Challenged for SE Asian Producers

General Challenged Support Needed

o Lack of Technical Understanding and Implementation  Technical & Financial Support

o Lack of Local Capacity (Technical person/CAB/Assessor)  Network & Capacity Building in different level

o Cost (Certification/Implementation/Improvement)  Lesson Learnt

o Data and Documents management  Stronger collaboration

o Limitations of Geographical area (Mangrove, Protection

Area, Coastal Barrier, etc.)

o Disease and Health Control

o Small-Scales & Lower capacity production volume

o Law & Regulations

What ASC Do !!

 Find the consensus within industry on AIP model

 Create the consistent and credible approach, driving transparency and

uptake of improvement work at scale

 Create the precompetitive programme, aims to drive impact beyond

certification as part of ASC’s Vision and Mission statement

The Improver Programme Developed !!

17
AQUACULTURE STEWARDSHIP COUNCIL

The Improver Programme (IP)

 As a ‘technical tools’ and ‘supportive networks’ To help producers

 Make improvements to their aquaculture production scale

 Enable to focus on implementing better practices (AIPIIBP) or

to meet ASC requirements to move forward to achieve the ASC certification.
(AIPIIASC)

 Engage and enable local governments and initiatives to contribute and participate in the
development of supporting networks to deliver efficient approaches for improvement.

18
AQUACULTURE STEWARDSHIP COUNCIL

How the ASC-IP works?

• sets a clear framework for AIPs

 Builds upon foundational elements of ASC’s certification programme: credible,

transparent, performance driven
 Defines timelines, baseline measurements, progress reporting, verification of progress
 Lower costs than certification but with third-party implementation and verification
 Creates transparency around performance and progress in a credible way so industry
can make informed decisions on engagement with AIPs and ASC providing
assurances

How the IP bring value to producer?

Technical & Financial support Commercial

• Access to support tools and network  Listed on ASC website as being ‘in improvement’

• Obtain capacity building and financial support through  Being Part of ASC’s promotional portfolio

 ASC support for Implementer training  Recognition for transparent operations

 ASC support for verification cost  Make claims in relation to AIP participation

 Increase the market access

Progress 2022

We are now testing our IP framework on the ground in the pilot project

 Indonesia
• Working with SFP, ThinkAqua and YSAI on the implementation and
verification of the AIP
• AIP2ASC: 4 farms aspire to move to ASC certification with BMI ,
PMMP and Sekar Bumi
• AIP2BP: 11 farms of ASTIN Group implementing better practices
specifically on improving water quality management and Monitoring
 More piloting in Malaysia and Bangladesh

2023 onward
• The programme will open up publicly for all AIPs to come in
• ASC will
 Train and qualify (local) implementers to work with farmers
 Carry the cost of verification by a third party to verify progress reporting
 Publish a list of all AIPs and their status
 Report out and facilitate interactions with the marketplace on uptake of AIPs and
potential to buy from AIPs
