing one
for the family. They’re still reeling from the death
of Nate’s wife from cancer, a loss that Mere and
Norah partly blame on Nate, a doctor. The pair had
also separated a year before her death, adding to the
family friction.

Rocky pleads not guilty
‘Don’t accept portrayal
of R. Kelly as monster’
CHICAGO, Aug 20, (AP): R. Kelly kept an ugly side
of his life hidden as he escaped poverty in Chicago
and rose to pop music stardom, a prosecutor told ju-
rors Wednesday at the singer’s trial on charges accus-
ing him of enticing girls for s_x and rigging a 2008
child pornography case.
Kelly’s lead attorney implored jurors during her
opening statement at the federal trial in Chicago not to
accept what she said was the prosecution’s portrayal
of her client as “a monster.”
Going back to the 1990s, much of the world knew
Kelly solely by his hit songs, including the chart-top-
ping inspirational anthem “I Believe I Can Fly,” US
Assistant Attorney Jason Julien said. But “Kelly had
another side … a hidden side, a dark side,” he added.
“This trial is about Kelly’s hid-
den side.”
Kelly, 55, faces multiple
charges, including enticing of

which he was acquitted.
Kelly, who has denied any
wrongdoing, has been trailed
for decades by complaints and

The scrutiny intensified after

tailed abuse allegations involving women and teenage
girls.
Defense attorney Jennifer Bonjean told jurors that
Kelly, in part because of intellectual challenges that
included illiteracy, was forced to rely on others as his
career took off and that he was sometimes led astray
by those in his circle of associates.
“Mr. Kelly can also be a victim,” she said.

A conviction in Chicago could add decades to a 30-
year prison sentence he already received from a New
York federal judge for charges that he used his fame
to abuse other young fans.
Sitting at a defense table as the prosecutor spoke,
Kelly occasionally shook his head as Julien described
Kelly manipulating and controlling girls - even beat-
ing them if they didn’t comply with strict rules.
Julien sought to give jurors a sense of the scale of
Kelly’s alleged exploitation.
Later Wednesday, prosecutors entered into evi-
dence video that was at the center of Kelly’s 2008
trial, but did not play any of it for jurors before court
ended for the day.
Kelly nodded his head in agreement when his law-
yer told jurors Kelly isn’t looking for special treatment
- just a fair trial.
“When the government wants to paint him as a
monster … you remember we are talking about a hu-
man being,” Bonjean said.
She said jurors should not succumb to what she
called “a mob justice climate” surrounding Kelly, al-
luding to “Surviving R. Kelly” and years of harsh so-
cial media accounts of him.
“It is true that Mr Kelly is imperfect,” she said.
“On his journey from poverty to stardom, he stumbled
along the way.” But, she said, she was confident jurors
would ultimately find him not guilty.
Choice
After jurors acquitted Kelly at his state trial in 2008,
some later explained that they felt they had no choice
because the girl did not testify. The woman, now 37
and referred to in court filings as “Minor 1,” will be
the government’s star witness. During the trial, she
will be referred to by a single pseudonym, “Jane,” in
court.
The first people to testify were a psychologist, a
music executive and a former Chicago police detec-
tive who first obtained the video of Minor 1 in the
early 2000s. The detective was expected to resume
his testimony Thursday morning. At one point during
Wednesday’s testimony, prosecutors played about a
minute of “I Believe I Can Fly” as they sought to es-
tablish how popular Kelly was in the the ’90s heading
into the 2000s.
A central focus of the trial will be whether Kelly
threatened and paid off Minor 1. That’s the allegation
underpinning one of the charges against Kelly, con-
spiracy to obstruct justice.
Two Kelly associates, Derrel McDavid and Mil-
ton Brown, are co-defendants. McDavid is accused
of helping Kelly fix the 2008 trial, while Brown is
charged with receiving child pornography. Like Kelly,
they also have denied wrongdoing.

LOS ANGELES: Rapper A$AP Rocky has pleaded not
guilty to felony assault with a firearm charges stem-
ming from a 2021 confrontation in Hollywood.
He is accused of drawing a gun and firing it twice in
the direction of a former friend during an argument in
Hollywood in November 2021. He pleaded not guilty
Wednesday to two counts of assault with a semiauto-
matic firearm and ordered to return to court on Nov. 2.
Los Angeles Superior Court Victoria B. Wilson
ordered the rapper, whose legal name is Rakim Athe-
laston Mayers, to stay away from the former friend.
Mayers and two other men fled after he fired the
gun, police said. He was first arrested in the incident
at Los Angeles International Airport on April 20, and
was released on bail the same day.

ATLANTA: A member of southern rap
group Nappy Roots is recovering after
being robbed and kidnapped outside the
company he co-owns in Atlanta and later
shot as he tried to get away, authorities
said.
Law enforcement in Atlanta and
Hapeville are searching for two suspects
accused of robbing a customer of the
Atlantucky in a nearby parking deck
and then forcing Fish Scales, whose
real name is Melvin Adams Jr, into his
white, Mercedes-Benz SUV, authorities
said.
The robbers then drove Adams to
his home in the neighboring suburb of
Hapeville, where he was able to escape,
but not before being shot in the leg dur-
ing a struggle, authorities said.
“Once he had an opportunity, he tried
to make a run for it,” Capt Christian
Hunt told news outlets. “What we
learned is the suspects grabbed him and
they began to tussle, and that’s when he
got shot.”
According to Hunt, the 45-year-old
business owner ran to a neighbor’s home
for help. The suspects fled.
Adams, originally from Milledgeville,
Georgia, was transported to an area hos-
pital in stable condition. Fellow Nappy
Roots member and Atlantucky co-owner
William Hughes, who performs under
the name Skinny DeVille, told reporters
Adams is recovering.
“I am certainly relieved that my busi-
ness partner and brother Scales is safe
and recovering…that is what is most
important,” Hughes said in a statement.
“We would appreciate it if the public
would allow us some privacy over the
next week while we re-evaluate the situ-
ation, as this is an ongoing investigation.
I assure you that we will share the out-
comes, as the police department allows.
But know for now that Scales is safe and
recovering.”
Adams’ car was found in Hapeville
but no arrests have been made. Accord-
ing to initial police reports, the suspects
got away with about $30 and a few

Randy Rainbow is adored by the leg-
endary Carol Burnett, and he is, what
flimsy excuse could TV academy vot-
ers have to deny him an Emmy for his
fourth nomination?
Rainbow, who has raised musical
parody to a political-satire art form, is
again David facing Goliath. His com-
petition in the short-form variety series
category includes shows from James
Corden, Stephen Colbert and Seth
Meyers.
Corden’s “Carpool Karaoke: The
Series” has nabbed the award the past
three years. Does Rainbow see the
British actor-comedian as his chief
nemesis?
“Nemesis is a strong word,” Rain-
bow replied, waiting a perfectly timed
beat: “Enemy,” he said, tongue-in-
cheek. “No, I’m a big James Corden
fan, so it’s been an honor to share the
category with him. They could throw it
to the little guy every once in a while.”
It’s true that the self-described little
guy doesn’t have a network or its re-
sources to draw on. But his YouTube
videos -- typically merciless, fear-
less and peppy roasts of conservative
politicians and policies - have racked
up more than a half-billion views, and
he’s amassed 3 million-plus social me-
dia followers.

“He’s a genius,” Burnett said of
Rainbow. “His lyrics are right up there
with Stephen Sondheim....In fact, Ste-
ve said he’s one of the best lyricists
around today. I mean, that’s a quote
from Sondheim, and that’s from the

meaning, and I was very proud that it
made such an impact. It was nice to be

But it’s the desire to entertain, not
punditry, that drives his career, he said.
“I didn’t get into this because of an
interest in politics. I’m certainly more
interested in politics now than I was
when I started doing YouTube videos
11 years ago,” he said, attributing the
shift to his own maturity and the times.

“But I try to stay true to my initial
intent, which is only to be amusing
and bring a little levity to these situ-
ations which are otherwise anything
but light,” he said. “I think that that’s
the reason that it continues to resonate
with people and why people still get a
kick out of my stuff.”
The escapism of make-believe is
what helped sustain Rainbow - his
real family name - as a shy and bul-
lied youngster, along with the unstint-
ing love of his mother, Gwen, and the
grandmother he called Nanny. The
three of them shared a love of music,
and Rainbow credits Nanny’s caustic
humor as another key influence.
When he hit adolescence, Gwen
Rainbow accepted without hesitation
that her son was different. In his touch-
ing and lively new memoir, “Playing,”
Rainbow recalls his mom’s reassur-
ance that she “loved her friends.”
“I certainly didn’t remember ever
meeting them,” Rainbow writes.
His musician-father was “reasonably
tolerant,” Rainbow says in the book.
But Gerry Rainbow dismissed young
Randy’s early artistic efforts, telling him
he’d never earn a living “wearing wigs
and making silly videos.”
So much for predictions, with Rain-
bow’s YouTube success just the start.

love. In the guise of a TV reporter, he
conducts mock interviews with clips
of his targets before launching into a
bespoke song. He’s lead vocalist, his
own backup singers in a dazzling array
of costumes, and he does the editing.
He knows how to sell a song. Rain-
bow’s supple voice adapts easily to eve-
ry tune, and his boyishly handsome face
becomes a veritable flipbook of vivid ex-
pressions that slide from faux sincerity to
skepticism to wide-eyed alarm.

draws on is equally varied. “Gurl,

in the city’s flood-ruined Lower Ninth

The homes were made available at an
average price of $150,000 to residents
who received resettlement financing,
government grants and donations from
the foundation itself.
The project was praised initially, but
10 years and more than $26 million later,
construction had halted. Residents re-
ported sagging porches, mildewing wood
and leaky roofs.
Make It Right acknowledged flaws in
the architecture at least twice. First, in
2015, lawyers representing the organiza-
tion sued the manufacturer of an ecologi-
cally friendly, water-resistant wood for
$500,000, when the product proved to be
no match for south Louisiana weather.

Big step for US
‘Climate law likely
to reduce warming’
WASHINGTON, Aug 20, (AP): Massive incentives
for clean energy in the US law signed by President Joe
Biden should reduce future global warming “not a lot,
but not insignificantly either,” according to a climate
scientist who led an independent analysis of the pack-
age.
Even with nearly $375 billion in tax credits and other
financial enticements for renewable energy in the law,
the United States still isn’t doing its share to help the
world stay within another few tenths of a degree of
warming, a new analysis by Climate Action Tracker
says. The group of scientists examines and rates each
country’s climate goals and actions. It still rates Ameri-
can action as “insufficient” but
hailed some progress.
“This is the biggest thing to hap-
pen to the US on climate policy,”
said Bill Hare, the Australia-based
director of Climate Analytics which
puts out the tracker. “When you
think back over the last decades,
you know, not wanting to be im-
polite, there’s a lot of talk, but not
much action.”
This is action, he said. Not as
Hare
much as Europe, and Americans
still spew twice as much heat-trapping gases per per-
son as Europeans, Hare said. The US has also put more
heat-trapping gas into the air over time than any other
nation.
Before the law, Climate Action Tracker calculated that
if every other nation made efforts similar to those of the
US, it would lead to a world with catastrophic warming
- 5.4 to 7.2 degrees (3 to 4 degrees Celsius) above pre-in-
dustrial times. Now in the best case scenario, which Hare
said is reasonable and likely, US actions, if mimicked,
would lead to only 3.6 degrees (2 degrees Celsius) of
warming. If things don’t work quite as optimistically as
Hare thinks, it would be 5.4 degrees (3 degrees Celsius)
of warming, the analysis said.
Goal
Even that best case scenario falls short of the over-
arching internationally accepted goal of limiting warm-
ing to 2.7 degrees warming (1.5 degrees Celsius) since
pre-industrial times. And the world has already warmed
2 degrees (1.1 degrees Celsius) since the mid-19th cen-
tury.
Other nations “who we know have been holding back
on coming forward with more ambitious policies and tar-
gets” are now more likely to take action in a “significant
spillover effect globally,” Hare said. He said officials
from Chile and a few Southeast Asian countries, which
he would not name, told him this summer that they were
waiting for US action first.
And China “won’t say this out loud, but I think will
see the US move as something they need to match,” Hare
said.
Scientists at the Climate Action Tracker calculated
that without any other new climate policies, US carbon
dioxide emissions in 2030 will shrink to 26% to 42% be-
low 2005 levels, which is still short of the country’s goal
of cutting emissions in half. Analysts at the think tank
Rhodium Group calculated pollution cuts of 31% to 44%
from the new law.
Other analysts and scientists said the Climate Action
Tracker numbers makes sense.
“The contributions from the US to greenhouse gas
emissions are huge,” said Princeton University climate
scientist Gabriel Vecchi. “So reducing that is definitely
going to have a global impact.”
Samantha Gross, director of climate and energy at the
Brookings Institution, called the new law a down pay-
ment on US emission reductions.
“Now that this is done, the US can celebrate a little,
then focus on implementation and what needs to happen
next,” Gross said.
Clean energy incentives in the new spending pack-
age signed will trim America’s emissions of heat-trap-
ping gases by about 1.1 billion tons (1 billion metric
tons) by 2030, a new Department of Energy analysis
shows.
Saving
The first official federal calculations, shared with
The Associated Press before its release, say that be-
tween the bill just signed and last year’s infrastructure
spending law, the US by the end of the decade will be
producing about 1.26 billion tons (1.15 billion metric
tons) less carbon pollution than it would have without
the laws. That saving is equivalent to about the annual
greenhouse gas emissions of every home in the United
States.
The Energy Department analysis finds that with the
new law by 2030, US greenhouse gas emissions should
be about 40% lower than 2005 levels, which is still not
at the US announced target of cutting carbon pollution
between 50% and 52% by the end of the decade. But
that 40% reduction is similar to earlier calculations by
the independent research firm Rhodium Group, which
figured cuts would be 31% to 44% and the scientists at
Climate Action Tracker, which said the drop would be
26% to 42%.
Most of the projected emissions reductions in the
nearly $375 billion spending package would come in
promoting “clean energy,” mostly solar and wind power
and electric vehicles, the federal analysis said. More than
half of the overall projected emission drops would come
in how the nation generates electricity, the analysis said.
About 10% of the savings in emissions come from agri-
culture and land conservation.
The new law’s provisions that call for oil and gas
leasing on federal land and water “may lead to some in-
crease” in carbon pollution, the federal analysis said, but
the other provisions to spur cleaner energy cut 35 tons of
greenhouse gas for every new ton of pollution from the
increased oil and gas drilling.
Outside experts, such as Hare, say the new law is a
big step for the United States, but it’s still not enough
considering that America is the biggest historic carbon
polluter, had done little for decades and lags behind Eu-
rope.
“At this point anything going in that direction you
count as a win, right? I mean after so long a time of total
inaction and knowing how difficult politically it is to get
the country moving in a direction like this due to poli-
tics and economics and all the other things involved with
this issue,” National Center for Atmospheric Research
climate scientist Gerald Meehl, who wasn’t part of the
analysis, said about what the new law will do. “You can
argue that’s not nearly enough, but I think once you start
seeing motion, you hope that then we can build on that
and kind of keep the ball rolling.”

‘States to get less from river:’ For
the second year in a row, Arizona and Ne-
vada will face cuts in the amount of water
they can draw from the Colorado River
as the West endures an extreme drought,
federal officials has announced.
The cuts planned for next year will
force states to make critical decisions
about where to reduce consumption and
whether to prioritize growing cities or ag-
ricultural areas.
The cuts will also place state officials
under renewed pressure to plan for a hot-
ter, drier future and a growing population.
Mexico will also face cuts.
“We are taking steps to protect the 40
million people who depend on the Colo-
rado River for their lives and livelihoods,”
said Camille Touton, commissioner of
the Bureau of Reclamation.
The river provides water across seven
states and in Mexico and helps feed an
agricultural industry valued at $15 bil-
lion a year. Cities and farms are anxiously
awaiting official estimates of the river’s
future water levels that will determine
the extent and scope of cuts to their water
supply.
That’s not all. In addition to those
already-agreed-to cuts, the Bureau of
Reclamation said that states had missed
a deadline to propose at least 15% more
cuts needed to keep water levels at the
river’s storage reservoirs from dropping

‘Cut fossil use’: New homes built in
California starting in 2026 need to be
powered by all-electric furnaces, stoves
and other appliances if California is to
meet its ambitious climate change goals
over the next two decades, according
to a state pollution-reduction plan re-
leased.
The roadmap by the California Air
Resources Board sets the state on a path
to achieve “carbon neutrality” by 2045,
meaning as much carbon is removed from
the air as is emitted. The state’s timeline
is among the most ambitious in the na-
tion; Hawaii has a similar goal and some
other states have a 2050 deadline.
California could reach its goals through
a drastic transition away from fossil fu-
els that power cars, trucks, planes, ships,
homes, businesses and other sectors of the
economy. The board staff recommends
the state cut the use of oil and gas by 91%
by 2045 and use technology to capture
and store carbon emissions from remain-

COVID cases fall 24%; deaths rise in Asia
LONDON, Aug 20, (AP): New corona-
virus cases reported globally dropped
nearly a quarter in the last week while
deaths fell 6% but were still higher in
parts of Asia, according to a report on
the pandemic by the World Health Or-
ganization.
The UN health agency said there
were 5.4 million new COVID-19 cases
reported last week, a decline of 24%
from the previous week. Infections fell
everywhere in the world, including by
nearly 40% in Africa and Europe and
by a third in the Middle East. COVID
deaths rose in the Western Pacific and
Southeast Asia by 31% and 12% re-
spectively, but fell or remained stable
everywhere else.
At a press briefing, WHO Director-
General Tedros Adhanom Ghebreye-
sus said reported coronavirus deaths
over the past month have surged 35%,
and noted there had been 15,000 deaths
in the past week.
“15,000 deaths a week is completely
unacceptable, when we have all the
tools to prevent infections and save
lives,” Tedros said. He said the num-
ber of virus sequences shared every
week has plummeted 90%, making
it extremely difficult for scientists to
monitor how COVID-19 might be mu-
tating.
“But none of us is helpless,” Tedros
said. “Please get vaccinated if you
are not, and if you need a booster, get
one.”
Vulnerable
WHO’s vaccine advisory group
recommended for the first time that
people most vulnerable to COVID-19,
including older people, those with un-
derlying health conditions and health
workers, get a second booster shot.
Numerous other health agencies and
countries made the same recommenda-
tion months ago.
The expert group also said it had
evaluated data from the Pfizer-Bi-
oNTech and Moderna vaccines for
younger people and said children and
teenagers were in the lowest priority

nation vaccines that target the omicron
variant.
“We need to see what the data will
tell us and we need to see actually
(what) will be the advantage of these
vaccines that comprise an (omicron)
strain,” he said.
Dr. Alejandro Cravioto, the expert
group’s chair, said that unless vaccines
were proven to stop transmission, their
widespread use would be “a waste of
the vaccine and a waste of time.”
Earlier this week, British authorities
authorized an updated version of Mod-
erna’s COVID-19 vaccine that targets
omicron and the U.K. government an-
nounced it would be offered to people
over 50 beginning next month.

A smaller dose of the monkeypox
vaccine appears to still be effective
and can be used to stretch the current
supply by five times, the European
Medicines Agency said Friday, echo-
ing a recommendation made earlier
this month by the US Food and Drug
Administration.

The EU drug regulator said in a
statement that injecting people with
just one fifth the regular dose of the
smallpox vaccine made by Bavarian
Nordic appeared to produce similar
levels of antibodies against monkey-
pox as a full dose.
The approach calls for administer-
ing Bavarian Nordic’s vaccine with an
injection just under the skin rather than
into deeper tissue, a practice that may
stimulate a better immune response.
People still need to get two doses,
about four weeks apart.
The EMA said national authorities
could decide, “as a temporary meas-
ure” to use smaller doses of the vac-
cine to protect vulnerable people dur-
ing the ongoing monkeypox outbreak.
EU health commissioner Stella Kyri-
akides said the decision would allow the
vaccination of five times as many people
with the continent’s current supply.
“This ensures greater access to vac-
cination for citizens at risk and health-
care workers,” she said in a statement.

Still, state officials said the document
represents an important step for Califor-
nia and the rest of the nation. California is
the nation’s most populous state and has

it expects to have about 16 million

recently ordered by the government.

The EMA authorized the vaccine in
July based on experimental data that
suggested it would work; the World
Health Organization has estimated the
shot is about 85% effective at prevent-
ing monkeypox.
Globally, there are more than
40,000 cases of monkeypox, of which
about half are in Europe. Earlier this
week, WHO chief Tedros Adhanom
Ghebreyesus said there has been a
20% increase in cases reported in the
last two weeks and that nearly all in-
fections have been reported in men.
Tedros said WHO was in talks with
vaccine manufacturers and countries
to see if any might be willing to share
doses. Africa has reported the high-
est number of suspected monkeypox
deaths and although the disease has
been endemic in parts of central and
west Africa for decades, it has only a
small supply of vaccines being used as
part of a research study.
Monkeypox spreads when people
have close, physical contact with an in-
fected person’s lesions, their clothing or
bedsheets. Most people recover without
needing treatment, but the lesions can
be extremely painful and more severe
cases can result in complications in-
cluding brain inflammation and death.
In the UK, which at one point had
the biggest outbreak outside Africa,
officials said earlier this week they
have seen signs the outbreak is slow-
ing down.

mummified bodies including those of
children were discovered in a building in
Benin City in southern Nigeria, the coun-
try’s police said, shocking many in what
is usually a busy neighborhood.
Three suspects were arrested during the
raid, Jennifer Iwegbu, a police spokes-
woman said in a statement.
Armed police officers raided the build-
ing in Benin City, the capital of Edo state,
acting on intelligence that it was a “sus-
pected ritual shrine,” she said.
“15 mummified male corpses, 3 mum-
mified female corpses and 2 mummified
children corpses were discovered at the
scene” just 5 kilometers (3 miles) from
the city center, said Iwegbu.
Nigeria’s security forces have in the
past uncovered such shrines used by ritu-
alists and kidnappers but the latest discov-
ery is one of the most shocking in Nigeria
in recent years considering the number of
victims.
Many residents arrived at the build-
ing, expressing shock over what seemed
to have been an operation hidden away

blow ahead of next week’s Twenty20 Asia Cup in the United
Arab Emirates when fast bowler Shaheen Shah Afridi was
ruled out on Saturday because of a knee injury.
The 22-year-old Afridi hurt his right knee while fielding
during the first test against Sri Lanka in Galle last month and
the Pakistan Cricket Board says its medical advisory com-
mittee has advised him to rest for four to six weeks.
Afridi will not only miss the Asia Cup, where Pakistan are
due to take on arch-rivals India, but will also be sidelined for
the seven-match T20 home series against England.
He is expected to return for the triangular T20 series in

ed reached a deal to sign midfielder Case-
miro from Real Madrid, ending the Brazil-

ish media said the deal
for the 30-year-old

Casemiro’s arrival should be a boost for
beleaguered United manager Erik ten Hag,

Madrid thanked Casemiro and called him
a club legend. He had been with Madrid

an enormous sense of gratitude to him for

The 30-year-old Casemiro has been with
Madrid since 2013 and is regarded as one
of the world’s best holding midfielders.
Madrid’s midfield has been one of the best
in the world in recent years with Casemiro
playing alongside Toni Kroos and Luka Mo-
dric.
Casemiro helped the club win five
Champions League titles and three Spanish
leagues, among several other trophies.
He has more than 60 appearances with
Brazil’s national team and is set to play in
the World Cup in Qatar. He helped Brazil
win the 2019 Copa América.
Ancelotti said Madrid have replacements
for Casemiro, though, including young
France midfielder Aurélien Tchouaméni,
who was signed in the offseason. The club
have other players who can fill in as well,
including Federico Valverde, Eduardo Ca-
mavinga, Dani Ceballos and even David
Alaba, a defender who can play in midfield
if needed.
“Tchouaméni was signed for this position
and he’s one of the best central midfielders
on the market right now,” Ancelotti said.
“Then we’ve got Kroos, who can play in that
position too, just like he did in my second
year here, and there’s Camavinga as well.”
