 SOP FOR DEPARTMENTAL EXAMINATION FROM
MATE (SSK) TO METER READER (SK)
IN AOR OF CE WESTERN COMMAND

INTRODUCTION

1. As per policy, the Mate (SSK) has to pass the departmental examination to become
eligible for promotion to the post of Meter Reader. Administrative instructions for conducting
the department exam were issued vide HQ CE Western Command letter
No. 30208/CMD/P/1019/E1C-II dated 03 Dec 2012.

OBJECTIVE

2. The objective of this SoP is to lay down the guidelines for conducting the departmental
examination for filling up 20% vacancies of Meter Reader (SK) to be filled by promotion from
Mate (SSK).

ELIGIBILITY CRITERIA FOR PROMOTION FROM MATE (SSK) TO METER READER (SK)

3. Three grade structure of Meter Readers was sanctioned by GoI, Ministry of Defence
vide letter No. 85605/Gen/Non Ind/CSCC/821/D (Works) dated 03 Apr 2003. The clarification
on eligibility criteria has been given vide HQ MES letter No. CC-B/75022/Meter Reader/CSCC
dated 04 Jun 2012. As per these rules the eligibility criteria for promotion is as under:-

(a) Minimum qualification should be matriculate.

(b) Minimum service as Mate (SSK) should be six years. After merger of the Maz
with Mate (SSK) w.e.f 09 Sep 2008, the eligibility criteria has been modified to ‘six
years of combined service, both as Mazdoor and as Mate’.
(c) Passing of departmental examination.
(d) Lifting of probation period as per HQ MES letter No. B/20961/TT/Policy /E1C(92)
28 dated 04 Mar 2013.

ELIGIBILITY CRITERIA FOR APPEARING IN DEPARTMENTAL EXAMINATION AND

NOMINATION FOR EXAM
4. Mates in any trade are eligible to appear in the exam after lifting of probation. The
willing candidates must submit the request to their respective offices by 05 Jan of the year in
which the exam is to be conducted. CE Zones to ensure that nominal roll of eligible and willing
candidates reaches this office by 25 Feb. The eligibility of candidates will be certified by parent
CsWE. The format for the nominal roll is given at Appx ‘A’.
EXAMINATION AND SYLLABUS
5. Syllabus: - The departmental exam will be conducted based on the syllabus given by
HQ MES vide letter No. B/20981/TT/GEN/E1C (2)/43 dated 22 Nov 2011, circulated vide HQ
CE Western Command letter No. 30208/MR/306/E1C-II dated 01 Dec 2011.
6. Question paper: - There will be one Witten exam of 100 Marks based on the above
mentioned syllabus. The exam paper will be got prepared by HQ CE Western Command and
will be made available to all the examination centers at appropriate time. The answer key will
also be made available by this HQ.

7. The exam will be conducted in the last week of Apr every year simultaneously in all
examination centers under AoR of this Command.
MARKING SYSTEM

8. The marking system will be as given below. Relaxation of marks to be awarded to

SC/ST candidates as per DoP&T instructions issued vide E-in-C’s Branch letter No.
PC/30759/EC/E1C dated 14/18 May 1976.

(i) Maximum marks in the written test - 100 Marks

(ii) Passing Marks for Gen Category - 50%
(iv) Passing marks for SC/ST - 40%

CONDUCTING OF EXAM AND DECLARATION OF RESULT

9. Exam Centers: - All CE Zones will earmark one exam center in their AoR. In case more
than one exam centers are required in a Zone, permission may be obtained from this HQ. Based on
the number of nominations and geographical convenience, some or all candidates of one Zone may be
allocated the exam centre of another Zone by this HQ. Proposal for the same to be given by CE Zones
alongwith nominal roll.

10. The candidates appearing in exam to be in possession of identity card and identification slip
issued by respective HOOs. The sample of the identification slip is enclosed at Appx ‘B’.

11. CONVENING OF BOARD OF OFFICER:- A Board of Officers will be convened by all

the CE Zones for conducting the exam, evaluation of question paper and recommend for
passing the exam or otherwise. The composition of BOO will be as under:-

(i) Presiding Officer - SE/Col

(ii) Member 1. - EE (SG)/EE/Lt Col/Maj At least one of the

12. Following will be enclosed alongwith the BPs:-

(a) Nominal roll cum attendance sheet as per format enclosed at Appx ‘C’.
(b) Result sheet as per format enclosed at Appx ‘D’.
(c) All the question papers.
(d) All the answer sheets. Format of the top sheet of the answer sheet is enclosed at
Appx ‘E’.

13. The summery of No of candidates as per nominal roll, appeared, pass and fail must be
reflected in the BPs.

14. The Board proceedings will be submitted to this HQ, duly concurred by Chief Engineer Zones
within two weeks of exam for approval of CE Western Command.

VALIDITY OF TEST RESULT

15. The test result will be valid for all the DPC subsequent to declaration of result. The candidates,
who pass the exam, need not appear again in the exam.

16. The candidates who fail in the exam may appear again in subsequent years.

APPLICABILITY OF THE SOP

17. This SOP supersedes this HQ letter No. 30208/CMD/P/1019/E1C-II dated 03 Dec 2012
and all other instructions issued so far on the subject.
