Eligibility

You can rent a flat under the Public Rental Scheme as a family or a single.

Scheme Eligibility Criteria


 You must be a Singapore Citizen (SC)
 You must include at least another SC or a Singapore
Permanent Resident (SPR) in your basic family nucleus
 Your family nucleus must comprise any of the
following:
o You and your spouse
o If single, you and your parents
Family Scheme
o If widowed/ divorced*, you and your children
under your legal custody (care and control)
o Fiancé and fiancée
o If orphaned, you and your siblings (at least 1
parent was an SC or SPR)

 You and your listed occupier must be SCs


 Both of you must be single
 Any of the following is considered as singles:
o Unmarried and at least 35 years old
Joint Singles Scheme o Divorced or legally separated from spouse, with
legal documents, and at least 35 years old
o Widowed or orphaned (at least 1 parent was an
SC or SPR)

Age
You must be at least 21 years old at the time of application.

Income guideline
In general, your total household gross income should not exceed $1,500 per month. If your
monthly household income is more than $1,500, you can still submit an application. We will
review your application, taking into consideration whether you have other housing options.

Existing HDB tenants/ essential occupiers


You and your listed occupiers should not be existing tenants or essential occupiers of an
HDB flat.

Property ownership
You and your listed occupiers should not:

 Own/ have an estate or interest in such a property at the point of application:


o HDB flat or Design, Build & Sell Scheme flat
o Local or overseas private property (house, building, or land), residential or
otherwise
o Executive Condominium

If you have previously owned a property, we will take into account the proceeds from the sale
of your last property (HDB or private, locally or overseas, residential or otherwise) in
assessing your housing budget.

Family support
You and your listed occupiers will not be eligible to rent an HDB flat if any of your children
is:

 Able to house you in their home


 Financially able to provide other housing options for you

We will carry out an assessment to determine if you or any of the listed occupiers have other
housing options or family support.
