QUESTION ONE

a. The Ugandan labour market is faced with notable mismatch


between what the education system offers and the labour market
requirements. Provide to the new minister of Education in
Uganda, the useful information on effective and reliable labour
market requirements to help policy makers in that ministry to
make the match possible.
b. Violations at work, especially migrant workers mostly arise due to
inadequate coordination among key partners like FUE, NOTU, and
COFTU to regulate labour behavours. In your own opinion
suggest the would be major role of the above organisations (FUE,
NOTU and COFTU in monitoring and regulating of labour migrants.

QUESTION TWO

COVID-19 has profound impact on workers and their families,


enterprises and national development. Covid-19 has undermined the
principles of decent work place, socializing and it has violated many
human rights at work leave alone lack of job opportunities due to lock-
down.
Required:
i. As the Human Resource Manager suggest strategies that
management can adopt to tackle the effects of the above
pandemic in your organization.
ii. Develop a programme of action for your workers under the
current pandemic.

QUESTION THREE

Dora is a new employee at Marks Ltd as a support manager and Andy


had to debrief her on the details of the work place she has come to.
Dora was told the organsiation has two outlets and they are identical in
size of machinery, work place rules and both have a trade union
however when it comes of labour productivity and financial
performance similarities stop. She was told that its common for
employees to complain about cramping and unfavourable work
conditions, which results in consistent abseentism and low productivity.
One notable character yet very hard working and highly favoured by
management is Sam whom Andy code-named a “party dog” over the
weekends, every Monday he reports to work when he is groggy and
irritable and with slurred speech. There was a week he did not show up
for work “AWOL” Absent Without Leave. And this resulted in very
messy office, financial losses, too much confusion with customers
orders among others, Anne the immediate supervisor was so confused
she called Anthony the boss, but Anthony kept shouting the cost, the
loss, the wastage, he did not seem to have any answer. Anne Sam’s
immediate supervisor decides to discipline Sam with summarily
dismissal, the workers’ union writes to Anne saying for them (workers’
union) believe that the disciplinary action was unwarranted in this
situation and they demanded a formal apology from Anne for
threatening to discipline Sam, Anne was further reminded that she had
no evidence for the intended disciplinary action against Sam, meaning if
Anne does not follow the specific disciplinary and termination policies
of the organsation Anne would face a wrongful discharge suit and union
correctly advised that wrongfully discharged employees could claim
reinstatement, back pay, compensatory damages etc. sadly to note the
organization had no employee grievance guidelines and performance
measurement systems in place. Anne with her hands tried she suffers
severe headache and stomach pains stemming from her work place
stress. She can not figure out the next course of action without hurting

her professional career, killing workers’ morale and slowing production,
to mention just a few.

Required

a. Given the facts above explain how an individuals’ conduct can be


detrimental to an organization
b. As a Manager how would you handle workplace trouble makers
who remain defiant and are reluctant to change their behavours
c. Under what circumstances can trade unions be a threat to the
national economy and probably lead to an economic crisis?
d. If you are in Dora’s shoes which policy would you draft for Marks
Ltd and why?
e. Distinguish between summarily dismissal and wrongful dismissal
