The prospective agency having proven track record and registered office at any
State capital of the Country can submit their proposal.
The interested agency can download the tender document from KVIC website at
www.kvic.org.in or www.kvic.gov.in for scope of work, eligibility criteria and other
terms and conditions. The cost of Bid document is Rs.5000/- (Rupees Five Thousand
Only) non-refundable. The EMD is Rs.1,00,000/- (Rupees One Lakh Only) which is
refundable without interest payable in favour of “Chief Executive Officer, Khadi and
Village Industries Commission, Mumbai-56” on any branch of Bank at Mumbai or
through RTGS/NEFT in KVIC EMD Account No. 38696818444 IFSC Code SBIN0000515, SBI
Vile Parle (W), Mumbai-56 along with Financial bid at the time of submission of the
offer document. The offer should be submitted in the above address in sealed cover
superscripted ‘BID FOR KVIC OUTDOOR CAMPAIGN FOR PMEGP Scheme’ latest by
5.00 p.m. on 10th March, 2022. KVIC reserves its right to accept the tender either in
full or in part Conditional Bids will be rejected outright.

1. ELIGIBILITY CRITERIA:
1. The agency should be empanelled /registered with DAVP/BOC for Outdoor media.
Only DAVP/BOC empaneled agencies for outdoor media will be eligible to apply.
2. For outdoor hoarding, Bus panel and Bus shelter, the agency should have its own site/
associates/tie-up at district and rural-level.(Proof to be given)
3. Agency should have minimum experience of 5 years as on 31st January, 2022 in the
field of publicity campaigns advertising hoarding at prominent locations, Bus panel
and Bus shelter at District level.
4. The minimum average annual turnover of the Advt. agency during the last 3 financial
years ending 31st March 2021 should be minimum Rs.5 crore (Rupees Five Crore) per
year.
6. Agency should have all statutory Licenses/Registration for carrying out such activity
from local authority.
7. Agency should have mandatory GST and Service Tax registration and PAN with Income
Tax clearance of previous financial three years.
b) The agency shall only use all authorised media for the campaign and KVIC shall not be
responsible for any claims, dues or taxes including penalties if any, claimed by any
authorities, local municipal corporations, vendors or companies.
c) The agency has to submit the final detailed plan once selected as L-1, with location of
each media, size etc. before installing the creative.
d) Wherever possible agency shall use the media rates approved by DAVP and if the rates
are approved by DAVP, the same has to be mentioned on the offer list column.
e) The rates quoted by the bidder shall be inclusive of creative, One Time Printing
charges, mounting charges, and transportation charges, KVIC shall not pay any
additional charge for transportation of flex materials to the site, the agency has to
bear this cost, and the same has to be considered while quoting the rates. The cost of
re-printing for such material in case of any mistake shall be borne by the agency
itself, KVIC shall not pay any such extra charges to the agency.
f) The successful Bidder should submit the Invoice after completion of campaign with
photographs of the particular location.

g) The list of locations submitted by the agency shall be verified by authority/officials of
the respective State/Divisional offices of KVIC.
h) The creatives made by the agency required approval from KVIC before printing and
installed at the respective site.
i) The agency shall communicate KVIC about any such Model Code of Conduct if
implemented in the area where the Campaign is to be executed for rescheduling.
j) The rate quoted by the agency shall be valid for 180 days and the instant campaign
will be for a period of 1 month from the date of installation of the Hoarding/creative.
If KVIC desires to extend the contract beyond 1 month, the same will be
communicated to the agency well in advance possibly before 1 week time of expiry of
contract.
k) Any bid submitted by the agency without required documents shall be summarily
rejected.
l) Any disputes shall be settled by the Director Publicity, KVIC or any other officer
appointed by the competent authority of KVIC regarding any disputes for payments of
Invoices.
m) The decision of the KVIC competent authority shall be binding on the agency.
o) The list of locations submitted by the bidder before issuance of the Work Order shall
be strictly adhered to by the agency, any deviation in location, shifting or non-
availability of the media shall be immediately convey to KVIC, and the Work Order
shall be changed accordingly, this shall be the responsibility of the agency to
communicate and convey KVIC about such changes in media.
p) No any other request shall be accepted by KVIC after issuance of the Work Order, the
agency has to report any changes in Media plan after issuance of Work Order shall
require approval of KVIC, failing which the changed media shall be considered as
invalid and no payment shall be made.
q) The agency shall adhere to all rules and regulations and Labour Laws, and guidelines
issues by the Central or State Govt., KVIC shall be not responsible for any kind of
violation or claims, if any.
II. The agency must ensure all the legal aspects of their media such as authorisation,
validity of sole rights, quantity, size, and location etc. before display of creative as
per the RO.
III. Submit hard copy of display report after 5 days of completion of campaign, comprising
two sets of photographs (one close shot to confirm display, and one long shot to
establish location) of each location. All correspondence with field Offices of KVIC,
such as forwarding of Display Report or request for alternate locations should be on
the printed letterhead of the agency, and shall carry the name, designation and phone
number of the signatory.

IV. The Display Report is also required to be emailed to Director (Publicity), KVIC
at publicity.kvic@gov.in with the RO reference and agency name clearly mentioned in
the subject of email.
a) All display in respective locations given by KVIC as per RO shall be inspected by the field
Officials of KVIC, after the agency intimates that display is ready for physical
inspection.
5. SUBMISSION OF BILLS:
2. Physical copies of the Bill in triplicate with copy of inspection report shall be submitted
to Director, Publicity, KVIC, Mumbai.
d) The Bid document alongwith Enclosures should be placed in the serial order as given in
the tender document. Each page should be numbered, with index in the beginning
mentioning each document & its page number.
e) Applications received after stipulated date and time will be considered as non-responsive
and rejected.
f) Bid document should be superscribed on the top of the envelope in clear & bold letters
as ‘BID FOR KVIC OUTDOOR CAMPAIGN FOR PMEGP’.
g) The bid shall be submitted to Director (Publicity), Khadi and Village Industries
Commission, Vile Parle (West), Mumbai-400056 in a sealed envelope and along with all
relevant documents as required in the terms and conditions of the Tender.
h) Any bid submitted by the agency without required documents shall be summarily
rejected.

non-judicial stamp paper.
