CWCES)

reading difficulty to read and be functionally literate in reading.
III. PROPOSED DATE: August 1, 2021 - September 10, 2021

V. RATIONALE:

Reading during this time of pandemic has become more challenging. A study by
researchers at Stanford Graduate School of Education (GSE) finds that reading fluency among
second and third graders in U.S. is roughly 30% behind what would be expected in a typical
year. It is like competing with new trends of entertainment over the internet andother more
interesting activities in their generation.
We recognize that our school is also faced with the cited matter. Thus, to address the
reading problems and to give assistance to the learners with reading difficulties, the DepEd
Region III issues Implementation Guidelines of DepEd Memorandum No. 173, s. 2019 (Bawat
Bata Bumabasa) and DepEd Memorandum No. 48, s. 2021 including Brigada Pagbasa as part of
the Brigada Eskwela which aims to encourage education partners and experts to help learners
read and become functionally literate. It is accepted to ensure not just the continuity of education
but also the improvement of its quality amidst the ongoing health crisis.

The said program will be coordinated with the barangay officials that will serve as the
bridge of its successful implementation. The parents, as well as the learners (identified struggling
learners in reading as noted by their previous advisers in the previous School Year), will be
oriented about the program and its execution. These will be done according tothe minimum
health protocols posted by the MIATF.

The reading program consists of pre and post assessments to ensure the improvement
of the performances of the learners in terms of reading.
