RFP for Construction of Two Viaducts at Km 88+440 (LHS) and Km 103+320 (LHS) at
Parwanoo-Solan section of NH 05 in the State of Himachal Pradesh (HP) on EPC Mode.

The Ministry of Road Transport & Highways through National Highways Authority of
India is engaged in the development of National Highways and as part of this endeavour,
it has been decided to undertake Construction of Two Viaducts at Km 88+440 (LHS) and
Km 103+320 (LHS) at Parwanoo-Solan section of NH 05 in the State of Himachal
Pradesh (HP) through an Engineering, Procurement and Construction (EPC) Contract.

The National Highways Authority of India represented by its Chairperson now invites
bids from eligible contractors for the following project:

The complete BID document can be viewed / downloaded from official portal of the
NHAI http://nhai.gov.in or the CPPP website https://etenders.gov.in from 01.08.2022 to
05.09.2022 (upto 1100 Hrs. IST). Bidder must submit its Technical Bid at
https://etenders.gov.in and its Financial Bid at https://etenders.gov.in on or before
05.09.2022 (upto 1100 hours IST). Bids received online shall be opened on 06.09.2022 (at
1100 hours IST).

Notwithstanding anything to the contrary contained in this RFP, if the existing Contractor
(G R Infraprojects Limited), is also a responsive bidder and its bid does not exceed the
lowest bid by more than 10% (ten percent) thereof, the Contractor shall have the option of
matching the lowest bid in terms of the selection criteria, subject to payment of 2% (two
per cent) of the bid amount to the Authority and thereupon becomes the selected Bidder.
For the avoidance of doubt, it is clarified that no claim for compensation, damages, loss of
profits etc. by the lowest bidder for unbecoming selected bidder, shall be admissible from
the Authority.

Further, for the purpose of eligibility and qualification of the existing Contractor (G R
Infraprojects Limited), if it participate in the bidding process, it shall be deemed to fulfil
all the requirements of clauses 2.2.2.1 to 2.2.2.10 of the RFP, being existing Contractor.

Bid through any other mode shall not be entertained. However, Bid Security, POA for
signing the Bid, POA for lead member of JV, if any, JBA for JV, if any, Integrity Pact,
and experience certificates apostile at foreign origin, if any and other documents specified
in clause 2.11.2 of RFP shall be submitted physically in original by the Lowest Bidder
before issuance of Letter of Acceptance (LOA) by the Authority. Please note that the
National Highways Authority of India reserves the right to accept or reject all or any of
the BIDs without assigning any reason whatsoever.
