Service Training Program in the higher education institution?
The R.A. 9163 or National Service Training Program (NSTP), a program aimed at enhancing civic
consciousness and defense preparedness in the youth by developing the ethics of service and patriotism
while undergoing training in any of its three program components, namely ROTC, Literacy Training
Service, and Civic Welfare Training Service, is the difference between those two RA. Its various
components are specially designed to enhance the youth’s active contribution to the general welfare.
R.A 9163 was established as the compulsory requirement of the National Service Training Program
(NSTP) in all Territory levels of education. Its purpose is to prepare young adults to defend the security
of the state through personal, military, or civil service to the country when a need arises. It aims at
imparting to young people patriotism and nationalism and at advancing their involvement in public and
civic affairs. The law says that, “The youth, the most valuable resource of the nation, shall be motivated,
trained, organized, and mobilized in military training, literacy, civic welfare, and other similar endeavors
in the service of the nation!” On the other hand, R.A. 7077 is a program that provides the basis for the
expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion; to assist in
relief and rescue during disasters or calamities; to assist in socioeconomic development; and to assist in
the operation and maintenance of essential government or private utilities in the furtherance of the
overall mission.
2. What are the components of the National Service Training Program (NSTP)?
The components of the National Service Training Program or NSTP include; (1) ROTC or the Reserve
Officer’s Training Corps, it refers to the program component institutionalized under Sections 38 and 39
of Republic Act No. 7077, designed to provide military training to motivate, train organize and mobilize
them for national defense preparedness. (2) CWTS or Civic Welfare Training Service, refers to the
program component or activities contributory to the general welfare and the betterment of life for the
members of the community or the enhancement of its facilities, especially those devoted to improving
health, education, environment, entrepreneurship, safety, recreation and moral of the citizenry and
other social welfare services. And (3), LTS or Literacy Training Service. It refers to the program
component designed to train the students to teach literacy and numeracy skills to school children, out-
of-school youth and other segments of society in need of their services.

4. The practice of volunteerism as an approach in order to reach national development and international
understanding. Every Filipino should be educated of volunteerism to foster social justice, solidarity and

As a NSTP student, I will volunteer to do household chores without anyone asking me to do them.
B. Community
I am one who volunteers as a student of NSTP in my community. I will do my best to help clean our
community without paying because that is part of the role of being part of NSTP.
C. School
As an NSTP student in school, I will not only study, but I will also demonstrate that I am a good
student by assisting our school with development, even if it is as simple as cleaning our school.
