Introduction

This sourcebook for Shanghai grew out of an old Hollow Earth Expedition game that I had run
back in 2011. It was the swan song for the gaming group we had at the time, as several of the
players would leave for other cities, pursuing different opportunities. The characters and
adventures stuck with me, even after the game and group folded, as did the setting of Shanghai
— a city with a classic film noir attitude, where East and West met and mated, where deadly
kung fu gangs fought gunslinging policemen, and where strange, sorcerous events might just
disturb the peace (such as it is…)

Time and again, I’ve wanted to come back to this setting, so when we started putting out
scenarios for 1930s pulp games, Shanghai was the obvious choice for a setting book. I’ve tried to
create a place where a host of options exist for game masters and player to carve out their own
adventures.

William “Bill” Fairbairn

This tall, thin Englishman served as a Royal


Marine before becoming an SMP police officer in
1907. Over the next 20 years, he was in hundreds
of street fights, leading him to develop the

Chang Ching-Chiang (Curio Chang)
Educated in France, Chang calls himself Chang
Renjie, but is known by most of the Settlement
as “Curio Chang.” He is from a wealthy family,
and was an athletic and intellectually gifted boy,
but suffered from arthritis and an eye condition.
He now wears awkward, thick glasses that give
him a sinister air.

In France he was an anarchist, but quickly


joined the Nationalists after the revolution
toppled the Qing Dynasty. He was instrumental
in the purge of communists from the Nationalist
government, and in the electrification of
Shanghai and the surrounding areas. However,
demand for electrical power never quite met his
ambitions, and Chang has been slowly losing
money and influence in the Kuomintang.

His extensive knowledge of Chinese history and


artifacts makes him one of the primary brokers
of Chinese objets d’art. He frequently will
fence stolen art or archeological finds to
Western collectors for a cut of 20%.

A native Shanghailander, Madam Chiang was
