Call for Expression of Interest for a Consultant for the Integration of Human Rights in the
HIV 101 Learning Group Session Module of Peer Navigators in Region VI under TLF
SHARE Collective for the PSFI PROTECTS GRANT.

DESCRIPTION

TLF SHARE COLLECTIVE INC. (TLF), sub-recipient 2 (SR2) of the PROTECTS project
funded by Global Fund Against AIDS, Tuberculosis, and Malaria and is being managed by
Pilipinas Shell Foundation Inc., is implementing the grant’s Matching Fund for Human Rights
(MFHR) component. MFHR is being implemented to address human rights-related barriers in
accessing HIV services and interventions. The objectives of the MFHR are the following:

• Increase awareness on human rights, and


• Mainstream human rights in the national and local HIV response.

One of the activities being implemented by TLF SHARE is the legal literacy training (LLT) which
aims to answer the following:

• What are human rights,


• What are the instances when your rights have been violated, and
• What are the available redress mechanisms when your rights have been violated.

The Center for Health and Development- Region 6 has initiated the integration of core
components of LLT in the HIV 101 LGS module being used by peer navigators. As part of the
collaborative approach of TLF, a technical assistance (TA) will be provided to the region to
strengthen and enhance the integration of human rights in the LGS module. Towards this end,
TLF is inviting applicants to send an expression of interest for the consultancy. The scope of
work of the consultancy is as follows:

TERMS OF REFERENCE

1. Scope of work. The Consultant will have the following tasks:

1.1. Review the three Legal Literacy Training Modules;


1.2. Conduct focus group discussions with a minimum of six (6) participants trained on the
Legal Literacy Training, to determine the key human rights concept that should be
integrated in the LGS and transpose these concepts into simpler and non-technical
language;
1.3. Based on the FGD results, revise the existing LGS module to integrate human rights
concepts;
1.4. Pilot test the LGS module;
1.5. Finalize the module in English
1.6. Translate the module in Hiligaynon

2. Deliverables. The consultant will have the following deliverables:

2.1 Inception report, including timelines


2.2 FGD and pilot feedbacking tools
2.3 FGD and pilot feedbacking reports
2.4 Revised modules in English and Hiligaynon

3. Reporting

3.1 The Consultant will be supervised by CHD Region 6 STI and HIV Coordinator Mr.
Joseph Carlo Carillo and/or his representative in coordination with Khen Tamdang,
CARE Partner, Region 6;
3.2 Outputs of the Consultant shall be submitted to CHD Region 6 and TLF Share for
comments and approval
3.3 For payment purposes, outputs of the consultant shall be endorsed by CHD Region 6.

MINIMUM REQUIREMENTS

• Education: At least college level with a degree program in education, legal,


communication or its equivalent
• Work Experience: Relevant work experience in doing module development, technical
writing, worked with CSOs/CBOs involved in human rights promotion of persons of
diverse SOGIE and people living with HIV and experienced peer educator
• Training Experience: Preferably with training on Human Rights, SOGIE, and HIV
education for PLHIV and key populations
