4. Scope.
This procedure encompasses all actions, responsibilities and documentation required for the
process of officading storage tanks on site, after delivery. This basic lifting plan is @ generic
plan, based on common practise, OHSA 85 of 1993 requirements as Tseba Construction
‘does not have access to site specific information at most times. The information contained in
the basic lifting plan will never be site specific as site assessments and visits does not form
part of Tseba Construction’s offer to deliver and off load storage tanks on site.
2. Objective
2.1. Toestablish the minimum required documents to be made available on site for the
‘suitability of use" of the lifting equipment, tackle and operators.
22. Toestablish a generic process plan to have all parties suitably informed of the
actions to follow, prior to having the plan executed.
23. To eliminate site requests or requirements, faling outside of this procedure’s,
stipulated process requirements and actions, prior to occurrence
3. Responsibilities
31 Site Safety Officer
3.1.1 Shall verify the validity of documentation submitted for review.
3.4.2 Shall familiarize himself with the contents of this plan
3.1.3 Shall ensure suitable space for the truck, crane and ground space for the offloading
process.
3.4.4 Shall inform Tseba Construction immediately of any aspects hindering the
delivery vehicle from executing the lifting plan.
3.2 _ Crane Operator
3.2.1 Shall ensure that all required documentation is available for review.
322 Shall execute the basic lifting plan under the supervision of the appointed site
supervisor.
3.2.3. Shall ensure that any and all conditions / aspects hindering the successful
offloading must be reported to Tseba Construction immediately.
33° Rigger
3.3.1 Shall be suitably qualified to compile a lifting pian,
3.32 Shall ensure that all lifting equipment and tackle is certified and inspected as,
per required laws and regulations.
4 Design Considerations
4.1” Alltanks are so designed as to include an empty lifting weight only.

The storage tanks weight is available on request. Storage tank weights are also
identified on the applicable storage tank drawing.
The type of sling selected, must be of such design as to not damage the external coating
of the storage tank.
‘An appointed rigger on site, will be suitably qualified to compile a lifting / rigging plan. He
will ensure that:
48.1 _Allliting equipment and tackle selected for the lifting plan is certified and in a
good working condition

At the time of arrival on site.
5.1.1 The transporter’s representative will report to the site safety officer, sign in on
site and present the file containing the following documents for assessment by
the safety officer: (Note that this fle is for information only and not intended to
be retained by the relevant site safety personnel)
5.1.1.1 Valid driver's licence
5.1.12 Valid POP.
5.1.1.3 Vehicle's valid roadworthy certificate.
5.4.1.4 Relevant lifting equipment's “fit for use" certification,
5.1.1.8 Relevant lifting tackle's "fit for use" certification
5.1.1.6 Valid lifting equipment operator's license.
The relevant site safety officer and appointed rigger, will:
52.1 Verify the validity of the documentation presented
522 Ensure that the lifting equipment and tackle as per the lifting plan is suitable
{or the offloading of the storage tanks on site on the manner prescribed
below
5.2.3 Will ensure that the lifting plan is communicated to all persons involved within,
the lifting process.
Process of offloading.
53.1 Under no circumstances will offloading of storage tanks include:
5.3.1.1 Placement of storage tanks into the excavation.
5.3.12. Placement of storage tanks on ground level with a crane reach
exceeding 1m from the side of the truck trailer.
532 If soordered, the storage tanks will arrive on site with the suitably sized liting
tackle already attached to the storage tank's lifting lugs, to enable hooking of
the crane hook to tackle at ground level, In normal circumstances, the
storage tanks will arrive onsite by the arranged transport company where the
lifting equipment and tackle will be provided; either by the arranged transport
company or the appointed contractor onsite.
5.3.3 The rigger will discuss the lifting plan with the crane operator and ensure the
correct lifting equipment and tackle is identified, checked for intended use.
5.34 The crane operator will ensure the lifting tackle is correctly attached to the
identified lifting points,
5.3.5 The crane operator will take up the lifting tackle slack with the crane, in such
a manner to avoid storage tanks roll, but without placing unwanted strain on
the “tank to trailer’ tie down straps
53.6 The tie down straps wil be loosened and removed from the circumference of
the storage tank
5.3.7 The storage tanks willbe lifted in such a manner as to just clear the padding
underneath the storage tank, which will be removed and placed on ground
level, next to the truck trailer, allowing for not more than 1m clearance from
the truck trailer once off loaded.
5.3.8 The storage tank is then Ited from the trailer bed and placed on the padding

5.39 The tension is removed from the lifting tackle, whilst constantly checking for
storage tanks stability to avoid rol.
5.3.10 The crane hook and tackle is lower towards ground level to allow for the
removal of crane hook from the lifting tackle
5.3.11 The crane is located in the stored position before the site representative is
required to sign the presented delivery note.
6 General
6.1. Time allowance allocated for the offloading process is set at hour per truck. Any delays
must be reported immediately to Tseba Construction and could lead to penalties.
