The article, “Outcome-Based Science Instruction in Teacher Education Institutions”, by Zorabel


Maria A. Delos Reyes seeks to assess the implementation of Outcomes-Based Science Instruction for
Bachelor of Secondary Education major in Science students of the Teacher Education Institutions in
Batangas Province. The researcher respondents were 14 department heads/science coordinators and 24
science teachers of the BSED major in Science in the same institution. The descriptive method of
research was applied in the study with the questionnaire as the data gathering instrument. While this
article produce the implementation of the Outcome-Based Science Instruction is very evident regarding
learning outcomes, authentic tasks, student-centered approach, and competencies and skills and it
shows a significant relationship to the development of student’s science competencies regarding
laboratory activities, portfolio, project making, research and investigatory project. The unavailability and
insufficiency of equipment, materials, and supplies needed in the laboratory are among the problems
met in the implementation of Outcome-Based Science Instruction.

It is clear from the abstract that the author discussed an important topic, as a science
teachers/coordinators continue to attempt the development of the curriculum in higher education to
produce globally competitive professionals to cope with the qualifications and standards of the 21 st
century learners. Many significant results were noted in the results in this research. The features used in
implementing the Outcome Based-Science Institution However, the academic chairpersons or science
coordinators did not provide complete equipment, materials, and supplies used in the laboratory before
the implementation of Outcome-Based Science Instruction in the Teacher Education Institution. Towards
the end of the discussion, the author admitted to the limitation in this research that “an assessment tool
or instrument may be developed to enhance the utilization of the outcomes- based activities.” (p.22).
Zorabel cites people like Jerome Bruner, William Spady, Wyngaarden. These are sounds good, well-
known examples and authors and it adds a great credibility to the piece in general.

This article focused in implementing the new trends in science teaching. Overall it is a good,
well-written article with an important message for educators and students in tertiary education system
to develop the curriculum with inclusion of learning practices and focus on the students rather than
teacher. The piece, when taken as a whole, is relevant and very convincing.
