The Volunteer Act of 2007

There are three main interrelated objectives of the Volunteer Act of 2007.

1. It aims to provide the policy framework that shall underscore the


fundamental principles necessary to harmonize the broad and diverse
efforts of the voluntary sector.

2. It aims to provide a conducive and enabling environment for the


mobilization and nurturance of volunteers and volunteer
organizations.

3. It hopes to strengthen the Philippine National Volunteer Service


Coordinating Agency (PNVSCA) as an effective institution to support
volunteerism in the country.

AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING
PROGRAM (NSTP) FOR TERTIARY LEVEL STUDENTS,
AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7077
AND PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER
PURPOSES.
Coverage of the NSTP LAW
The NSTP Law covers the following:
• All students, both male and female, enrolled in any baccalaureate degrees or in any two-year
technical-vocational or non-degree courses in public and private schools must complete one
NSTP component of their choice for two semesters as a graduation requirement.
• All higher and technical-vocational institutions, public and private, must offer at
least one NSTP Component.
• State universities and colleges (SUCs) must offer ROTC and at least one other NSTP
component, LTS or CWTS.
• The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA),
Philippine National police Academy (PNPA), and other SUCs of similar nature, in view of the
special character of these institutions, are not covered by the NSTP Law.
• Private higher educational institution (HEIs) and technical-vocational educational institution with
at least 350 student cadets may offer ROTC and consequently establish and maintain a
department of Military Science and Tactics, which is still subject to the existing rules and
regulations of the Armed Forces of the Philippines.

NSTP-CWTS VISION

• Providing relevant activities that will contribute to the physical, intellectual, spiritual, and
social development of students.

sustainable community service-oriented projects.

NSTP-CWTS MINIMUM STANDARDS

• The minimum standard for NSTP is the development of the common and
specific modules set forth in the IRR.
• Self-awareness and values development deals with the nature of self, personal
development, roots of the Filipino character, nationalism and patriotism, and
good citizenship values with core Filipino values.
• Leadership training discusses the concepts of leadership, human behavior,
communication, motivation, teamwork, time management, and decision
making.
• Dimensions of development covers global, national, and local issues on (a)
health, (b) education (enhancement of instructional support materials and
faculties), (c) entrepreneurship, (d) recreation, and (e) morals of the citizenry
and other social welfare concerns such as voters’ education and poverty
alleviation.

Course Description:

This program is designed to equip students with significant knowledge and skills
through lectures, classroom training and workshop as well as community-based
immersion undertakings. To effect, students will offer different activities to empower
and to intensively promote the general welfare of the community in relation to the
implementation of Republic Act 9163 or the NSTP Law of 2001.

This course involves fundamental knowledge-based lectures, which will later on be


transposed to the implementation of valuable community programs to encourage
social mobilization.

Civic Welfare Training Service (CWTS)-1


General: CWTS-1 is one of the 3 program components of NSTP which is
designed to train students to perform civic welfare activities contributory to
the general welfare and the betterment of life for the members of the
community or the enhancement of its facilities, especially those devoted to
improving health, education, environment, entrepreneurship, safety,
recreation, and the morals of the citizenry (R.A. 9163, para d)
Specific: CWTS-1 is a 3-unit course, conducted 3 hours each week for a
period of 18 weeks or a minimum of 54 hours and a maximum of 90 hours per
semester. CWTS1 is a preparatory course which will equip students with skills
and character necessary in carrying out projects/activities in their recipient
community during the succeeding semester. Topics would include Fervor to
the Alma Matter, Orientation to R.A. 9163, Self-awareness, Citizenship
Values, Basic Leadership and Community Organizing. Lectures and workshops
include: Disaster Management and Preparedness, Fire Prevention and Control,
Environment Protection, First Aid Management and Basic life support. CWTS-
1 concludes with a 3-6 hours community visit assessing the needs, problems
and priority activities. Data gathered will guide students in planning of
proposed projects and activities.

1. Check your Certificate of Registration (COR). Attend in the class schedule/section indicated in
your COR. Your professor will not be responsible for the consequences brought about by
unofficial switching/changing of class schedule;
2. If your name is not in the Official Class list, visit the Registrar’s Office immediately;
3. Classes are conducted in the classroom, activity area, gazebo and other venues inside the
campus, thus, students’ are required to attend in the designated areas.
4. Failure to wear the official uniform will be marked “absent”;
5. Students’ will be allowed to participate in and out of the campus activities after submission
of a waiver duly signed by the parent or guardian;
6. NSTP Primer is also distributed to the College Deans’ Registrar and other concerned offices
for information dissemination, reference and guidance;

What is the National Service Training Program Law?

Pursuant to Republic Act 9163, otherwise known as the National Service


Training Program (NSTP) Act of 2001, is an act establishing NSTP for tertiary
Level Students under CHED, TESDA and DND. Guidelines on the conduct,
collection of NSTP fee, monitoring and evaluation of the NSTP is contained in
its Implementing Rules and Regulations (IRR)
What are the Program components of the NSTP?

a. The Reserve Officers Training Corps (ROTC) is designed to provide


military training to tertiary level students in order to motivate, train, organize and
mobilize them for national defense preparedness.
b. The Literacy Training Service (LTS) is designed to train the students to
teach literacy and numeracy skills to school children, out of school youth and
other segments of society in need of their services.
c. The Civic Welfare Training Service (CWTS) refers to activities
contributory to the general welfare and the betterment of life for the members
of the community or the enhancement of its facilities, especially those
developed to improving health, education, environment, entrepreneurship,
safety, recreation and moral of the citizenry and other social welfare services.
What is the program component offered in our University?

National University is offering Civic Welfare Training Service.

Who shall take the NSTP?

All incoming Filipino freshmen students, male and female enrolled in any
baccalaureate and in at least (2) year Technical Vocational or associate courses are
required to complete one (1) NSTP component of their choice as a graduation
requirement. Students holding two passports (or are dual citizens) are required to
take up NSTP.
Who are exempted to take up NSTP?

Foreign students are exempted from taking up NSTP after submitting


all necessary documents and follow all university policies governing
their Foreign citizenship status to the Registrar’s Office.

Those holding Permanent Resident Visa (Not Naturalized Filipino


Citizens, still Foreigners) are also exempted from taking up NSTP.
Who else are exempted to take up NSTP?

a. Students who finished or graduated from a baccalaureate degree or two year


technical-vocational or associate course in AY2003-2004 or earlier and pursuing or
enrolled in another or additional baccalaureate degree or two-year technical-
vocational or associate course
b. Students who completed any of the three NSTP components but considered
freshmen to the course where they transferred or shifted.
c. Students currently holding government elective positions including Sanguniang
Kabataan may be excused from NSTP training upon submission of a written
document stating their elective position and the duration of their term. However,
they still will enroll the subject and be given the corresponding grade based on
their active participation in the implementation of their community/NSTP
activities
d. The Philippine Military Academy (PMA), Philippine Merchant Marine Academy
(PMMA), and Philippine National Police Academy (PNPA) are exempted from the
NSTP in view of the special character of these institutions.
Are athletes required to enroll and attend NSTP classes?

Yes. All Filipino student-athletes must enroll and attend NSTP class. Please
refer to student handbook on attendance policies and guidelines set by the
Athletics department on the attendance of student-athletes in their classes.
Training schedules must not be in conflict with any class schedule.
How is NSTP taken?

NSTP 1 and 2 shall be taken for an academic period of two (2) terms during the
first and second year of study, preferably. A graduating student, however, may
request to take NSTP 1 and 2 simultaneously provided he/she will be graduating in
that same term. To satisfy this request, there should be an attempt to take and
pass the subject during the previous terms and no hint of intentional delay. Such
request shall be reviewed and endorsed by the Registrar’s Office and approved by
the NSTP Director.
Is NSTP 1 a pre-requisite to NSTP 2?

No. The sequence of enrollment in NSTP-CWTS is liberalizedhence, NSTP-CWTS 1


is not a prerequisite to NSTP CWTS 2. However, NSTP 1 and 2 must be taken one at
a time or for an academic period of two (2) terms.

Can a student who took and pass ROTC 1 complete the 6-unit
NSTP requirement by enrolling in CWTS 2?

No. A student is required to complete a total of 6 units for either NSTP-ROTC


or NSTP-CWTS or NSTP-LTS, not 3 units from say ROTC, and the remaining 3 units
from CWTS/LTS.
Can a student who took and pass two (2) Military Service (MS)
or an equivalent of two semesters (or 4 units) not enroll NSTP
anymore?

Yes. Students enrolled during AY 2001-2002 and earlier who completed 2


semesters of Military Service (MS-Army/Naval) or have complete 4 units of MS
may deemed to have completed the NSTP requirement.

How to complete an INC?

INC grade is earned when a student missed to comply with a major


requirement which is 40% of the grade. Major requirements: but not limited to
written exam and practical (video/demo) can be fulfilled anytime within the
completion period.
Is NSTP a requirement for graduation?

Yes. All students who will be graduating on AY2003-2004 onwards should


complete the 6-unit NSTP requirement.

What if the NSTP program component chosen by the student


is not offered in this university?

The university shall allow students to cross-enroll to other schools, subject to


cross-enrolment procedures on this university and their accepting school.
