Answer:- Introduction of SSI-
Essentially the small scale industries are
generally comprised of those industries which
manufacture, produce and render services
with the help of small machines and less
manpower. These industries are generally
labour-intensive, and hence they play an
important role in the creation of
employment.
Meaning Of SSI - Small scale industries (SSI)
are those industries in which manufacturing,
providing services, productions are done on a
small scale or micro scale. For example, these
are the ideas of Small scale industries:
Napkins, tissues, chocolates, toothpick, water
bottles, small toys, papers, pens.

Government Policies for Development and


Promotion of Small-Scale Industries in India-
1. Industrial Policy Resolution (IPR) 1948:
On April 30, 1948, the Government of India
passed a policy resolution – The Industrial
Policy Resolution, 1948 (IPR, 1948). It divided
the industrial sector into four broad groups:
The private sector was allowed to open these
industries subject to government regulation
and supervision.

2. Industrial Policy Resolution (IPR) 1956:


Industrial Policy Resolution of 1956 is a
resolution adopted by the Indian Parliament
in April 1956. It was the first comprehensive
statement on industrial development of India.
The 1956 policy continued to constitute the
basic economic policy for a long time.

3. Industrial Policy Resolution (IPR) 1977:


The policy emphasized on the viability,
efficiency and profitability of the public sector
units. It declared that government will
selectively take over sick industries to bear
minimum possible loss; and will take
immediate measures to rehabilitate and
manage the units taken over.

4. Industrial Policy Resolution (IPR) 1980:


The Government of India adopted a new
Industrial Policy Resolution (IPR) on July 23,
1980. The main objective of IPR 1980 was
defined as facilitating an increase in industrial
production through optimum utilization of
installed capacity and expansion of industries.

5. Industrial Policy Resolution (IPR) 1990:


The IPR 1990 was announced during June
1990. As to the small-scale sector, the
resolution continued to give increasing
importance to small-scale enterprises to serve
the objective of employment generation.

In this connection, the following measures


may be suggested:
•Equitable allocation of raw materials,
imported components and equipment.
•Improvement in the methods and
techniques of production.
•Provision for adequate finance.
•Marketing assistance.
•Provision for industrial education and
training.
