236/2021 fled by Sri Karukola Simhachalam, S/o.Nandesu (late),
Tekkali Mandal & Sri Annepu Mahandhata, S/o.Karu Naidu (late),
Nandigama Mandal, Srikakulam District – APHC orders dated 28-01-
2022 – Reg.
Ref: Government Memo.No.166314/UBS/2022, dated 14-03-2022 along
with UO Note No.3047837/D2/2019, dated 24-02-2022 along with the
orders of the Hon’ble High Court of AP in WP (PIL) Nos. 164/2019 &
236/2021.

The attention of the Municipal Commissioners mentioned in the
address entry is invited to the reference cited (copy enclosed) and inform
that Government while enclosing the Hon’ble High Court orders in W.P.No.
(PIL) Nos.164/2019 & 236/2021 fled by Sri Karukola Simhachalam,
S/o.Nandesu (late), Tekkali Mandal & Sri Annepu Mahandhata, S/o.Karu
Naidu (late), Nandigama Mandal, Srikakulam District has requested to take
necessary action on the issues involved in respect of the MA & UD
Department to avoid further legal complications in the matter.
In this connection, it is informed that Sri Karukola Simhachalam,
S/o.Nandesu (late), Tekkali Mandal has fled a Writ Petiton in W.P.No.(PIL)
Nos.164/2019 seeking relief and to protect the right of life of the residents
in and around Uddanam area, Srikakulam from Uddanam Chronic Kidney
Disease (CKD) and requested certain reliefs.
Therefore, the Municipal Commissioners are requested to follow the
directions issued by the Hon’ble High Court of Andhra Pradesh in W.P.(PIL)
No.164/2019 & W.P.No.236/2021 without fail & also to take necessary
action on the following and report compliance.
 To organize awareness campaigns to increase public awareness
about the signs and symptoms of Uddanam CKD (C.K.D) and free
availability of medicines at health care facilities.
 Ensure no discrimination against children hailing from CKD (C.K.D)
afected families both in private and public schools shall not be

turned away such children.

 to shift Cashew processing units and brick kilns to the distant places
so as to prevent the heat generation from those units.
 Conduct awareness campaigns about ill-efects of chewing tobacco,
dry fsh, alcohol, pain killers etc., by distributing pamphlets.
 Test the water samples at regular intervals to identify the presence
of nitrogen nitrate, silica, fuoride, phthalates contamination in
ground water and maintain proper record and to take further
necessary action.
 Ensure that no industry shall release the efuents into water bodies,
as the main reason for spread of the CKD in Uddanam is polluted
drinking water on account of presence of Nitrogen Nitrate, silica,
Fluoride, phthalates contamination in ground water.
 Ensure all the Households are having Toilets & identify, if any left
over and take steps for construction with the support of Swachh
Andhra Corporation.
 Take necessary steps for construction of sufcient number of public
latrines for use by men and women separately, provide water supply
& scavenging service so as to ensure sanitation.
 Take steps to prevent heat stress generating from cashew
processing units and brick kilns, with the assistance of experts from
APPCB and take steps for modernization of cashew units, brick kilns
to prevent heat generation.
 Ensure proper sanitation activities in and around the ULB to avoid
spread of seasonal diseases.

Any deviation to the above instructions will be viewed seriously &

action will be taken against the concerned.
